The new governor of Bangladesh’s central bank, Ahsan Mansur, calculates that about $17 billion was siphoned from the country’s financial system in the 15 years before the government of Sheikh Hasina collapsed in August. Other economists guess that the true value looted during Ms. Hasina’s rule, before she fled the country, could exceed $30 billion. And they did incalculable damage to Bangladesh’s economy. “The highest level of political authority realized that the banks are the best place to rob,” said Mr. Mansur, an appointee of an interim government in Bangladesh. For an inside job, that meant taking control of the central bank and the ownership of a clutch of private banks and their boards of directors.

The attorney general of the District of Columbia sued Amazon on Wednesday, accusing it of violating consumer protection laws by making slower deliveries to Prime members in historically lower-income neighborhoods. According to the lawsuit, Amazon has used third parties like United Parcel Service and the Postal Service to make Prime deliveries in those areas for the past two years. That resulted in slower deliveries than those made by Amazon’s own delivery drivers, who serve other Washington residents. Amazon “cannot covertly decide that a dollar in one ZIP code is worth less than a dollar in another,” Mr. Schwalb said in a statement. “We’re suing to stop this deceptive conduct and make sure District residents get what they’re paying for.”

CNN —UK and US authorities on Wednesday announced a major crackdown on a pair of billion-dollar money laundering rings that officials say has cleaned money for Russia’s elite, cybercriminals and drug-runners around the world. The two alleged money-laundering networks offered Russian elites a financial lifeline, UK investigators allege. The Treasury Department on Wednesday announced sanctions on alleged senior leaders of one of the laundering rings, which is known as TGR. Pullman Global Solutions LLC, a Wyoming based entity owned by Bradens, was also sanctioned, Treasury said. NCA officials allege that the Kremlin has directly benefited from some of the money laundering, which the officials say has been used to fund Russian espionage operations.

Secretary of Transportation Pete Buttigieg has been at the helm of the nation’s transportation infrastructure — including its aviation system — during a tumultuous four years. Leveraged single stock ETFs hit a record of $17 billion of trading volume on Nov. 21, according Strategas ETF strategist Todd Sohn. Several issuers have launched these funds in recent years, typically tracking stocks with high volatility like Nvidia , Tesla and MicroStrategy . The volume would seem more likely to spike during downturns in the market, when general volatility rises, not well into a bull market, Sohn said. Similarly, Morningstar senior analyst Daniel Sotiroff told CNBC the rise of these types of leveraged funds funds is indicative of a "gambling mentality" in the market and that investors would be better off avoiding them altogether.

New Orleans AP —A disgraced 93-year-old New Orleans priest pleaded guilty Tuesday to charges involving the sexual assault of a teenage boy in 1975. Lawrence Hecker, who left the ministry in 2002, had been scheduled to stand trial Tuesday. The case was reassigned to Campbell, who ordered Hecker to undergo routine physical and psychological evaluations before the trial. The alleged survivor in the criminal case against Hecker is among those who have filed abuse claims against the archdiocese in its long-running bankruptcy case. To date, more than 600 alleged abuse survivors have filed claims against the archdiocese.
