CNN —Taiwan’s Vice President Lai Ching-Te is expected to transit the US next month en route to Paraguay, the island’s presidential office announced at a news conference Monday. The Biden administration expects the transit to occur “without incident,” a senior administration official said Sunday. The transit comes as the Biden administration is working to regularize the pace of diplomacy with Beijing, with three top administration officials visiting China in the last month. “These transits of senior officials are unofficial in keeping with our US One China policy,” the official said, calling the transits fairly common. Candidates from other political parties may also visit the US later this year, but the senior administration official did not provide detail about future possible trips.

Hong Kong CNN —China’s Foreign Minister Qin Gang has not been seen in public for three weeks, an unusually long absence during a busy period of diplomatic activity in Beijing, sparking intense speculation in a country known for its political opaqueness. Qin, 57, a career diplomat and trusted aide of Chinese leader Xi Jinping, was promoted to foreign minister in December, after a brief stint as ambassador to the United States. As foreign minister, Qin has delivered searing rebukes of Washington after relations plunged to a new low in the aftermath of a suspected Chinese spy balloon that was shot down over the US. The Chinese Foreign Ministry often leaves out content it deems sensitive from the transcripts of its regular briefings. Senior Chinese officials have disappeared from public view in the past, only to be revealed months later by the ruling Communist Party’s disciplinary watchdog that they’ve been detained for investigations.

And while there’s no denying the potential significance of large language models, it remains far from obvious that America’s mastery of A.I. While China has suffered serious setbacks in chip production, its companies are vaulting ahead in other sectors. Industry estimates put Chinese companies at owning around 80 percent of the supply chain for solar manufacturing. Prices were also unchanged from a year earlier, retreating from a 0.1% increase in May. The property sector, accounting for one-fourth of activity in the world's second-biggest economy, slumped sharply last year as developers defaulted on debts and suspended construction of presold housing projects. Markets widely expect more stimulus around a meeting of the ruling Communist Party's Politburo late this month, setting the tone for economic policies in the second half of the year. Thirty-one of the 70 cities monitored by NBS recorded month-on-month rises in new home prices, down from 46 in May. BEIJING, July 15 (Reuters) - Chinese President Xi Jinping said China must build a "solid" security barrier around its internet under the supervision of the ruling Communist Party, in his latest call to safeguard online data and information. In the past decade, Xi has made preserving security a priority, with his concept of security covering everything from politics and the economy to the environment and cyberspace. In 2015, China passed a national security law with a broader scope to include its cyberspace. A year later, a law was passed that contained requirements for security reviews and for data to be stored on servers in China. Navigating China's dense network of rules and laws on online data and information is not without risk for companies.

The People’s Liberation Army (PLA) activity has a range of implications, none of them positive for Taiwan or cross-strait stability, analysts say. The PLA aircraft detected this week included fighter jets, H-6 bombers, anti-submarine warning aircraft and reconnaissance drones, Taiwan’s Defense Ministry said. Their response underscores the problem that increased PLA activity poses to Taiwan, said Carl Schuster, a Hawaii-based analyst and former director of operations at the US Pacific Command’s Joint Intelligence Center. “Beijing hopes Taipei will just accept unification as inevitable and allow Chinese forces in without resistance. The event was billed as a conversation about the future of AI and came on a day that Musk launched his own new AI company, xAI. "I think a maximally curious AI, one that is just trying to sort of understand the universe is, I think, going to be pro-humanity," Musk said. He said the idea that a "digital superintelligence" could supplant the Chinese Communist Party itself seemed to resonate. Musk even said he believes the Chinese government would be open to collaborating on an international framework around AI regulation. Musk acknowledged he has "some vested interest in China" but ultimately believes "China is underrated" and that "the people of China are really awesome."

CNN —Texas’s ban on TikTok at state institutions violates the First Amendment, claims a lawsuit filed Thursday by a group of academics and civil society researchers. The lawsuit specifically challenges Texas’ TikTok ban in relation to public universities, saying it compromises academic freedom and impedes vital research. Texas Governor Greg Abbott ordered all Texas state agencies to ban the use of TikTok in early December. The Knight Institute lawsuit notes that Texas has not imposed a ban on other online platforms that collect similar user data, such as Meta and Google. TikTok told CNN last month that it is funding the suit by users and creators on the platform.

CNN —US Secretary of State Antony Blinken is due to meet with top Chinese diplomat Wang Yi on Thursday – the latest in a series of increased high-level interactions between Washington and Beijing. Their meeting on the sidelines of the ASEAN Foreign Ministers’ Meeting in Jakarta comes less than a month after the two met in Beijing, holding what the top US diplomat called a “candid and constructive” conversation. The Biden administration feels that the US and China are “getting back to normal in the sense of pace of diplomacy,” a senior administration official told CNN this week. Both Blinken and Yellen claimed they had made some progress in efforts to re-establish bilateral communications aimed at responsibly managing the relationship. But right now that is “not being actively considered,” the senior administration official said.

“Milan Kundera, a Czech-French author who is among the world’s most translated authors, died on July 11, 2023 in his Paris apartment,” the library, a state-funded research organization, said in a statement. The author of “The Unbearable Lightness of Being,” Kundera was known for his witty, tragicomic tales, which were often intertwined with deep philosophical debates and satirical portrayals of life under communist oppression. Exile in ParisHe spent the rest of his life in exile in Paris, becoming a French citizen in 1981. While his Czech citizenship was restored in 2019, he was by then a French author whose home was in France. Kundera, having spent more than two decades living in seclusion and declining to do interviews, took the unusual step of speaking up.

Over the next several years he picked up money as a jazz musician (he played the piano) and day laborer. And friends sometimes arranged for him to write things under their names or pseudonyms. Inevitably, though, the authorities would learn the true identity of the brilliant nuclear physicist-astrologer, and Mr. Kundera realized with certainty there was no way to protect friends who wanted to help him. In London, the first English translation of “The Joke” had been so botched it was hard to know what to make of it. He wrote an author’s note for it that began, “If it didn’t concern me, it would certainly make me laugh: this is the fifth English-language version of ‘The Joke.’”)

Yellen, a trailblazer in the field of economics, had lunch with six female economists in Beijing on Saturday, an effort to spotlight gender diversity following meetings with China's largely male government leaders. Some users called Yellen an "obviously dangerous person" asking why she was allowed to be officiated as a public guest in the country, while others called out the female economists as being pro-American. BEIJING, July 9 (Reuters) - China is tamping down on meetings that provide false information and could harm citizens, state media said, as the authorities step up oversight on what they consider questionable activities in various areas. China wants to curb activities like gatherings and forums that collect fees irregularly and schemes that provide participants money, expensive gifts or securities, it said. The irregular activities include unofficial ventures claiming to be organised by authorities and activities improperly described as "national" "international" or "summits", state media reported. Ms. Yellen used softer language for America’s economic strategy toward China, disavowing a term that had caught on in Washington but offended Beijing. Yet even though more talks are a likely outcome of Ms. Yellen’s trip to China, neither she nor Chinese officials retreated from their policy positions. She forged ties with China’s economic leaders. The officials — including Ms. Yellen’s counterpart, Vice Premier He Lifeng — generally have less international experience than their predecessors and are less familiar to policymakers in the West. One of Ms. Yellen’s top goals was to meet China’s new team.

A senior Treasury official said the lunch with the Chinese economists would give Yellen, who was also the first woman to head the U.S. Federal Reserve, a chance to "interact with a number of people kind of outside the normal policy structure." Yellen told the women - one of whom described herself as a feminist economist - she was curious to learn more about their backgrounds and research. A June report by the United Nations urged China to adopt statutory quotas and a gender parity system to boost women's representation in government. Yellen, by contrast, is one of 13 women in President Joe Biden's 25-member Cabinet, the most gender-diverse in U.S. history. China also lags in terms of women's representation in the top echelons of industry, a recent study showed.
