Seoul, South Korea CNN —North Korea test-fired a presumed intermediate-range ballistic missile on Tuesday, South Korean officials said, its latest military maneuver since leader Kim Jong Un’s New Year declaration that he was ending a policy seeking reconciliation with the South. Pyongyang’s shows of power included long-range artillery and multiple rocket launchers, which pose a threat to the South Korean capital Seoul and other key areas near the border. But Leif-Eric Easley, professor of international studies at Ewha Womans University in Seoul, said Tuesday’s suspected missile test by North Korea won’t have much effect on the vote. North Korean Foreign Minister Choe Son Hui last week quashed recent speculation that Kishida could meet with North Korea’s Kim. A Ukrainian navy captain claimed Russia has only one missile ship left in the Black Sea. He said that most of the Black Sea Fleet had relocated after a series of Ukrainian strikes. A senior UK Royal Navy officer said that 25% of Russia's Black Sea warships had been sunk or damaged. Pletenchuk noted that the Black Sea Fleet was once considered Russia's main force in Crimea but had almost entirely been chased away and relocated. The UK's defense minister said on March 25, after the latest Ukrainian attack, that the Black Sea Fleet was "functionally inactive."

Moscow launched a large-scale attack on Ukraine's energy infrastructure Friday, with a mass barrage of 99 drones and missiles hitting regions across the country, Ukraine's armed forces said. Ukraine's state-owned grid operator, Ukrenergo, said Friday's attack deliberately targeted thermal and hydroelectric power plants across central and western regions. Five people, including a 5-year-old girl, were wounded during the attack in Ukraine's Dnipropetrovsk region, said local Gov. He later said that another man had been killed and one more injured in a separate drone attack Friday. Vyacheslav Gladkov later said on social media that one man had died as the result of a separate drone attack which struck an apartment block.

International sanctions and UN investigations into North Korea’s illegal weapons program have previously been backed by Russia. WASHINGTON (AP) — For over a month, House Speaker Mike Johnson has sat on a funding package that would send desperately needed ammunition and weaponry to Ukraine, mulling how best to gain a grasp of what is expected to be a difficult lift in the House. The Republican speaker has indicated he will attempt to push for approval of tens of billions in wartime funding for Ukraine, as well as Israel, once the House returns in April. “We'll turn our attention to it and we won't delay on that,” the Louisiana representative said of the Ukraine package at a news conference last week. Rep. Marjorie Taylor Greene, a far-right Republican from Georgia, has filed a motion to vacate Johnson as speaker and warned him not to put Ukraine funding on the House floor. Before becoming speaker, Johnson was deeply skeptical of approving funding for Ukraine and voted repeatedly against it.

CNN —Robert F. Kennedy Jr.’s independent presidential campaign can’t win, but it could swing the presidency to former President Donald Trump. RFK Jr.’s namesake father was a Democratic US attorney general and a Democratic senator from New York. So was Joe’s son, RFK Jr’s nephew, Joseph P. Kennedy III. To believe that, one must ignore that Perot, like Clinton, was a change candidate; like Clinton, he was pro-choice, and like Clinton, Perot supported campaign finance reform. But you don’t need decades of experience and reams of data to see who RFK Jr’s bid hurts.

CNN —Ukraine says it hit two Russian naval vessels, along with a communications center and several other facilities belonging to the Black Sea Fleet, in a huge overnight attack on the Crimean port of Sevastopol. Ukraine said the vessels hit were two amphibious landing ships, the Yamal and the Azov. More than 20 Russian naval vessels have now been disabled or destroyed, a third of the entire fleet. Though Ukraine has virtually no navy of its own, technological innovation, audacity and Russian incompetence have given it the upper hand in much of the Black Sea. In October last year, satellite imagery indicated that Russia relocated some of its naval ships away from Sevastopol after a series of Ukrainian attacks.
