CNN —The House is expected to take up a GOP stopgap bill to extend government funding on Friday – but House Speaker Kevin McCarthy appears to lack the votes to pass it and Congress is still on track to trigger a government shutdown. McCarthy is gearing up to have his chamber consider a GOP stopgap bill with border provisions attached as House GOP leaders have insisted that border security must be addressed as part of the spending fight. “I still got time, I got time to do other things,” McCarthy responded when asked by CNN’s Manu Raju what will happen if the stopgap bill fails. Separately, House GOP leaders brought a series of spending bills to the floor Thursday evening as they try to show conservatives they are working in good faith to advance full-year funding bills. Meanwhile, the Senate is working to advance a bipartisan stopgap bill that would keep the government open through November 17 and provide additional aid to Ukraine and disaster relief.

Minneapolis CNN —Higher gas prices heated up overall inflation last month, but the Federal Reserve got some welcome news: Its preferred inflation gauge cooled to its lowest level in two years. The core Personal Consumption Expenditures index, a closely watched inflation measure that excludes gas and food prices, rose 3.9% for the 12 months ended in August. However, it also was largely expected: Gas prices heated up last month as well. The Commerce Department’s monthly Personal Income and Outlays reports are typically closely watched as they provide a comprehensive account of pricing, income and spending data. Other federal data at risk for delays could include key housing and auto sales data, Census Bureau data, PCE and GDP reports, among others.

Moves in bond yields, implied inflation breakeven rates, and inflation-adjusted 'real' yields suggest investors anticipate the Fed's 'higher for longer' interest rate policy will help lower inflation to around 2.5%. But this is not a re-pricing of the Fed's near-term trajectory, rather a repricing of the longer term economic and inflation outlook. This suggests the Fed is entering a phase of structurally higher rates than perhaps policymakers themselves, and certainly investors, had anticipated. Many analysts are skeptical that moves in bond yields can be broken down, quantified and compartmentalized with any great degree of accuracy. TIPS are a key market-based barometer of investors' inflation expectations, but they have their flaws.

“A scandal breaking on a Tuesday is very different than one breaking on a Friday, because on Tuesday you’re going to have the rest of the week for stories to drop and snowball. Republicans in Wisconsin are coalescing around the prospect of impeaching a newly seated liberal justice on the state’s Supreme Court, whose victory in a costly, high-stakes election this spring swung the court in Democrats’ favor and threatened the G.O.P.’s iron grip on state politics. The drama over Republican threats to impeach and possibly remove Justice Protasiewicz could raise new questions about democracy and the legitimacy of elections in a state where G.O.P. For Republicans, the liberal Supreme Court majority serves as an existential danger. If the court, as expected, invalidates Wisconsin’s legislative maps, it would strip Republicans of what now amounts to permanent majorities in the Legislature. But removing a newly elected justice could prompt a backlash in 2024 from Democrats and moderate Republican voters who abandoned the G.O.P.

Several Biden and Harris advisors have reservations about a potential Newsom-DeSantis debate, per NBC News. Some Democratic advisors think the debate could boost DeSantis' struggling presidential campaign. And some of Harris' allies think Newsom would use a debate to elevate himself ahead of 2028. And the frustration extends to allies of Vice President Kamala Harris, according to the news outlet. Biden campaign spokesman Kevin Munoz told NBC News that the campaign didn't have an issue with the debate.

It recalls his contribution to the 2017 Whitney Biennial, where he created a room of adobe bricks. Here, a winding path of bricks connects life-size portraits of members of esparza’s largely queer community. The new organization, known as the Frontier Model Forum, was announced Wednesday by Google, Microsoft, OpenAI and Anthropic. The companies said the forum’s mission would be to develop best practices for AI safety, promote research into AI risks, and to publicly share information with governments and civil society. Wednesday’s announcement reflects how AI developers are coalescing around voluntary guardrails for the technology ahead of an expected push this fall by US and European Union lawmakers to craft binding legislation for the industry. “Companies creating AI technology have a responsibility to ensure that it is safe, secure, and remains under human control,” said Microsoft president Brad Smith. “In particular, I am concerned that AI systems could be misused on a grand scale in the domains of cybersecurity, nuclear technology, chemistry, and especially biology,” Amodei said in his written testimony.

This week, he delivered his most explicit threat yet to Biden, saying their investigations into the Biden family’s business deals appear to be rising to the level of an impeachment inquiry. The only way Congress can do that is go to an impeachment inquiry,” McCarthy said Tuesday, stopping short of formally moving to open such a probe. Nebraska GOP Rep. Don Bacon, whose district Biden carried in 2020, told CNN that the House needs to be deliberate. It’s not good for the country.”In the first Trump impeachment, House Democrats led a number of closed and open hearings before charging Trump with abuse of power and obstructing Congress. Comer confirmed he has been regularly briefing McCarthy on his Hunter Biden probes, which he thinks helped give McCarthy the “confidence” to publicly raise the idea of an impeachment inquiry.

Walking away, President Joe Biden wrapped his arm around Zelensky’s shoulders. None of the G7 leaders are particularly popular at home, even as they produce results abroad. After all, it was Trump who had argued over dinner at the 2019 G7 summit in Biarritz, France, that Russia should be allowed back into the group. That level of chaos was nowhere to be found in Hiroshima this past week, when leaders appeared to generally like each other. Even before Biden left for the G7 summit, the stalemate over raising the federal borrowing limit prompted a scramble to rearrange the president’s engagements so he could return to Washington early.

The two-year gilt yield was down 0.2 basis points at 3.820% after hitting 3.877%, its highest since March 7. The yield on 10-year Treasury notes was up 3.6 basis points to 3.608% after reaching 3.639%, its highest since March 22. The two-year U.S. Treasury yield, which typically moves in step with interest rate expectations, was up 7 basis points at 4.269%. The dollar also firmed on Fed hike expectations, showing signs of stabilizing after five straight weeks of declines. The dollar strength, in turn, helped curb crude prices, along with concerns that the Fed rate hikes could dent growth and drag demand.

Semiconductor stocks suffered a series of blows in 2022 as demand for consumer discretionary items fell off a cliff and supply chain disruptions continued. Betting on semiconductor favorites Despite ongoing volatility, some analysts and investors are still betting on once high-flying names in 2023, even though the challenges of 2022 continue. One of those is Advanced Micro Devices, a chip stock commonly connected with PC and server chips that fell hard in 2022. Texas Instruments held up better than the rest of the semiconductor market in 2022, shedding a little more than 12%. Bailey is mostly shying away from former, rapid growth names, with small bets on ASML and Marvell for clients looking for possible higher growth.
WASHINGTON— Kevin McCarthy stepped up negotiations with Republican detractors, offering fresh concessions to win support after a third day of House speaker votes yielded no movement toward a winner in the GOP-controlled chamber. Mr. McCarthy and some of his opponents appeared to be coalescing around a deal, stepping up the pace of discussions as the House marked its 11th round of votes with no winner, the most since just before the Civil War. Most Republicans backed Mr. McCarthy over three days of tallies, but 20 continued to oppose him, and it wasn’t known if enough holdouts would potentially change their votes to give Mr. McCarthy the gavel. All Democrats supported their pick, Rep. Hakeem Jeffries of New York.

The former president issued a last-minute plea on Wednesday morning, urging Republicans to set aside their differences and make McCarthy speaker. The Kremlin did not immediately respond to a request for comment on the appeal from the widows' group. A representative of the widows' group told Reuters that all fit Russian men should be mobilised to defend the Motherland. Ukraine and the West say Putin has no justification for what they cast as an imperial-style war of occupation. The widows group began work about two months ago to assist the wives of soldiers killed in Ukraine and has contacts with the Kremlin administration, its representative said.
