Organized retail crime "is not shoplifting," the agency says on its website, "and these crimes are not victimless." AdvertisementOne homeless woman in jail who pleaded guilty to felony organized retail theft tells me she steals out of desperation. Gavin Newsom sent $267 million to cities across California to increase arrests of organized retail crime — and the crackdown has escalated dramatically. Even the guy who says he coined the term "organized retail crime" can't say how much is lost to it. Gavin Newsom has provided California cities with $267 million and signed 10 new bills into law to bolster the prosecution of organized retail crime.

One of the Israeli Air Force planes that the military said was used in the attack targeting Hassan Nasrallah. The munitions contain 535 pounds of explosives, significantly less than MK84s, another type of 2,000-pound bomb frequently used by the Israeli military. That makes it extremely difficult to reliably estimate the number of munitions used,” he said. The use of 2,000-pound bombs, which are mostly manufactured by the US, can cause high casualty events in part due to the enormous scale of their impact. The Israeli military said it was striking Hezbollah, including in attacks by fighter jets on about 45 targets near a village in southern Lebanon.

CNBC's Jim Cramer on Monday looked back at the past three months, picking out positives in a chaotic stretch for the market. He added that the central bank set the stage for a substantial rate cut so they could make the move without sending Wall Street into a panic. The market also broadened out after Big Tech had dominated for months on end, Cramer said. And despite the tumult in the leadup to a divisive presidential election, Wall Street "chose to ignore the drama," he said. "The months of July, August, September gave us some outstanding returns," Cramer said.

While hostilities throughout the Middle East have ramped up, there has not been any oil supply disruption, observed Andy Lipow, president at Lipow Oil Associates. "The oil market does not expect an all-out war between Iran and Israel that would impact supply," he told CNBC via email. However, both experts noted that a rapid escalation in conflict could lead to crude oil prices hitting $100 per barrel. While unlikely, oil prices would jump by $30 per barrel if it occurred, he added. "If events rapidly spiral, any material disruption to Iranian oil supplies or oil exports through the Strait of Hormuz could send oil prices well over $100 per barrel," said Young.

China's bond traders are piling into the safe-haven asset despite recent stimulus efforts. The 30-year government bond yield hit its lowest level since 2005 last week and fell again Monday. But the bond market seemed less convinced, with the 30-year government bond yield falling the next day to close to its lowest level since 2005. The September harmonized CPI figure had been forecast to come in at 1.9% according to a Reuters poll. The German harmonized CPI figure was last under 2% — which is the European Central Bank's target rate for inflation — in February 2021, LSEG data indicated. For that, the still elevated core inflation rate would also need to ease notably. Within Europe, data published last week showed that the harmonized inflation rate in France and Spain fell below the 2% target in September. "The recent series of disappointing economic sentiment indicators and lower-than-expected inflation data have provided new strong arguments for ECB doves," he said.

The government’s draft budget released Monday proposes spending just under 13.5 trillion rubles (over $145 billion) on national defense. The Ukraine war is Europe’s biggest conflict since World War II and has drained the resources of both sides, with Ukraine getting billions of dollars in help from its Western allies. Russian President Vladimir Putin is also looking at how to sustain his war effort as military spending has placed a huge strain on the Russian economy. Ukraine, too, has developed a new generation of drones for the battlefield and for long-range strikes deep inside Russia.
