CARACAS, Venezuela Associated Press —Venezuelan President Nicolás Maduro on Friday appointed to his Cabinet a close ally who was pardoned by US President Joe Biden last year as part of a prisoner swap and following assurances that Venezuela would hold a fair presidential election in 2024. In exchange for Saab, Maduro released 10 Americans and a fugitive defense contractor known as “Fat Leonard” who was wanted for his alleged role at the center of a massive Pentagon bribery scandal. Last month, it responded to Venezuela’s highly disputed July presidential election by sanctioning 16 of Maduro’s allies, accusing them of obstructing the vote and carrying out human rights abuses. Saab was arrested in 2020 during a fuel stop en route to Iran to negotiate oil deals on behalf of Maduro’s government. After his arrest, Maduro’s government said Saab was a special envoy on a humanitarian mission and was entitled to diplomatic immunity from criminal prosecution under international law.

Havana CNN —Cuba’s electrical grid shut down on Friday, putting the country into a blackout after the failure of one of the island’s major power plants, according to its energy ministry. In a statement on X, the ministry said “the failure” of the Antonio Guiteras Power Plant caused “the total disconnection of the National Electrical System” from 11 a.m. This week, Cuba’s increasingly energy-strapped government called for draconian measures to save power, including telling many workers to stay home. Millions of people on the communist-run island have been left without power over the last several days as the aging Cuban electrical grid repeatedly collapsed. Here’s the latest:• Gas stations still waiting for fuel: Just under 30% of the state’s gas stations have no fuel as of early Sunday, according to the monitoring website GasBuddy.com. In the hard-hit Tampa-St. Petersburg area, more than three quarters of stations, 77%, are out of gas. Some people told CNN they’ve had to use word of mouth to find out which stations have gas. Paula Cast told CNN her family visited four or five different gas stations Friday, but everything was closed. Then on Saturday, they got a call from one of their friends saying a Wawa station had gas.
