Some FEMA teams helping disaster survivors apply for assistance in rural North Carolina are currently working at secure disaster recovery centers in counties where federal workers are receiving threats, a FEMA spokesperson told CNN on Monday. CNN —One of two suspects accused of impersonating utility workers before killing a Michigan man and tying up his wife was taken into custody without incident in Shreveport, Louisiana, on Saturday, authorities said. Murray’s wife was tied up and her hands were duct taped before she called 911 Friday and told officials she thought her husband may have been kidnapped, the sheriff’s office said. “While checking the house to make sure it was safe, deputies found the husband’s body in the basement,” the sheriff’s office said. A video of a man wearing a respirator mask and identifying himself and an associate as DTE Energy workers looking for gas leaks was released by the sheriff’s office. “We appreciate the public’s help with giving us tips and information related to the Rochester Hills homicide involving the fake DTE workers,” Sheriff Michael Bouchard said in the release.

Here’s the latest:• Gas stations still waiting for fuel: Just under 30% of the state’s gas stations have no fuel as of early Sunday, according to the monitoring website GasBuddy.com. In the hard-hit Tampa-St. Petersburg area, more than three quarters of stations, 77%, are out of gas. Some people told CNN they’ve had to use word of mouth to find out which stations have gas. Paula Cast told CNN her family visited four or five different gas stations Friday, but everything was closed. Then on Saturday, they got a call from one of their friends saying a Wawa station had gas.

Phnom Penh, Cambodia AP —Thirteen pregnant Philippine women accused of illegally acting as surrogate mothers in Cambodia after being recruited online may face prison terms after they give birth, a senior Interior Ministry official said Saturday. The law was updated in 2016 to ban commercial surrogacy after Cambodia became a popular destination for foreigners seeking women to give birth to their children. The surrogacy business boomed in Cambodia after it was put under tight restrictions in neighboring Thailand, as well as in India and Nepal. She said the seven Philippine women and four Vietnamese women who were caught in the raid but who were not pregnant would be deported soon. The 13 pregnant women have been placed under care at a hospital in Phnom Penh, said Chou Bun Eng.
