The prolonged nationwide blackout that followed a massive outage Thursday night was part of countrywide energy problems that led to the largest protests in Cuba in almost 30 years, in July 2021. The Cuban government on state television Monday night said that it's producing 1300 megawatts when peak demand can hit 3 gigawatts. He said that Oscar would bring "an additional inconvenience" to Cuba's recovery since it would affect key Cuban power plants, such as Felton in the city of Holguín, and Renté in Santiago de Cuba. The blackout was considered to be Cuba's worst since Hurricane Ian hit the island as a Category 3 storm in 2022 and damaged power installations.

The Philippine police said Friday it has launched a search after gunmen reportedly abducted an American national, who was shot in the leg as he tried to resist before being spirited away from a southern Philippine coastal town by speedboat. Police in Sibuco town in the southern province of Zamboanga del Norte tried to pursue the suspected abductors and their victim, who they identified as Elliot Onil Eastman, 26, from Vermont, after the reported abduction on Thursday night. “We confirm that there was a report of the alleged abduction of an American national,” the regional police said in a statement. The southern Philippines has bountiful resources but has long been hamstrung by stark poverty and an array of insurgents and outlaws. They targeted American and other Western tourists and religious missionaries, most of whom were freed after ransoms were paid.

Police in Spain have seized 13 tons of banned chemicals, including “possible” chemical weapons precursors, that were bound for Russia despite the sanctions imposed on Moscow for its invasion of Ukraine, they said on Tuesday. “During the investigation, it was proven that internationally sanctioned chemicals, some of them possible precursors for chemical weapons or nerve agents, had been exported in the past using this company structure,” national police and the tax authority said in a joint statement.
