CNN —US intelligence has assessed that Russian operatives were behind a fake video purporting to show someone destroying mail-in ballots in Bucks County, Pennsylvania, that circulated on social media Thursday. CNN reported earlier Friday that US investigators suspected that Russian operatives were behind the fake video, according to two sources briefed on the matter. The Board of Elections in Bucks County, north of Philadelphia, was quick to debunk the video on Thursday. But the video was hatched by Russian operatives, according to Darren Linvill, an expert on Russian disinformation campaigns at Clemson University. Russian operatives have tried to denigrate Harris’ campaign, Iranians have tried to undercut Trump’s, while China has largely focused on down-ballot races.

Now, the court battle playing out in Texas will decide whether to allow Boeing to plead guilty as part of a deal with the Justice Department to resolve a criminal investigation stemming from plane crashes that killed 346 people. The issue first arose at an October 11 hearing in Fort Worth, where O’Connor worked through the routine details of the plea deal before taking a sharp detour to ask why the Justice Department included DEI considerations in choosing a monitor.

CNN —Elon Musk’s super PAC didn’t announce a winner for its “daily” $1 million giveaway to registered swing state voters on Wednesday, the same day news broke that the Justice Department warned Musk’s group that its sweepstakes might be illegal. The super PAC has announced its winners each day to fanfare, with flashy videos posted to social media and celebratory tweets from Musk. It’s unclear if the Justice Department letter is why the super PAC didn’t publicly name a winner on Wednesday. CNN has reached out to the super PAC seeking comment. However, several election law experts who spoke to CNN pointed out that the fine print on Musk’s super PAC website explaining the official terms of entry did not change.

CNN —The Justice Department warned Elon Musk’s America PAC in recent days that his $1 million sweepstakes to registered voters in swing states may violate federal law, people briefed on the matter told CNN. Musk’s initial promise to pay prizes to registered voters immediately raised concerns from election law experts and some state officials who questioned whether it ran afoul of the law. The language of the petition currently promises $1 million prizes to people chosen at random for signing a petition in support of First and Second Amendment freedoms. But to sign the petition, you must be registered to vote in specific states. Only petition signers can win the $1 million prize, and signers “must be registered voters of Arizona, Michigan, Georgia, Nevada, North Carolina, Pennsylvania, or Wisconsin.”It’s not clear when Musk received the Justice Department’s letter and whether it prompted changes to messaging around the giveaway.

Washington is the sixth state to report human cases of bird flu, which has spread rampantly in wild birds, poultry and cattle. Six health workers exposed to the patient reported respiratory symptoms. Webby said the virus’ spread in cows for the past 10 months has raised experts’ level of concern because cows are mammals and interact with humans frequently. Itle said cases in poultry were not unexpected in Washington state, because migrating birds passed through during summer and early fall.
