Germany to slash military aid budget in blow to Ukraine

Around 5.4 billion euros had been allocated to the fund in 2023, the budget outline shows. In recent years, large amounts of this section of the German budget has been allocated to support Ukraine following Russia's attack of the country. It also noted that Germany would continue to support Ukraine for as long as needed, in collaboration with its allies. The government had planned to re-allocate unused emergency debt, which was taken on during the Covid-19 pandemic, to its future spending plans. The German parliament will debate the draft budget when it returns from its summer break in September before it is finalized later in the year.

Two-and-a-half years after Chancellor Olaf Scholz vowed to overhaul Germany’s military, his government’s proposed budget for 2025 calls for only a modest increase in defense spending. The draft budget was deeply disappointing to those looking for signs that Germany would live up to Mr. Scholz’s promise of a “Zeitenwende,” defined by the chancellor himself as an “epochal tectonic shift” in strategy, which he announced with great fanfare in the wake of Russia’s invasion of Ukraine. With the war in Ukraine grinding on, Russia continuing to saber-rattle and Donald J. Trump gaining momentum for a return to the White House, Germany has been under increasing pressure from its allies to step into a more robust security role. To live up to that pledge, Boris Pistorius, Germany’s defense minister, had asked for an increase of 6.7 billion, or $7.3 billion, over the 52 billion euros, or nearly $57 billion, in this year’s budget. The shortfall deepened concerns that Mr. Scholz’s unpopular government lacks the will or political backing to push Germans to overcome their historical reluctance to take the lead militarily since the calamity of World War II.

John F. Kennedy International Airport’s new Terminal 6, scheduled to open in 2026, will host installations by 18 contemporary artists hailing from seven countries, the Port Authority of New York and New Jersey announced on Tuesday. Over the last four years, a broad range of public artworks have been unveiled by the Port Authority in new terminals at La Guardia Airport in Queens and Newark Liberty International Airport, in New Jersey, as the agency continues to expand its popular art program. La Guardia’s Delta Terminal C has six permanent artworks that celebrate the city’s energy and diversity; Terminal B has five installations, and Newark has two large works that reflect the landscape of New Jersey. “The lessons and the positive feedback we’ve gotten from both the La Guardia terminals and at Newark have really hit home,” said Rick Cotton, the executive director of the Port Authority, which runs the major New York area airports, citing surveys of its new facilities showing improved ratings for ambience and passenger experience at La Guardia’s Terminal B and Terminal C and Newark’s Terminal A. “What you’re seeing at J.F.K.’s Terminal 6 is the increased recognition of the impact and the importance of the art.”
