(Reuters) - President Volodymyr Zelenskiy and his defence minister welcomed the formation by Ukraine's Western allies on Thursday of a 20-nation "coalition" to boost air defences, seen as a key element in the country's campaign against Russian forces. Zelenskiy said the group, one of several devoted to specific areas of Ukraine's defence, was formed at a virtual meeting of the "Ramstein group" examining Ukraine's military needs. "Not everything can be disclosed publicly at this time, but the Ukrainian air shield is becoming stronger every month." Defence Minister Rustem Umerov also noted other assistance agreed by participants, including a German air defence package announced this week during a visit to Kyiv by Defence Minister Boris Pistorius. Zelenskiy has long pointed to improved air defence as a key element to help keep Ukrainian cities safe from Russian air strikes - including on energy infrastructure - as wintry weather takes hold.

The war is approaching the end of its second year, and Ukraine’s military needs more manpower to sustain a bloody war of attrition against Russia, a country with more than three times the population of Ukraine. In a recent essay, Ukraine’s top military commander, Valery Zaluzhny acknowledged that training and recruiting troops was becoming a serious challenge. The essay acknowledged a bleak reality: Ukraine needs more people in uniform, and it needs them now. Ukraine fills its ranks with volunteers but also has a system of conscription that allows the state to draft men of military age. If the war continues with the same intensity as it is today, there is no way to avoid conscription.

LVIV, Ukraine, Nov 19 (Reuters) - President Volodymyr Zelenskiy has sanctioned 37 Russian groups and 108 people including a former prime minister and a former education minister and said he aimed to fight wartime abductions of children from Ukraine and other "Russian terror". Zelenskiy did not associate specific individuals or groups with particular wrongdoings. The decrees showed a range of 10-year penalties against individuals and five-year penalties against non-profit groups including one named in English as the "Russian Children's Foundation." Some of the newly-sanctioned people, which included many with Russian citizenship, had previously been punished with separate or similar penalties. The sanctioned Russian groups included several whose names or websites indicate they work with children.

Zelenskiy did not associate specific individuals or groups with particular wrongdoings. The decrees showed a range of 10-year penalties against individuals and five-year penalties against non-profit groups including one named in English as the "Russian Children's Foundation." Some of the newly-sanctioned people, which included many with Russian citizenship, had previously been punished with separate or similar penalties. The sanctioned Russian groups included several whose names or websites indicate they work with children.

The Marine Infantry Command’s claims are the first to come directly from the Ukrainian military about advances across one of Russia’s most significant strategic barriers. Earlier this week, Andriy Yermak, head of the president’s office, confirmed for the first time that Ukraine had established a foothold on the eastern side of the river. The Ukrainian military retook the city and the area around it on the western bank of the Dnipro in November 2022. KYIV (Reuters) - Ukraine's military said on Friday its operations had resulted in the destruction of a total of 15 Russian naval vessels in the Black Sea since the start of Russia's invasion and that 12 other vessels had been damaged. Ukraine has stepped up its attacks in the Black Sea and on Crimea, which Russia seized and annexed in 2014. Ukraine's military said its operations carried out in the Black Sea so far have included strikes on the Russian Black Sea Navy headquarters in Sevastopol and the shipyard in Kerch, which damaged a vessel that had not yet joined the fleet. In April 2022, shortly after the start of the war, Ukraine's forces said it hit the Moskva missile cruiser, flagship of Russia's Black Sea fleet, with domestically produced a Neptune anti-ship missile. Ukrainian President Volodymyr Zelenskiy recently said Kyiv had managed to shift the balance of power in the Black Sea, seizing the initiative from Moscow which regards Crimea as strategically vital to its interests.
