The building was being used by a rival political party, she believes. A few miles east along the border, CNN met several more Mexican families who had been sheltering for days in a tent erected by a local humanitarian group. Intimidation was particularly pervasive in local-level elections, experts told CNN, where races could hand the winners broad control over small communities’ police and fiscal resources. Immigrant rights advocates warn closing the border to asylum seekers endangers vulnerable people and ultimately makes the border less safe. They were treated with respect by the US agents, she told CNN, who swabbed them for DNA – likely to ensure that the children were really hers.

The average daily illegal crossings have for years surpassed that threshold, peaking at over 8,000 in December, according to Department of Homeland Security data analyzed by CNN. Under a pandemic-era restriction, which was lifted last year, federal authorities swiftly expelled hundreds of thousands of migrants encountered at the US southern border. A CNN analysis found the last time average daily encounters between migrants and US Border Patrol at the southwestern land border were less than 2,500 was in January 2021. To lift the new policy, the daily average needs to drop even lower — to less than 1,500 average daily encounters for seven consecutive days between ports of entry. The last time illegal crossings at the southwestern land border were that low was in July 2020, the records show.

CNN —With an election looming, President Biden’s new executive action on the border aims to send a loud and clear message about his approach to immigration. The president’s proclamation, announced Tuesday, still allows for the normal flow of commerce and legal immigration across the border. But it bars migrants who cross the border illegally from seeking asylum once a daily threshold is met. Border authorities encountered around 3,500 migrants crossing the border unlawfully on Monday, according to a Homeland Security official, above the threshold needed for the executive action to take effect. And immigrant rights advocates warn that closing the border to asylum seekers will endanger vulnerable people and ultimately make the border less safe.

Biden unveiled the sweeping executive action Tuesday afternoon at the White House, attempting to use executive action to affect the situation on the border after a bipartisan measure failed earlier this year. The new executive action bars migrants who cross the border illegally from seeking asylum – a departure from decades-long protocol – once a daily threshold is met. Senior administration officials told reporters Tuesday it would be lifted when there’s a daily average of less than 1,500 encounters in between ports of entry. Senior administration officials acknowledged that federal resources are strained, which could pose a challenge, but they maintain that the measure will help them remove people more quickly. Senior administration officials Tuesday cited the measure as a tool to help head off that potential increase.

CNN —Mexico is set to elect its first female president, with preliminary results showing Claudia Sheinbaum, Mexico City’s former mayor and climate scientist, is on track to win the country’s largest election in history. The 61-year-old rode the wave of popularity of her longtime political ally, the outgoing leftist Mexican President Andrés Manuel López Obrador, and their Morena party. Not only is she set to be Mexico’s first female president, Sheinbaum will also be the country’s first leader of Jewish heritage, although she rarely speaks publicly about her personal background and has governed as a secular leftist. Supporters of Claudia Sheinbaum celebrate during an election rally in Mexico City on June 2, 2024. If the court validates the election, Sheinbaum will take office on October 1.

When foreigners hear news from Mexico, it can often sound chaotic, involving cartels, crime or migration surges. But last night’s election results make clear that most Mexicans are pleased with their country’s direction. Claudia Sheinbaum — the former mayor of Mexico City and the chosen successor of the current president, Andrés Manuel López Obrador — won the presidency easily. Sheinbaum, a leftist-leaning engineer, received about 58 percent of the vote, to around 29 percent for Xóchitl Gálvez, a centrist entrepreneur, and about 11 percent for Jorge Álvarez Máynez, a progressive candidate. In today’s newsletter, we’ll explain why most Mexican citizens have been so satisfied with López Obrador (who’s often known by his initials, AMLO) and what challenges Sheinbaum will likely face, starting with violent crime, which is indeed a major problem.

Former Mexico City mayor Claudia Sheinbaum speaks after being named presidential candidate of the ruling Morena party for next year's presidential election in Mexico City on September 6, 2023. Voters in Mexico are participating in the country's largest election ever — casting votes Sunday to fill more than 20,000 local, state and federal positions and almost certainly elect their first female president. But rampant violence has marred the road toward one of the most consequential elections in Mexico's history. Violence against political figures has also persisted throughout this election cycle, resulting in a 150% increase in the number of victims of political violence since 2021, according to an analysis from Integralia, a public affairs consulting firm that researches political risk and other issues in Mexico. These have greatly dismayed Mexican voters, leading most of them to cite security as a top issue of concern.

Even though it was operational for only about a week, the pier helped deliver some 1,000 metric tons of aid into Gaza before breaking apart. That’s well short of the military’s goal of moving 500 tons of aid per day over the pier. The risks however were deemed too great at the time, with unpredictable winter weather and heavy fighting in Gaza. “We assumed a lot of risk in using a military operation for this purpose,” a second senior administration official added. Deputy Pentagon spokesperson Sabrina Singh emphasized that the solution to aid to Gaza remains the land crossings.

Here’s who is running for president:Claudia SheinbaumThe 61-year-old Sheinbaum is a former Mexico City mayor and climate scientist. A longtime political ally of incumbent President Andrés Manuel López Obrador, she was the Mexico City environment secretary from 2000-2006 when he was mayor. Her close alignment with López Obrador has been both a blessing and a curse politically. (López Obrador has repeatedly dismissed whispers that he favors a candidate that he could influence, telling press in February that he would “retire completely” after his term.) For a relative newcomer, Galvez’s entry into the presidential race has gained impressive momentum, experts say.

CNN —The Biden administration is preparing to roll out a sweeping border executive action as early as Tuesday, according to two sources familiar with the discussions, who cautioned that timing is fluid. The executive action is expected to be reminiscent of a controversial measure from the Trump era. CNN previously reported that officials were discussing announcing the executive action after Mexico’s election on June 2 and before the first presidential debate. Some Democrats on Capitol Hill have also encouraged White House officials to consider having the president make another visit to the border in the coming weeks. A White House spokesperson previously told CNN that no border trip for Biden is under consideration at the moment.

Washington CNN —The Biden reelection campaign has enlisted three police officers – all of whom were working at the US Capitol on January 6, 2021, when rioters overtook the building – to stump for Biden across battleground states in the coming weeks, the campaign told CNN. Aquilino Gonell, Officer Harry Dunn and Officer Danny Hodges plan to tell voters across key swing states that former President Donald Trump poses a threat to democracy and to their fundamental rights as Americans. Dunn and Gonell sustained injuries during the attack on the Capitol and have since retired from the Capitol Police. “We were the victims, we lived through it,” Dunn, who mounted an unsuccessful bid for Congress, told CNN in an interview. In a fundraising email to Biden supporters last week, Gonell described sustaining career-ending injuries and being “trampled in a tunnel” – and noting he would continue fighting for America after being in uniform.

CNN —The Senate will vote Thursday on a border security bill that is dividing the Democratic caucus and failed earlier this year, exposing rifts within the party even as they try to shift the narrative on border security. Sources say those talks included reviving the stalled border security measure that initially failed after former President Donald Trump told GOP lawmakers to knock it down. “I will not vote for the bill coming to the Senate floor this week because it includes several provisions that will violate Americans’ shared values. Senate Majority Leader Chuck Schumer acknowledged over the weekend that not every Democrat may vote for the bill in a letter to colleagues. They think we’re nuts.”But Republican Sen. CNN —The Biden administration plans to speed up court cases for some recently arrived migrants who are seeking asylum, marking the latest move to address arrivals at the US-Mexico border, according to senior administration officials. The Department of Homeland Security and Justice Department announced Thursday a new court docket targeting migrants who have unlawfully crossed the US southern border. Cases can often take years because of an immigration court backlog, prompting the effort to set up a process intended to expeditiously work through cases. The immigration court backlog exceeds 3 million pending cases, according to Syracuse University’s Transactional Records Access Clearinghouse or TRAC, which tracks immigration court data. “We’ve identified judges who have availability to manage to do these and manage along with all the existing work that they’re doing,” the senior administration official said.
