Israel’s prime minister says the war in the Gaza Strip will soon enter a new phase. “The intense stage of the war with Hamas is about to end,” Prime Minister Benjamin Netanyahu said in a television interview on Sunday. “This does not mean that the war is about to end, but the war in its intense phase is about to end.”But whatever relief those comments may bring after more than half a year of horrific bloodshed, Mr. Netanyahu quickly made two things clear: A cease-fire in Gaza is not at hand. And the next fight might be in Lebanon, with the forces of a Hamas ally, Hezbollah. Any diplomatic resolution in Gaza remains uncertain, in part because Mr. Netanyahu’s coalition would likely collapse if Israel stopped fighting in Gaza without having removed Hamas from power.

Israeli troops tied a wounded Palestinian to the top of a military vehicle on Saturday morning during an operation in the occupied West Bank, a scene that was captured on video and quickly went viral, prompting outrage. The Israeli military said that the act violated military procedure and that there would be an investigation. Jenin, a longtime stronghold for loosely organized armed groups, has experienced repeated crackdowns by the Israeli military over the past few months. Israeli troops arrested a Palestinian injured in the shooting. The troops handed over the wounded Palestinian to the Palestinian Red Crescent for medical care, the Israeli military said.

The Biden administration’s recent decision to allow Ukraine to use certain weapons to hit forces inside Russia has had an immediate impact, helping Ukraine thwart Moscow’s offensive north of Kharkiv and slowing the bombardment of the city, Ukraine’s second-largest, which is only about 25 miles from the border. But the lifting of U.S. restrictions does not apply to the use of Army Tactical Missile Systems, known as ATACMS, some of which have a range of around 190 miles. Those longer-range weapons would be needed to hit air bases deep in Russian territory that are used by the bombers. Kyiv has been left to rely largely on its own expanding fleet of domestically produced drones to go after those bases. Ukraine’s air defenses are gradually being strengthened after months of delays in American military assistance, but Russia continues to mount daily bombardments and Mr. Zelensky is desperate to find ways to thwart the attacks before they begin.

Cyprus found itself at the center of the world’s attention this week when the leader of Hezbollah threatened to target the small island nation if it supported Israel in potential war efforts. Here’s a closer look at how Cyprus has been pulled into the situation. Their militaries have conducted joint exercises and exchanged visits, and the two countries have a defense cooperation program, according to the Cyprus Ministry of Defense. Cyprus also has a “defense attaché” in Israel — and in about two dozen other nations — as part of what it calls “active defense diplomacy.”There is an additional cooperation agreement between Cyprus, Greece and Israel, which Cyprus says is aimed at “strengthening peace, stability and security in the Eastern Mediterranean.”How did Cyprus respond to Hezbollah’s threat? CNN —The International Committee of the Red Cross (ICRC) says at least 22 people were killed in a strike that hit civilians sheltering in southern Gaza on Friday. The strike hit the tents of displaced people in the Palestinian town of Mawasi, parts of which have been identified by the Israeli military as a humanitarian zone. Following the strike, a nearby Red Cross field hospital received 22 bodies and 45 injured, the ICRC said. The Gaza Ministry of Health said that 25 people were killed and 50 wounded in the attack. The Israeli military said the incident was under review but initial inquiries found “no indication” it was behind the strike in Mawasi.

The incident on Monday is the latest "gray-zone" skirmish in the South China Sea, where China has increasingly used nonlethal but highly provocative measures to harass other countries there. China has claimed sovereignty over the South China Sea for decades, a claim that was roundly rejected in the Hague in 2016. On Saturday, it enacted a law allowing its Coast Guard to seize foreign ships suspected of trespassing, CNN reported. It comes after several other aggressive acts from Beijing in the South China Sea in recent months, involving lasers, water cannons, maritime militias, and even the alleged poisoning of fishing waters. CNN —China on Friday threatened to impose the death penalty in extreme cases for “diehard” Taiwan independence separatists, a ratcheting up of pressure even though Chinese courts have no jurisdiction on the democratically governed island. The guidelines are being issued in accordance with laws already on the books, including the 2005 anti-succession law, Xinhua said. That law gives China the legal basis for military action against Taiwan if it secedes or seems about to. Sun Ping, an official from China’s Ministry of Public Security, told reporters in Beijing the maximum penalty for the “crime of secession” was the death penalty. Such punishments have little practical effect as Chinese courts do not have jurisdiction in Taiwan, whose government rejects Beijing’s sovereignty claims.

An influential member of Prime Minister Benjamin Netanyahu’s coalition told settlers in the Israeli-occupied West Bank that the government is engaged in a stealthy effort to irreversibly change the way the territory is governed, to cement Israel’s control over it without being accused of formally annexing it. In a taped recording of the speech, the official, Bezalel Smotrich, can be heard suggesting at a private event earlier this month that the goal was to prevent the West Bank from becoming part of a Palestinian state. “I’m telling you, it’s mega-dramatic,” Mr. Smotrich told the settlers. “Such changes change a system’s DNA.”While Mr. Smotrich’s opposition to ceding control over the West Bank is no secret, the Israeli government’s official position is that the West Bank’s status remains open to negotiations between Israeli and Palestinian leaders. Israel’s Supreme Court has ruled that Israel’s rule over the territory amounts to a temporary military occupation overseen by army generals, not a permanent civilian annexation administered by Israeli civil servants.

How China could take Taiwan without even needing to invade

“China has significantly increased pressure on Taiwan in recent years, stoking fears that tensions could erupt into outright conflict. China’s escalating gray zone tactics were on stark display this week as China Coast Guard vessels clashed with Philippine Navy boats in the South China Sea. In the 24 hours ending at 6 a.m. Friday, 36 Chinese military aircraft crossed into Taiwan’s air defense identification zone, Taiwan’s Defense Ministry says. Meanwhile, a quarantine, rather than a blockade, would not require China to close or restrict access to the Taiwan Strait, the CSIS report notes. Under its claims that Taiwan is Chinese territory, Beijing could require customs declarations to be filed before vessels can call in Taiwan.

CNN —Israeli Finance Minister Bezalel Smotrich has spoken about preventing the occupied West Bank from becoming a part of an independent Palestinian state, according to leaked audio of a speech he gave earlier this month. Smotrich, a leading far right member of Prime Minister Benjamin Netanyahu’s cabinet, said the way to prevent a Palestinian state that would endanger the state of Israel was to develop Jewish settlements. Israel’s Supreme Court defines Israeli control over the West Bank as a temporary military occupation rather than the annexation of territory under a civilian administration. But Smotrich, who lives in a settlement himself, has opposed the creation of an independent Palestinian state. The official position of the government is that the status of the West Bank is subject to future negotiations.
