What Is Russia’s Oreshnik Ballistic Missile?

The dust has settled in Dnipro, Ukraine, where investigators are analyzing the wreckage at a weapons factory struck by a new Russian intermediate-range ballistic missile last week. But the debate continues over the strategic impact of the missile, known as the Oreshnik, both on the battlefield in Ukraine and what it means for NATO states in Europe. President Vladimir V. Putin of Russia touted the missile as an example of Russian technological prowess, built by a domestic military industry unimpeded by Western economic sanctions. The Oreshnik is also capable of carrying nuclear weapons, at a time when Moscow has increased threats of nuclear war. It is still not clear what explosives, if any, the missile delivered in the strike on Dnipro.

In 2016, the agency enabled mifepristone — one of the two pills used in medication abortions — to be used up to 10 weeks’ gestation instead of seven. By last year, medication abortions accounted for 63% of abortions nationwide, up from 53% in 2020, according to the Guttmacher Institute.

More than other justices on their respective sides, conservative Alito and liberal Kagan are sharp-tongued strategic questioners. As usual, Alito and Kagan began referring to each other’s questions but with barely a glance toward the other at their elbow. Skeptical of the litigants’ case, Alito asked their lawyer Deepak Gupta why Huang would have put out financial information that could be quickly exposed as wrong. President-elect Donald J. Trump’s threat to impose 25 percent tariffs on goods from Mexico and Canada sent shivers on Tuesday through the auto industry, which depends heavily on both countries for parts and manufacturing. The prospect of tariffs “is a two-alarm fire for the auto industry,” said Patrick Anderson, chief executive of Anderson Economic Group, a consulting firm in Michigan. It includes Ram pickups made by Stellantis in Saltillo, Mexico, and Chrysler minivans built in Windsor, Ontario. General Motors makes Chevrolet Silverado pickups and electric versions of Equinox and Blazer S.U.V.s in Mexico, where Ford also makes its Maverick pickup. Those higher auto prices would have a significant effect on overall inflation.

Senate Republicans derailed President-elect Donald Trump’s first jaw-dropping pick for attorney general, Matt Gaetz. But it’s unclear if they will be able to block any other controversial nominees despite skepticism from some rank-and-file Republicans. In the weeks since Trump’s dramatic election victory, the power struggle between the president-elect and independent-minded Senate Republicans has been playing out in plain view. Senators are getting a brief reprieve from questions about Trump’s nominees as they celebrate Thanksgiving. Some Senate Republicans who leveled some of the strongest criticism at Gaetz said they could live with Hegseth, despite the 2017 assault allegations.

CNN —Despite his campaign promises to leave the issue to the states, President-elect Donald Trump’s administration will shape the national landscape around abortion and reproductive health. And his administration may also be forced to choose whether to pursue other changes, such as how the abortion drug mifepristone is regulated. “Back in April, President Trump made clear that he thinks abortion policy should be left to the states,” Kniffin said. If the Trump administration seeks to undo those and other agency measures, it could make those lawsuits moot. He says he won’t sign a federal bill on abortion,” said one prominent anti-abortion activist, who asked for anonymity to speak candidly.

A Republican senator has blocked the promotion of a general who oversaw troops in Kabul during the U.S. withdrawal from Afghanistan, according to a Senate aide. The move by Oklahoma Sen. Markwayne Mullin follows threats from President-elect Donald Trump to fire senior officers and officials who oversaw the chaotic pullout from Afghanistan in 2021. His nomination was among more than 900 proposed nominations sent to the Senate but Donahue’s was put on hold by Sen. Mullin, according to the Senate aide. Donahue was the last American service member to board the final U.S. military plane out of Afghanistan in 2021. “Unless there are facts I don’t know, holding up military promotions bc of our disgraceful Afghanistan withdrawal is wrong,” she wrote.

The day after President Vladimir V. Putin of Russia raised the stakes in tensions with the West, many Russians awoke on Friday feeling anxious that the prospect of nuclear war had come slightly closer. But in Russia’s tightly controlled news media and pro-government social media channels, there were only fawning reactions to the Russian leader’s new round of saber-rattling and promises that Moscow’s enemies would “tremble in fear.”Mr. Putin announced late Thursday that Russia had launched a new intermediate-range ballistic missile at Ukraine, in response to Kyiv’s first use of U.S. and British missiles against targets inside Russia this week. Russia, he said, also has the right to strike nations “that allow their weapons to be used against our facilities.”In the West, Thursday’s launch of the nuclear-capable Oreshnik missile and Mr. Putin’s remarks were perceived as a threat against Ukraine and its allies, and drew widespread condemnation as an escalation. In Russia, the events were billed as an important sign that the Kremlin would enforce its red lines, with the implication that enforcement could include nuclear weapons.

The low-lying clouds over the city lit up for a split second, video footage showed, then streaks of dozens of glowing warheads plummeted out of the sky. The main contours of the attack on Thursday morning soon came to light: President Vladimir V. Putin said Russia had test fired an intermediate-range missile from its arsenal designed to deliver nuclear weapons, though without the nuclear warheads aboard. The Russian strike caused little damage, but it capped a dizzying week of tit-for-tat moves in the war in Ukraine, shifting focus from the ground assaults on the battlefield to a Cold War-style missile brinkmanship. In the previous two days, Ukraine had fired longer-range missiles provided by the U.S. and Britain at military targets inside Russia. Mr. Putin made clear that the Russian missile test was a response to those strikes — a warning to the West to reconsider military aid for Kyiv.

Senate Republicans offered mixed responses Thursday to President-elect Donald Trump's announcement that he will nominate Pete Hegseth, a Fox News personality accused of sexual assault, to lead the Defense Department following the release of a police report concerning sexual assault allegations against him. Some senators defended Trump's pick, while others voiced some trepidation, and a senator told NBC News "I don't care" when approached about a police report released Wednesday tied to an allegation of sexual assault against Hegseth in 2017. Sen. Markwayne Mullin, R-Okla., also defended Trump's pick, saying he had reviewed the report and would push for Hegseth's confirmation. Two other picks to serve in top jobs in Trump's Cabinet have also faced potentially damaging allegations of sexual misconduct. After Gaetz withdrew his name, Sen. Chris Coons, D-Del., told NBC News that there were “similar, challenging allegations” with Hegseth.

Authorities in Norway have arrested a Norwegian man who worked as a security guard at the U.S. embassy in Oslo, accusing him of passing sensitive information to Russia and Iran. Under interrogation, the man, identified as Mohamed Orahhou, 27, admitted to collecting and sharing information with an officer from Russia’s domestic intelligence service, the S.V.R., as well as with unspecified Iranian officials, according to Norwegian authorities and Mr. Orahhou’s lawyer. The authorities have not released details about the type of information involved, but on Thursday a court in Oslo, citing the seriousness of the accusations, ordered Mr. Orahhou to be kept in custody for four weeks pending further investigation. “This is a very serious case,” Thomas Blom, an official from Norway’s Police Security Service, said in a text message to The New York Times. “We are at the very beginning of a rather extensive investigation.”

CNN —Russia’s use of a nuclear-capable ballistic missile on Thursday is the latest escalation in the Ukraine war. The use of what Vladimir Putin said was a ballistic missile with multiple warheads in offensive combat is a clear departure from decades of the Cold War doctrine of deterrence. Ballistic missiles with multiple warheads, known as “multiple independently targeted reentry vehicles,” or MIRVs, have never been used to strike an enemy, experts say.
