It was Angermayer who introduced Bisslinger to Thiel at the party, Thiel would later tell the FBI. After some small talk, Bisslinger made a pitch to Thiel: Thiel should travel to Russia to attend the St. Petersburg International Economic Forum. If Thiel chose to attend, Bisslinger said, Bisslinger would arrange for him to meet privately with Putin. "Even if Mr. Angermayer did introduce Mr. Thiel and Mr. Bisslinger," the lawyers wrote in another letter, "Mr. Angermayer is not—and cannot be—responsible for whatever Mr. Bisslinger and Mr. Thiel may or may not have discussed." At his 40th birthday, he connected Peter Thiel with a Russian diplomat, Thiel later told the FBI.

Washington CNN —Meta’s top executives, including CEO Mark Zuckerberg, ignored warnings for years about harms to teens on its platforms such as Instagram, a company whistleblower told a Senate subcommittee on Tuesday. Meanwhile, both parties have united behind blaming Meta for contributing to a nationwide mental health crisis. Bejar’s research “is basically a smoking gun,” Haugen told CNN in an interview Tuesday. “Every day countless people inside and outside of Meta are working on how to help keep young people safe online,” said Meta spokesman Andy Stone in a statement. He said everyday Americans understand “the harm being done” and compared it to harms from smoking.

It also touted a new version of its AI model called GPT-4 with vision, or GPT-4V, that enables the chatbot to analyze images. ChatGPT has more than 100 million weekly active users and 2 million developers, spread “entirely by word of mouth," Altman said. The conference comes a week after President Joe Biden signed an executive order that will set some of the first U.S. guardrails on AI technology. The order built on voluntary commitments set by the White House that leading AI developers made earlier this year. NEW YORK, Nov 6 (Reuters Breakingviews) - Elon Musk does well when his back is against the wall. His investment in X now fills the longshot role, which leaves him little to lose. Grok, as it is called, has “real-time access to info via the X platform,” Musk noted in a post, which gives it a “massive advantage” over other AI models. Although the product is still being tested, Musk says it already can out-compute OpenAI’s GPT-3.5 and Meta Platforms' (META.O) Llama 2. X may be near, or already has hit, rock bottom, right where Musk often does his best work.

If you want to know why apartment rents got so high, some people say look to big data. Many landlords outsourced their pricing decisions to software that told them what rents to charge. Then they direct landlords on how much to increase rent for each lease renewal, or what to ask for newly vacated apartments. Algorithms and other big data have changed the way many landlords do business. Many building owners also once believed keeping their apartment buildings as full as possible was the best way to maximize profits.

The danger extends not just to future breaches but to past ones: Troves of encrypted data harvested now and in coming years could, after Q-Day, be unlocked. Current and former intelligence officials say that China and potentially other rivals are most likely already working to find and store such troves of data in hopes of decoding them in the future. Today, the most powerful quantum device uses 433 “qubits,” as the quantum equivalent of transistors are called. That figure would probably need to reach into the tens of thousands, perhaps even the millions, before today’s encryption systems would fall. But within the U.S. cybersecurity community, the threat is seen as real and urgent.

Those beliefs are known to have caused medical providers to rate Black patients’ pain lower, misdiagnose health concerns and recommend less relief. “I believe technology can really provide shared prosperity and I believe it can help to close the gaps we have in health care delivery,” Omiye said. In 2019, for example, academic researchers revealed that a large hospital in the United States was employing an algorithm that systematically privileged white patients over Black patients. It was later revealed the same algorithm was being used to predict the health care needs of 70 million patients nationwide. In June, another study found racial bias built into commonly used computer software to test lung function was likely leading to fewer Black patients getting care for breathing problems.

How the US will cut off China from more AI chips

CAPTURING MORE CHIPSThe original rules last year restricted chips if they met a two-pronged test for how much computing power the chips contained and how fast they could talk to other chips. Nvidia (NVDA.O) , the top AI chip supplier, responded by creating chips that stayed just under the communication limits for the Chinese market but that still proved useful for AI work. BLACKLISTING CHINA'S NVIDIA CHALLENGERSChip industry watchers believe that if U.S. AI chips are banned in China, Chinese firms will seek to fill the void in the market. On Tuesday, U.S. officials added two leading Chinese chip startups, Biren and Moore Threads, to a U.S. trade blacklist. That threshold would encompass nearly all advanced AI chips and is aimed at helping chip factories spot efforts to work around the rules.

Alphabet's (GOOGL.O) Google and Microsoft (MSFT.O) have recently become rivals in artificial intelligence (AI), with the latter investing heavily in OpenAI and the former building the Bard AI chatbot among other investments. The surge in AI popularity has prompted governments around the world to try to impose rules on the use of the technology, with the European Union in a race to adopt its landmark AI rules by the end of the year. "The danger is very great because you need two things above all for AI, powerful servers and vast amounts of data. Mundt said the field was still open to competition but regulators need to ensure it remains so. "Both developments are possible, and as an authority we have to be careful that any competitive potential is not buried from the outset."

Google's new search capabilities can also be used for other crucial applications such as applying the correct billing codes and determining whether patients meet the criteria to enroll in a clinical trial, O'Malley said. Google Cloud on Monday announced new artificial intelligence-powered search capabilities that it said will help health-care workers quickly pull accurate clinical information from different types of medical records. Aashima Gupta, global director of health care strategy and solutions at Google Cloud, said the new Vertex AI Search capabilities can integrate directly into a clinician's workflow, which is of high importance for customers in the field. Customers can sign up for early access to Vertex AI Search for health care and life sciences starting Monday, but Google Cloud has already been testing the capabilities with health organizations such as Mayo Clinic, Hackensack Meridian Health and Highmark Health. Mayo Clinic is not using the new Vertex AI Search tools in clinical care yet, said Cris Ross, Mayo's chief information officer; it is starting with administrative use cases.

A few compounds picked by AI are now in development, but those bets will take years to play out. Reuters interviews with more than a dozen pharmaceutical company executives, drug regulators, public health experts and AI firms show, however, that the technology is playing a sizeable and growing role in human drug trials. The U.S. Food and Drug Administration (FDA) said it had received about 300 applications that incorporate AI or machine learning in drug development from 2016 through 2022. Without AI, Bayer said it would have spent millions more, and taken up to nine months longer to recruit volunteers. Finding real-world patients by mining electronic patient data can be done manually, but using AI speeds up the process dramatically.

CNN —An independent report found that NASA could play a crucial role in collecting more data on UFOs — or what are officially known as unidentified anomalous phenomena, the space agency announced Thursday. Ultimately, the group determined that NASA should be using satellites and other instruments to seek more information about the phenomena. In response to the findings, the space agency also announced Thursday it is appointing its first director of UAP research. “This is the first time that NASA has taken concrete action to seriously look into UAP,” NASA Administrator Bill Nelson said during a news conference.
