CNN —Ukrainian President Volodymyr Zelensky presented his long-anticipated “Victory Plan” to Ukrainian parliament on Wednesday, after failing to drum up additional, tangible support last week during meetings with European allies. It also outlines provisions to strengthen Ukraine’s defense, implement a non-nuclear strategic deterrence package and grow Ukraine’s economy. The Ukrainian president first presented the victory plan to US President Joe Biden during a September visit to the White House. Ukraine's plan includes a new proposal for deploying a non-nuclear strategic deterrence package on its soil. With the U.S. presidential election fast approaching, U.S. intelligence officials have issued a stark warning: China's latest efforts to influence the outcome is shifting away from the presidential race and toward state and local candidates. This new focus is part of a broader strategy by Beijing to build relationships with officials who could eventually advance China's interests. Local and state elections have become prime targets for Chinese interference because they receive far less scrutiny than national races, making it easier for China's influence campaigns to fly under the radar. One example of China's influence operations is its use of disinformation campaigns designed to exploit divisive issues such as immigration, racial justice, and economic inequality. Despite these efforts, controlling the full scope of foreign influence operations remains a daunting challenge.

CNN —A Russian man has been rescued after 67 days adrift on a small boat in the bitterly cold Sea of Okhotsk, Russian authorities said Tuesday. The man’s brother and his teenage son died in the ordeal, according to Russian state media RIA Novosti, who named the survivor as 46-year-old Mikhail Pichugin. The rescued man’s wife told Russian state media that his weight could have played a role in his survival, given he weighed about 220lbs (100 kg). She told RIA that Pichugin and his late brother and nephew had enough food to last for about two weeks. He is “in serious condition, emaciated, but conscious,” the director of the fishing company that stumbled upon the adrift boat told RIA.

Even as swing-seat Republicans attempt to paint a more nuanced view of the GOP’s stance on abortion, the national party has often muddled that message. “You can’t hide from it,” said Rep. Kelly Armstrong, a Republican from North Dakota, reflecting on the lessons Republicans learned in the 2022 midterms. Hudson accused Democrats of “creating a false and distorted impression” of the GOP’s abortion position in the 2022 midterms and attacked Democrats for espousing their own “extreme” views on the issue. Since then, Chamberlain has used her own polling to help convince key swing-seat House Republicans to shift their approach. “This is a desperation move by Republicans,” said House Democrats’ campaign chief, Rep. Suzan DelBene of Washington state.

US government considers a breakup of Google
  + stars: | 2024-10-09 | by ( Clare Duffy | Brian Fung | ) edition.cnn.com   time to read: +3 min
The US Department of Justice in a court filing Tuesday night said it may recommend dismantling Google’s core businesses, separating Google’s search business from Android, Chrome and the Google Play app store. “That would prevent Google from using products such as Chrome, Play, and Android to advantage Google search and Google search-related products and features — including emerging search access points and features, such as artificial intelligence — over rivals or new entrants,” the government said in its court filing. The case had been described as the biggest tech antitrust case since the US government’s antitrust showdown with Microsoft at the turn of the millennium. Whatever ultimately happens to Google could set the stage for potential remedies in other, ongoing antitrust cases against tech giants. Google faces a separate case brought by DOJ attorneys, along with 17 states, who allege that its advertising business is anticompetitive.

REUTERS/Ken CedenoThe U.S. Department of Justice late Tuesday made recommendations for Google's search engine business practices, indicating that it was considering a possible breakup of the tech giant as an antitrust remedy. The DOJ also said it was "considering behavioral and structural remedies that would prevent Google from using products such as Chrome, Play, and Android to advantage Google search and Google search-related products and features — including emerging search access points and features, such as artificial intelligence — over rivals or new entrants." Kent Walker, Google's president of global affairs, said the company plans to appeal the ruling and highlighted the court's emphasis on the high quality of Google's search products, which the judge also noted in his ruling. In the second quarter, "Google Search & Other" accounted for $48.5 billion in revenue, or 57% of Alphabet's total revenue. The company holds 90% of search market share.

And it’s a playbook that former President Donald Trump’s campaign has tossed aside. It’s a gamble, Trump’s campaign internally acknowledges, but one that they insist is built on data they have collected over nearly a decade and tested for the past six months. Days later, the Michigan state party chairman also plugged 10xVotes when he rolled into Traverse City, Michigan, alongside Trump running mate JD Vance. But rather than courting those voters, Trump’s campaign is in search of new ones. Trump’s campaign has also tried to seize on discord within the Democratic coalition.

And they’ve kept up a drumbeat of dubious claims about voting, along with the lie that the election was stolen in 2020. Prosecutors allege that the Trump campaign used similarly aggressive tactics in Philadelphia to force confrontation with election officials, which Trump and his allies used to claim his supporters were denied access to observe the count. Election officials have been operating in an increasingly hostile environment as GOP skepticism of election administration has climbed. Among them: shifting numbers of noncitizens Trump allies claimed had voted in the 2020 election. The dockworkers' strike threatens supply chains, while Hurricane Helene caused costly damage. Devastation from Hurricane Helene, a dockworkers' strike, and escalating conflict in the Middle East all threaten to scramble supply chains and inflate prices. How much the strike impacts prices depends on how much of a cushion companies have built to deal with any bottlenecks. Bottlenecks also encourage carriers to raise their prices, increasing retail and consumer goods prices, Kent said. The hurricane has also disrupted some supply chains, including healthcare supplies and high-purity quartz needed for semiconductor manufacturing.

But now, as the dangers of a widening deficit and mounting debt grow, former President Donald Trump and Vice President Kamala Harris are making little effort to address it. A budget deficit occurs when a country’s spending exceeds what it collects in revenue, primarily through taxes. The deficit is expected to widen under the status quo and could get even worse under proposals by both Harris and Trump, if enacted. During the Trump-Harris presidential debate earlier this month, the budget deficit was mentioned just twice, when Harris jabbed Trump for his proposals, which are expected to add considerably more to the deficit than hers. In the 2021 fiscal year, during which Trump left office, the country ran a $2.8 trillion deficit.
