CNN visited the border town of Shtula on Wednesday just hours after the ceasefire took effect. The town is one of the most dangerous places in northern Israel, having faced the threat of Hezbollah’s anti-tank missiles for months. Jalaa Marey/AFP/Getty ImagesOra Hatan, who remained in her home in Shtula, said the morning of the ceasefire deal was “unusual” after months of relentless artillery fire. Hatan’s fears have not, however, subsided with the ceasefire deal. Israeli President Isaac Herzog said the Lebanon ceasefire deal needs to ensure the safety of residents in northern Israel.

President Joe Biden announced Tuesday that Israel and Hezbollah had agreed to a United States-brokered ceasefire in Lebanon. Biden said the U.S., and partners including France, "will make sure this deal is implemented fully." Their world is absolutely shattered," Biden said, adding that Hamas' only way out of the war with Israel is to release the hostages. Shortly after the president's announcement, Israeli Prime Minister Benjamin Netanyahu said in a statement that his Cabinet had approved the U.S.-brokered deal, 10 ministers to one. In this multifront war in the Middle East, the Lebanon conflict has become a key focus for Israel in recent months.

TEL AVIV — The Israeli government failed in its “primary duty to protect its citizens” in the lead-up to and during the Oct. 7, terrorist attacks, according to an Israeli civilian report released Tuesday. Some 1,200 people were killed and 250 taken hostage during the attacks as Hamas fighters infiltrated Israel from southern Gaza and launched thousands of rockets. The Israeli report also identified a "major cause" of the Oct. 7 tragedy as a "glaring failure" by Israeli intelligence branches. It specifically pointed to Shin Bet, Israel’s domestic security agency, and military intelligence for their inability to provide timely warnings or act on those that were issued. CNN —With a Hezbollah-Israel ceasefire on the horizon, an 18-year-old United Nations resolution has resurfaced as a blueprint for ending the war. The 60-day cessation of hostilities aims to implement UN Security Council Resolution 1701, with the hope that it could form the basis of a lasting truce. Resolution 1701 was adopted to end a 34-day war between Israel and Lebanon in 2006, and had kept relative calm in the area for nearly two decades. Here’s what we know about the resolution and why it is critical to a ceasefire between Israel and Lebanon. In 2000, the UN established the so-called Blue Line, a “line of withdrawal” for Israeli forces from Lebanon.

Prime Minister Benjamin Netanyahu of Israel was expected to meet on Tuesday afternoon with senior cabinet ministers to decide whether to approve a cease-fire with Hezbollah, potentially setting the stage for an end to Israel’s 13-month war with the Lebanese militia. The proposal, mediated by American and French diplomats, would start a 60-day process during which both sides would stop fighting and withdraw from southern Lebanon. Israeli forces would return south of the Israel-Lebanon border, while Hezbollah would retreat north of the Litani River, allowing the Lebanese Army — which is not a party to the Israel-Hezbollah conflict — to fill the vacuum. But many questions about the proposal remain unanswered, including how the Lebanese Army would exert authority over the powerful militia. Israel has sought guarantees from the United States that it would have U.S. support to send troops back into southern Lebanon if Hezbollah violated the arrangement.

CNN —The Israeli security cabinet on Tuesday voted to approve a ceasefire deal in Lebanon, an Israeli official told CNN, potentially bringing an end to more than a year of cross-border skirmishes with Hezbollah and months of a full-scale war that has killed thousands. Resolution 1701 was adopted to end a 34-day war between Israel and Lebanon in 2006, and had kept relative calm in the area for nearly two decades. At least 10 people were killed in the strikes on central Beirut, the Lebanese Health Ministry said. Israeli Prime Minister Benjamin Netanyahu speaks during a televised address Tuesday evening. For more than a year, the Israeli government has avoided holding itself to account for its failure to prevent the deadliest event in Israel’s history: the Hamas-led raid on Oct. 7, 2023. An independent commission, founded by survivors of the raid and relatives of Israelis who were killed and kidnapped, tried to fill that void on Tuesday, releasing a scathing report that blamed Prime Minister Benjamin Netanyahu and top military commanders for years of faulty decisions that made Israel more vulnerable to invasion. Based on three months of interviews and public hearings, the commission’s 90-page report criticized the government’s decision to funnel money to Hamas, which allowed the group to entrench itself in the Gaza Strip in the decade before the attack. The commission, formally known as the Civil Commission of Inquiry of the Oct. 7 Disaster, condemned Mr. Netanyahu for sidelining high-level decision-making forums that might have stirred greater internal debate about the wisdom of such a policy.

Israel’s security cabinet voted this evening to approve a cease-fire agreement that would halt fighting in the yearlong conflict between Israeli forces and Hezbollah, the Lebanese armed group. Under the deal, Israel would withdraw its forces from Lebanon over the next 60 days and Hezbollah would move its fighters north. Lebanon’s government, which does not control Hezbollah but whose approval is essential, was set to meet tomorrow morning to discuss the cease-fire agreement. Approval from Israeli ministers, in a 10 to 1 vote, came after Prime Minister Benjamin Netanyahu embraced the proposal in a televised speech. Just hours earlier, Israeli forces had pounded the heart of Beirut and Hezbollah-dominated neighborhoods with some of the heaviest airstrikes of the war.

A permanent ceasefire between Israel and Lebanon's Hezbollah is scheduled to begin Wednesday, following a yearlong conflict between the Jewish state and Iranian-backed groups. "Over the next 60 days, the Lebanese army and state security forces will deploy and take control of their own territory," said Biden. Earlier in the day Tuesday, Israeli Prime Minister Benjamin Netanyahu said in a televised address that he supported the ceasefire deal, which he sent to his Cabinet for approval. "The ceasefire allows us to focus on the Iranian threat," said Netanyahu. "We will complete the elimination of Hamas, the return of all the hostages and the return of the residents of the north."

The Israeli military also told entire towns in southern Lebanon to evacuate, including Naqoura, where a United Nations peacekeeping force is based. The cease-fire proposal, mediated by American and French diplomats, would start a 60-day process during which both sides would stop fighting and withdraw from southern Lebanon. Israel has sought guarantees from the United States that it would have U.S. support to send troops back into southern Lebanon if Hezbollah violated the arrangement. Hezbollah’s leader, Naim Qassem, suggested last week that the group would accept a truce if Israel stopped striking Lebanon and Lebanon retained its sovereignty. The cease-fire would officially be an agreement among Israel, Lebanon and the mediating countries, including the United States.

Prime Minister Benjamin Netanyahu of Israel has indicated he is open to a cease-fire in the yearlong conflict with Hezbollah, as U.S. officials pressured him to finalize a deal before Thanksgiving, according to two Israeli officials briefed on his thinking. Mr. Netanyahu was scheduled to meet with his cabinet on Tuesday to discuss a proposed deal to end the war in Lebanon, two other Israeli officials said. Mediators have made significant progress toward a cease-fire over the past week, but a key sticking point has been Mr. Netanyahu’s insistence on securing some assurance that Israel could restart the fighting if Hezbollah broke the truce, Israeli officials said. But negotiations have been starting and stopping for weeks, and the two sides may not come to terms. All of the officials who described his thinking spoke on the condition of anonymity, in order to discuss the sensitive, private negotiations.

CNN —Israeli Prime Minister Benjamin Netanyahu approved the emerging ceasefire deal with Hezbollah “in principle” during a security consultation with Israeli officials Sunday night, a source familiar with the matter said. Israel still has reservations over some details of the agreement, which were expected to be transmitted to the Lebanese government on Monday, the source said. Those and other details are still being negotiated and multiple sources stressed that the agreement will not be final until all issues are resolved. A ceasefire agreement will also need to be approved by the Israeli cabinet, which has not yet occurred. Israel launched a major military offensive in Lebanon in mid-September following months of tit-for-tat border attacks which started on October 8 last year when Hezbollah attacked Israeli controlled territory in solidarity with Hamas and Palestinians in Gaza.

CNN —Where the high hills of the occupied West Bank tumble into the Jordan valley, half a dozen heavy Israeli diggers pound the ancient rocks around the Palestinian village of Bardala. Such evictions are common in the West Bank, according to the United Nations. During a visit to Israel in 2017, the former governor of Arkansas told reporters: “There is no such thing as a West Bank. The eviction notice Israeli officials handed to a Palestinian farmer near the village of Bardala in the occupied West Bank, ordering him to leave his land. The hard reality in Bardala, as elsewhere in the occupied West Bank, is that even before Trump’s approaching inauguration, the Palestinian state had become a distant dream.

CNN —Israel’s cabinet unanimously voted to sanction the nation’s oldest newspaper, Haaretz, on Sunday citing its critical coverage of the war following the October 7 Hamas attacks and comments by the outlet’s publisher calling for sanctions on senior government officials. The proposal, put forward by communications minister Shlomo Kar’i, will end government advertising in the newspaper and cancel all subscriptions for state employees and employees of state-owned companies. It dismisses the costs of both sides for defending the settlements while fighting the Palestinian freedom fighters that Israel calls terrorists,” he reportedly said. Following widespread criticism of the comments in Israel, Schocken clarified his comments saying that he did not believe Hamas militants were freedom fighters. Haaretz slammed the move in a statement on Sunday, calling it “another step in Netanyahu’s journey to dismantle Israeli democracy.”“Like his friends Putin, Erdoğan, and Orbán, Netanyahu is trying to silence a critical, independent newspaper,” the statement said.

Israel’s new defense minister has said security forces would no longer apply administrative detention orders to Jewish settlers in the occupied West Bank, and thus only Palestinian suspects can be held indefinitely without trial. Israel Katz, a long-time ally of Israeli Prime Minister Benjamin Netanyahu, was appointed defense minister earlier in November and announced the decision on Friday. In 2019, Trump abandoned the long-held U.S. position that West Bank settlements are illegal before it was restored by President Joe Biden. Settler immunity from administrative detention coincides with heightened rhetoric from Israeli ministers calling for the West Bank to be annexed. The U.N. said four Palestinian children have been killed every week in the West Bank on average since the current conflict began, a three-fold increase from the first nine months of 2023.
