LONDON (AP) — Voters in two districts in England delivered new blows to beleaguered Prime Minister Rishi Sunak, electing opposition-party lawmakers in seats that Sunak’s Conservatives had held for years. Labour Party candidate Damien Egan won the House of Commons seats of Kingswood in southwest England, and Labour's Gen Kitchen took Wellingborough in the country’s center, results announced Friday showed. The Conservatives won both by large margins at the last national election in 2019 but saw support collapse in Thursday's special elections. The hard-right Reform party — formerly known as the Brexit Party — came third, putting more pressure on the Conservatives. The Conservatives pointed to the low turnout — less than 40% of eligible voters cast ballots — as a sign British electors are not enthusiastic about Labour.

DENVER (AP) — A 13-year-old boy accused of fatally shooting a man whose leg was blocking the aisle on a Denver public bus has been charged as a juvenile with first-degree murder and other felonies, prosecutors said Thursday. The Denver District Attorney's Office is still considering whether to try to prosecute the boy as an adult, a decision which would ultimately be up to a judge, said office spokesperson Maro Casparian. His name has not been released because he is a juvenile. According to police, their investigation found the teen apparently got into a “verbal exchange” with a 60-year-old man before shooting him on the bus in southwest Denver on Jan. 27. The charges filed against the boy, which were first reported by The Denver Post, include two different kinds of first-degree murder charges alleging that he both killed someone after deliberation and by showing extreme indifference to human life.

Washington CNN —Immigration and Customs Enforcement has drafted contingency plans to cut detention capacity and release thousands of immigrants as a result, according to a source familiar with the plan. The draft plan comes as ICE faces a dire budget shortfall amid stalled congressional action on the White House supplemental request. President Joe Biden has repeatedly implored Congress to give him more resources to deal with the situation at the US-Mexico border, assigning blame on Republicans for not doing more. Over recent years, ICE has assisted Customs and Border Protection in its border mission as that agency is also overwhelmed. Homeland Security officials have attributed the decline to ongoing high-level talks between the US and Mexico, which has doubled down on enforcement, but caution that encounters historically drop in January before ticking up again.

(AP) — The Missouri Supreme Court on Wednesday rejected the latest attempt by Republican state officials to block taxpayer dollars from going to Planned Parenthood, citing a failure in the state's legal appeal. The high court's decision upholds a ruling by a trial judge, who found that a 2022 funding bill violated the state constitution. The Supreme Court said Republican Attorney General Andrew Bailey's office failed to appeal the equal protection claim and it thus must stand. Missouri's Republican-led Legislature has tried for years to block any health care funding from going to Planned Parenthood because of its association with abortion. Lawmakers have been trying since then to reinstate a ban on funding for Planned Parenthood.

Airfare fell 6.4% in January from a year earlier, the Labor Department said in its monthly consumer price index report on Tuesday. January is typically a slower month for travel as customers take fewer trips following the New Year's holiday. The drop comes even though carriers are facing capacity constraints this year, in part because of an engine recall from Pratt & Whitney , congested airspace and delayed aircraft deliveries. In 2023, airlines had been forced to discount flights, particularly in off-peak periods, after the industry added capacity. ...Those operating environment challenges led directly to industry capacity plans, including our own, coming down 3 points on average as carriers adapted to the new operating environment," Kirby said.

Shares of JetBlue closed Monday at $6.07 a share before leaping to nearly $7 a share in morning trading. His purchases started on January 26, a week after a federal court blocked JetBlue’s proposed purchase of Spirit Airlines. Analysts had suggested that JetBlue was only interested in pursuing the deal, assuming it was allowed by the court, at a significantly lower price. More than 1,200 flights were cancelled before noon, mostly along the East Coast, but that is likely to spread west as the day goes on. Airlines can’t control the weather, but they are still required to provide refunds for customers whose flights are canceled. Airlines usually cancel flights hours or even days before departure time. The problem underscores a widely held consensus that Virginia’s mental health care system is in urgent need of reform, due to what Gov. Improving mental health care became a priority in the U.S. like never before as the pandemic brought new levels of isolation, fear and grief, in addition to pre-existing crises such as rising drug overdose deaths and the struggles burdening teen girls. Survey data from the U.S. Substance Abuse and Mental Health Services Administration found that in 2022, about half of adults with any mental illness did not receive treatment. Elsewhere in the U.S., states' policy concerns and approaches to improving mental health care have varied. Mental health was listed as a budget priority in most states in an analysis by the National Association of State Budget Officers.
