A federal appeals court then blocked enforcement while the state appeals the district court ruling. The law would impose a fine of $50,000 on an officer who knowingly enforces federal gun laws that don't match up with state restrictions. Courts in Connecticut and Texas have already ruled that Jones intentionally defamed relatives of school children killed in the mass shooting, and they have ordered Jones to pay $1.5 billion in damages. Lopez ruled that more than $1.1 billion of those verdicts, awarded for defamation and intentional infliction of emotional distress, cannot be wiped away in bankruptcy. Attorneys for Jones and the Sandy Hook families did not immediately respond to a request for comment.

"This situation of only one person on the designated list must be changed as soon as possible," said China's deputy U.N. Many Caribbean leaders have pointed to the United States as the source of illegal firearms flooding the region. Earlier this month, the U.N. authorized deployment of a multinational force to Haiti to aid police, as requested by Haiti's unelected government a year ago. Ambassador Antonio Rodrigue commended the vote while calling on nations to be more proactive in combating arms trafficking.

JERUSALEM/BEIRUT, Oct 19 (Reuters) - The Lebanese army said a journalist was killed by Israeli gunfire on Thursday in a southern Lebanon border area where Israel's forces and Lebanese group Hezbollah had a heavy exchange of fire. The Lebanese army described the seven people as media personnel, saying Israeli forces targeted them with machine guns, killing one and wounding another. The incident came nearly a week after a Reuters journalist was killed and other journalists injured in southern Lebanon. Cross-border exchanges have flared since Oct. 7, when Palestinian group Hamas attacked southern Israel and Israeli forces launched a counteroffensive on Gaza. The Israeli military said fighters in Lebanon had fired at least two anti-armour missiles into Israel, striking the village of Manara without causing casualties.

Leonard Allan Cure, 53, died on Monday after a Camden County sheriff's deputy shot him; the officer has not been officially identified. The Camden County Sheriff's Office said in a posting online the video was released because of rumors and misinformation, but did not elaborate. A representative for the sheriff's office did not immediately respond to Reuters request for comment on Wednesday. The deputy later told Cure on the video that Cure was driving 100 miles per hour (160 kph) on Interstate 95 in southern Georgia. Cure's family watched the video Wednesday at a Georgia Bureau of Investigation office with their attorney just before it was released by Camden County, in southern Georgia.

Hezbollah, the powerful Iran-backed militant group in Lebanon, said Wednesday it conducted at least six attacks on Israeli military posts at the border using guided missiles, machine guns and mortars. The group said in a statement that it attacked an Israeli tank in al-Raheb, an observation post north of Israel and military posts in other four locations and its fighters inflicted casualties on Israeli troops. Three Hezbollah fighters were killed, it said.

More than 14,000 licensed childcare facilities across the US are due for a state-mandate inspection. Inspired by Morin's video, researchers at USAFacts, a not-for-profit group owned by current Los Angeles Clippers owner and former Microsoft Executive Steve Ballmer, compiled inspection data from 148,166 licensed childcare facilities in 41 states between June and September 2023 to discover that 14,683 licensed childcare facilities across the country are behind on receiving their state-mandated inspections. As for Minnesota, its state records reflect that 85% of its childcare facilities have received an inspection recently enough to comply with state law. Tennessee, for example, requires childcare facilities to be inspected four times a year, while California only requires it once every three years. In the case of Morin's son's childcare facility, prior state inspections had already flagged it repeatedly for grossly violating the child-to-caregiver ratios.
