According to the regulator, Citi employees pegged the community, in Glendale, Calif., as a group whose members were likely to rack up huge debts and then flee the country. They warned new hires not to give credit card applicants with Armenian-sounding last names that ended in “ian” or “yan” the same rates that other customers received, and in some cases urged them to reject these applicants altogether. The people affected by the bank’s practice were not applying for Citigroup-branded cards; they were seeking cards offered by retailers, like Home Depot and Best Buy, that were underwritten by the bank. Eric Halperin, the consumer bureau’s enforcement director, said during the news conference that Citigroup was still trying to identify how many people were affected by the discrimination, but so far regulators had identified “hundreds.”Karen Kearns, a spokeswoman for Citigroup, said in a statement that the bank had been “trying to thwart a well-documented Armenian fraud ring operating in certain parts of California,” and that “a few employees took impermissible actions.”According to regulators, Citi managers knew excluding Armenians was illegal and warned employees “not to discuss it in writing or on recorded phone lines.” Even so, regulators found evidence of Citi employees discussing over email how to cover up their denial of applicants from Glendale. “It’s been a while since I declined for possible credit abuse/YAN — gimme some reasons I can use,” one employee wrote to another in 2016, seeking advice on how to tell a potential customer that a credit card application had been denied without revealing the real reason, according to the consumer bureau.

The Consumer Financial Protection Bureau wants to extend its watchdog powers to cover digital wallets and payment apps run by companies like Apple, Google, PayPal and Block, which do not have traditional banking operations. The bureau proposed a rule on Tuesday that would subject large companies — those that process more than five million financial transactions per year — to the same supervisory examinations the bureau conducts on banks and credit unions. “Payment systems are critical infrastructure for our economy,” said Rohit Chopra, the bureau’s director. “Today’s rule would crack down on one avenue for regulatory arbitrage by ensuring large technology firms and other nonbank payments companies are subjected to appropriate oversight.”The proposed rule could take effect as soon as next year. One of the payment industry’s largest trade groups, the Electronic Transactions Association, had a fairly mild response to the proposal.

CNN —Justice Samuel Alito is the tip of the spear for conservatives challenging the Biden administration during oral arguments at the Supreme Court. Solicitor General Elizabeth Prelogar is the Biden administration’s top lawyer at the court, defending the policies that are the source of much of Alito’s consternation. “I think our best example historically is the Customs Service,” Prelogar responded. The Biden administration was backing admissions practices that considered students’ race as a factor in admissions to achieve campus diversity. “No, Justice Alito,” Prelogar said.

The Justice Department’s inspector general found no evidence that President Donald J. Trump had improperly pressured the F.B.I. to rebuild its headquarters on its current site, the crumbling J. Edgar Hoover Building in Washington, according to a report released on Tuesday. The investigation began four years ago after some Democrats expressed concern over the bureau’s abrupt decision in late 2017 to scrap plans to build a $3 billion suburban campus for its 10,000 employees. But investigators determined that the decision was most likely motivated by funding and logistical issues, not by an effort by Mr. Trump to personally intervene to protect his property in downtown Washington from a possible rival. witnesses, including the bureau’s director, Christopher A. Wray, told the inspector general that they had been given authority to determine the location of the new headquarters.

BEIJING (AP) — China's factory activity in September recorded its first expansion in six months, an official survey said Saturday, providing another sign that the world's second-largest economy is gradually improving following its post-pandemic malaise. The composite index rose to 52 from 51.3. Zhao said the improvement indicated by the latest indexes suggest the level of economic activity is rebounding. However, China's economic rebound remained uneven. China's economy grew at a 6.3% annual pace in the second quarter of this year, much slower than the 7%-plus growth that analysts had forecast based on the anemic pace of activity the year before.

From March 2022, when the Fed began raising rates, through this July, personal interest payments, excluding those on mortgage loans, rose 69 percent, according to Bureau of Economic Analysis data. Mortgage interest was in the C.P.I. But if you own and the price of your house goes up, that’s kind of good. To put it another way, interest is fundamentally different from the goods and services in the Bureau of Labor Statistics’ marketbasket. Rather, the homeownership rate measures the percentage of all occupied housing owned by the occupants, as opposed to occupied by renters. By 2022, the US homeownership rate was 65.8%, up from 64.6% in 2019. Homeownership rates dipped as low as 63.4% following the foreclosure crisis that began in 2004 and the Great Recession that began in 2008. Homeownership rates have recovered just half of the 5.6% drop in homeownership between 2004 and 2016. Between 2016 and 2019, the homeownership rate increased for buyers under 55, according to the Census Bureau.

Mr. Smith is not the first special counsel to investigate Mr. Trump. Mr. Smith, by contrast, faces no such limits given that Mr. Trump is no longer in office. Mr. Mueller said little when faced with a barrage of falsehoods pushed publicly by Mr. Trump and his allies about him and his investigative team. During Mr. Trump’s arraignment in Miami in June, Mr. Smith sat in the gallery, closely watching the proceedings. Some in the courtroom suggested he stared at Mr. Trump for much of the hearing, sizing him up.

Most importantly for Trump and the House Republicans doing his bidding, it could distract from the legal storm around the former president. After only one presidential impeachment in the first two centuries of US history, Biden’s would be the fourth impeachment in around 25 years if House Republicans follow through. The document contained no proof of the allegations or any evidence Biden took part in his son’s work for the firm. McCarthy had for months deflected calls for the impeachment of Biden from the most radical members of his conference. McCarthy insisted on Tuesday that he was only contemplating an impeachment inquiry – rather than a full-scale drive to an impeachment vote – in the House.

CNN —The Biden administration wants to crack down on short-term health insurance plans, which it says can leave patients saddled with hefty medical bills. The proposal would largely reverse former President Donald Trump’s expansion of short-term plans in 2018, which extended the duration of the policies to just under a year and allowed them to be renewed for a total of up to 36 months. Short-term plans do not have to adhere to Obamacare’s consumer protections. The Trump administration heralded them as a cheaper alternative to Affordable Care Act policies since the limits on benefits allow short-term plans to carry lower premiums. Also, the Biden administration announced new guidance to strengthen rules protecting patients from surprise medical billing.

At the North Carolina State GOP Convention on Saturday, on his first campaign swing since news of the federal indictment, Trump escalated his assault on America’s system of justice. They’re trying to win the classified documents case in a court of public opinion – in a way that may influence a future jury – long before the ex-president faces a trial. Not to mention, the law does not require documents to be classified for a crime to have been committed. And many Democrats blamed ex-FBI Chief James Comey’s public statements in the case days before the 2016 election for helping to elect Trump. “(What) the Democrats are doing to Trump, it’s just too – it has nothing to do with running the country,” she said.

House Republicans late Wednesday canceled plans to begin contempt of Congress proceedings against Christopher A. Wray, the F.B.I. director, after the agency agreed to make available to all members of the Oversight Committee a document containing a years-old unsubstantiated allegation of bribery against President Biden. The decision was a rare dialing back of a concerted effort by House Republicans to target the federal law enforcement agency as they seek to push accusations of wrongdoing by Mr. Biden. Mr. Wray’s team allowed Representative James Comer, Republican of Kentucky and chairman of the Oversight Committee, and Representative Jamie Raskin of Maryland, the ranking Democrat, to view a redacted copy of the document in a secure area of the Capitol on Monday and briefed them on it for more than an hour. Among other things, an intelligence community report last month said that the F.B.I. While Congress did so in 2012 and 2018, the program faces stronger headwinds this cycle, as Republicans who have adopted former President Donald J. Trump’s hostility toward the F.B.I. and surveillance have joined with civil libertarians who have long been critical of the law. Against that backdrop, privacy advocates have revived a proposal to require the government to obtain a warrant from the surveillance court before it may query the Section 702 repository using an American’s identifiers.

Another Trump ally, South Carolina Republican Sen. Lindsey Graham, argued the report showed the “rule of law in America is subservient to political outcomes. In another politically sensitive part of his report, Durham found that the FBI did not pursue allegations against Clinton with the same vigor with which they acted against Trump. He pointed out that the Trump investigation was launched at a time when Russia was attacking Democratic National Committee servers and had used stolen information to attack Clinton. The investigation was only launched after the bureau received evidence from a friendly foreign government that the Trump campaign had been offered help by the Russians. But all Trump needed from the report was a headline and a general narrative of suspicion against the FBI.
