Shipbuilding subsequently dropped to around five ships per year, which is approximately the current rate of U.S. shipbuilding. President Joe Biden speaks to members of the United Steel Workers Union at the United Steel Workers Headquarters on April 17, 2024 in Pittsburgh, Pennsylvania. Senator Mitch McConnell does not give much away even in the most private of settings. “I wasn’t trying to convince Johnson of anything other than we had a time problem,” Mr. McConnell said in an interview on Tuesday, recounting the White House meeting and his message that help for Ukraine could not wait for Mr. Johnson’s political problems to sort themselves out. “I didn’t think we had time to fool around.”Mr. McConnell did not get immediate results. It took almost two more months and some legislative circuity. But Mr. Johnson finally acted last week and the House sent the aid package to the Senate, which followed suit on Tuesday night in overwhelmingly approving more than $60 billion in assistance for beleaguered Ukraine after months of delay and political strife.

According to a trial transcript, two friends of Durrett also testified they’d heard Ezra make similar statements. Durrett didn’t implicate Ezra until months after the crime — and after he, Durrett, had been charged with the murder. The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process. The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased. Airlines for America, a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

A new study financed by the International Olympic Committee found that transgender female athletes showed greater handgrip strength — an indicator of overall muscle strength — but lower jumping ability, lung function and relative cardiovascular fitness compared with women whose gender was assigned female at birth. That data, which also compared trans women with men, contradicted a broad claim often made by proponents of rules that bar transgender women from competing in women’s sports. It also led the study’s authors to caution against a rush to expand such policies, which already bar transgender athletes from a handful of Olympic sports. The study’s most important finding, according to one of its authors, Yannis Pitsiladis, a member of the I.O.C.’s medical and scientific commission, was that, given physiological differences, “Trans women are not biological men.”Alternately praised and criticized, the study added an intriguing data set to an unsettled and often politicized debate that may only grow louder with the Paris Olympics and a U.S. presidential election approaching.

The Biden campaign has made abortion one of its top issues, as polling shows it is one of the few subjects in which voters place more trust in Mr. Biden than Mr. Trump. While the vote could motivate liberal and independent voters to come to the polls, Mr. Biden would have to invest heavily in Florida to defeat Mr. Trump, which his campaign has not yet done. “Trump did this” has become a frequent messaging slogan from the Biden campaign. The Biden campaign, she said, should not give up on the nation’s third-largest state. Although the Biden campaign has a significant financial advantage over Mr. Trump’s operation, it has not spent heavily in Florida compared with the major battlegrounds.

CNN —Lesbian Visibility Week, celebrated each year at the end of April, was first observed in California in 1990 and is marked around the world and in lesbian living rooms across America — including mine. Many laws have criminalized gay men but not women, leaving us in slightly safer territory. Gay men are also more likely to be victims of hate crimes and violence. Gay men might be criminalized, but gay women have long been targeted, sometimes in heinous ways that fly under the radar of the law, and which go unprosecuted. On this Lesbian Visibility Week, I am grateful both to be seen and to slip quietly under the radar, unnoticed.

On Saturday, the House of Representatives approved the most consequential legislation of this Congress, a foreign aid package for American allies. More Democrats than Republicans voted in favor of the measure that allowed the package to pass. The speaker, Mike Johnson, holds his role only because a few hard-line Republicans ousted the previous speaker for being too dismissive of their demands. For all its rank partisanship, the House right now is functionally and uneasily governed by a bipartisan group of Republicans and Democrats. Instead, a coalition has emerged that is willing to do what is necessary to save the House from itself.

Tesla investors’ nerve-racking rideTesla has hardly been keeping quiet as it prepares to announce earnings on Tuesday. These developments are the latest signs that Tesla is confronting its toughest stretch in years — and many shareholders aren’t convinced that the company and its C.E.O., Elon Musk, are taking the right steps to address it. The latest: During the weekend, Tesla cut prices of several models in China, the U.S. and Europe. Those moves came a day after Tesla voluntarily recalled nearly 4,000 Cybertrucks over a faulty accelerator pedal that could get stuck. It’s all apparently keeping Musk so busy that he canceled a trip to India, during which he was expected to meet with Prime Minister Narendra Modi and announce plans to build a factory there.

The Dubai flooding last week illustrated how urban engineering is failing a major climate change test. The United Arab Emirates' city and others like it built on previously uninhabitable areas reflect 20th century urban development ideas that result in the blocking of natural water absorption systems. What's known is that Dubai was built on sand, a natural environment which lets water seep into the soil very easily. But by pouring massive amounts of concrete on top of Dubai's natural terrain, the developers effectively blocked the soil from absorbing water. Plastic products don't absorb water well, and when they end up in landfills around the world, massive piles of trash contribute to a global backup of natural drainage systems.

CNN —This piece contains mild spoilers for the Netflix series “Ripley” and a scene in the movie “Civil War.”Are we finally ready to take another look at why we love to hate sociopaths so much? But his rendition of Ripley – highly capable, chameleonic, but never what you’d call charming — represents a refreshing take on one of the most famous sociopaths in literature and film. Gagne feels Hollywood’s nearly always gotten it wrong with portrayals of sociopaths, reducing them to a collection of cartoonish, villainous traits. In fact, I found one of film’s most recent sociopaths to be singularly chilling because of his very plausibility. He’s in Alex Garland’s “Civil War,” the polarizing film about a vaguely-sketched conflict set in the modern-day United States.

The accolades directed at Speaker Mike Johnson in recent days for finally defying the right wing of his party and allowing an aid bill for Ukraine to move through the House might have seemed a tad excessive. After all, a speaker’s entire job is to move legislation through the House, and as Saturday’s vote to pass the bill demonstrated, the Ukraine measure had overwhelming support. But Mr. Johnson’s feat was not so different from that of another embattled Republican who faced a difficult choice under immense pressure from hard-right Republicans and was saluted as a hero for simply doing his job: former Vice President Mike Pence. When Mr. Pence refused to accede to former President Donald J. Trump’s demands that he overturn the 2020 election results as he presided over the electoral vote count by Congress on Jan. 6, 2021 — even as an angry mob with baseball bats and pepper spray invaded the Capitol and chanted “hang Mike Pence” — the normally unremarkable act of performing the duties in a vice president’s job description was hailed as courageous. Mr. Pence and now Mr. Johnson represent the most high-profile examples of a stark political reality: In today’s Republican Party, subsumed by Mr. Trump, taking the norm-preserving, consensus-driven path can draw the ire of your constituents and spell the end of your political career.
