The World Bank and the European Commission have estimated that the total cost of reconstruction of Ukraine has surpassed $400 billion. The European Union is looking at how to use frozen Russian assets in the region to help pay for the rebuilding of Ukraine. "We know that there is more than 200 billion euros in Russian central bank's assets in European countries. And in addition to that, there is also around 20 billion euros of private frozen assets," Ahnlid said. Even though the conflict is ongoing, which complicates the rebuilding efforts, Ukraine hopes to attract international support from other governments and private investors.

Russian defense chief Shoigu appeared in a video released after the Wagner Group's armed rebellion. Moscow published the video purportedly showing Shoigu in Ukraine, though its unclear when it was filmed. Some Russian milblogger channels have arrived at the same conclusion, that the video of Shoigu was older footage. Yevgeny Prigozhin, founder of the notorious Wagner mercenary organization, has long criticized Moscow's military leadership over its handling of the war in Ukraine. Russia denied the allegations, but it didn't stop Prigozhin from openly encouraging his mercenaries to take up arms against the defense ministry in open rebellion.

These activities are a detriment to the Ukrainian counteroffensive, but Kyiv's forces appear to be adapting. In this situation, "Russian forces deployed aviation in a way they haven't recently, to front-line positions, and were able to use it more successfully than they have in the past," he said. "Ukrainian forces are having to adapt to how Russian forces are employing these in southern Ukraine," he said, noting that they are seeing signs of that as the Ukrainians set the stage for their main attack. Ukraine hasn't committed the bulk of its dedicated counteroffensive forces to a major assault operation, and, as ISW's George Barros said recently, "big fireworks are still to come."

Ukrainian President Volodymyr Zelenskyy said after meeting African leaders in Kyiv on Friday that peace talks with Russia would be possible only after Moscow withdraws its forces from occupied Ukrainian territory. Zelenskyy added that he failed to understand what could be gained from the leaders meeting Russian President Vladimir Putin on Saturday in St. Petersburg. "We need real peace, and therefore, a real withdrawal of Russian troops from our entire independent land." Ukraine stood by its own peace initiative, based on a complete Russian withdrawal, but invited the African leaders to take part in an international peace summit that is being drawn up. South African President Cyril Ramaphosa said the leaders had come "to share the African perspective" and saw talks with Russia as part of the mission.

Because this is where they'll feel their lack of aircraft to attack those, the close air support which F-16s would do very well." Close air support is pretty much what it sounds like — aircraft working closely with ground units, usually to clear out obstacles or damage key positions or weapons so that foot soldiers and armor can advance. The F-16 has distinguished itself in the past in close air support, including in the Kosovo War, the First Gulf War and in the US invasion of Afghanistan. There are reports of heavy personnel and equipment losses in some sectors. Ukrainian forces gained ground in areas around Bakhmut, a city of limited strategic value that Russia only recently captured at tremendous cost. Through its counteroffensive operations, Ukraine is confronting these hardened Russian defenses with a force that while experienced is employing new weapons with, in some cases, new tactics.
