By Daphne PsaledakisWASHINGTON (Reuters) - The United States will provide over $4.1 million in aid for people affected by the situation in Nagorno-Karabakh, the United States Agency for International Development said in a statement, after Azerbaijan's recapture of the region prompted a mass exodus of Armenians. USAID said the additional aid, which has not been previously reported, will support efforts to provide assistance for almost 74,000 refugees and displaced people from the region who are sheltering in Armenia. The aid will increase food assistance and provide humanitarian protection and emergency shelter, according to the statement. The additional aid will bring the total U.S. humanitarian assistance for the Nagorno-Karabakh response to nearly $28 million since 2020, according to the statement. "The U.S. stands with civilians affected by Azerbaijan’s military operation and supports the Armenian government’s efforts to help those in need," the statement read.

Under President Biden, the Border Patrol has arrested more people for illegally crossing the southern border into the country than in any other period since the government started keeping count in 1960. More Americans far from the border are witnessing the trend as migrants make their way to cities around the country. Most of these migrants have been told to appear in immigration court, often years from now. Some seek asylum with the goal of staying in the country permanently. "This would lead to the liquidation of the Palestinian cause and to harming the national security of Jordan," Khasawneh added. A deal for a temporary cease fire was inching into view in Israel's war against Hamas, but Prime Minister Benjamin Netanyahu tempered expectations by vowing that the war would continue even if a deal is reached. “We are at war, and we will continue the war,” he said. Israel has vowed to continue the war until it destroys Hamas’ military capabilities and returns all hostages. JERUSALEM, Nov 20 (Reuters) - Israel's jobless rate surged to near 10% in October, the Central Bureau of Statistics said on Monday, after the outbreak of war with Palestinian Hamas militants led to tens of thousands of displaced citizens who had lived near the Gaza border. The main unemployment rate held steady at 3.4% last month. But when taking into account what is expected to be a temporary loss of work, the rate reached 9.6% in October as 428,400 people were jobless versus 163,600 in September, prior to the Oct. 7 attack when Hamas gunmen rampaged though Israeli border towns. In the wake of the attack, nearly 400,000 Israelis were called up to reserve duty, and official data show that about 80,000 Israelis were placed on unpaid leave in the last few weeks. Israel's low jobless rate had underpinned economic growth, but with so many people furloughed or out of a job, the economy is expected to contract in the fourth quarter and grow a less than expected 2.3% in 2023.

"They are innocent children, premature babies," an exhausted al-Saik said in a video interview provided by the Egyptian government. The babies, from a total of 31 moved on Sunday from the besieged Al Shifa Hospital in Gaza City to a maternity hospital in Rafah, wore only nappies and tiny green hats. The group spent one hour inside the hospital during which time there was heavy fighting in close proximity to the facility, the WHO said. "Many trauma patients have severely infected wounds due to lack of infection control measures in the hospital and unavailability of antibiotics." Israel claims Hamas is using the hospital complex for military purposes and has built a command center under the facility – allegations repeatedly rejected by both Hamas and hospital officials.

A strike this weekend on a school run by the United Nations that was being used for shelter by thousands of displaced people in northern Gaza killed at least 24 people, a U.N. official said Sunday. Palestinian officials had said on Saturday that many people were killed and injured in an Israeli attack on the Al-Fakhura school, which was being used as a shelter by adults and children, in the Jabaliya area of northern Gaza. Philippe Lazzarini, the head of the U.N. agency that aids Palestinian refugees, gave a death toll on Sunday and said that there were nearly 7,000 displaced people sheltering in the school when the strike hit. He did not give a number for the wounded or suggest who was responsible. The Israeli military said that it had received reports of an incident on Saturday in the Jabaliya area and that it was under review, adding that it was “committed to international law including taking feasible steps to minimize harm to civilians.”

SANTO DOMINGO, Nov 19 (Reuters) - Parts of the Dominican Republic were on high alert on Sunday for possible landslides and flooding after heavy rains the day before displaced thousands and killed at least nine people. Fourteen provinces are on red alert, the Caribbean country's Emergency Operations Center (COE) said in a report on Sunday morning. Nine people died on Saturday after rains caused the wall of a highway tunnel to collapse onto their cars, the National Police said. Authorities have not yet provided a tally of all victims, but local media has reported more victims than the nine killed by the wall collapse. Videos on social media showed rushing water dragging cars down streets and flooded ground floors of buildings.

Israel's military has been searching Gaza City's Shifa Hospital for a Hamas command center that it alleges is located under the facility — a claim Hamas and hospital staff deny. The evacuation, which Israel says was voluntary, left behind only Israeli troops and a small number of health workers to care for those too sick to move. "We left at gunpoint," Mahmoud Abu Auf told The Associated Press by phone after he and his family left the crowded hospital. He said he saw Israeli troops detain three men. What led to the Shifa Hospital evacuation wasn't immediately known.
