A man convicted in the killing of Russian opposition politician Boris Nemtsov has been discharged from jail after signing a contract to join the military operation in Ukraine, state-run news agencies TASS and RIA Novosti reported on Saturday. In 2017, a Russian court sentenced five men to prison terms ranging from 11 and 20 years for his murder. Among them was Tamerlan Eskerkhanov, who was convicted as an accomplice and jailed for 14 years. “Eskerkhanov signed a contract with the defense ministry in March 2024, was pardoned, and then released from his penal colony,” TASS cited a source in law enforcement agencies as saying. Russia’s defense ministry has since adopted the tactic, forming its Storm-Z units partly out of convict volunteers recruited directly from prisons.

A federal U.S. judge ruled Monday that Google has illegally held a monopoly in two market areas: search and text advertising. The landmark case from the government, filed in 2020, alleged that Google has kept its share of the general search market by creating strong barriers to entry and a feedback loop that sustained its dominance. General search services, according to the court, applies to Google’s core search engine, where it traditionally competed with Yahoo. General search text advertising refers to the text ads that run alongside search results. However, the ruling found that general search advertising is not a market so there can be no monopoly control.

CNN —Ukraine’s military has claimed it sank a Russian submarine in a port in Crimea, in what would be another major setback for Moscow in the occupied peninsula. The submarine Rostov-on-Don was hit in the port of Sevastopol on Friday, the General Staff of Ukraine’s Armed Forces said in a statement Saturday. “The boat sank on the spot,” the General Staff said, without providing further evidence. The submarine was “severely damaged” in a Ukrainian missile attack in September 2023, according to Ukraine’s General Staff. In addition to striking the submarine, Ukrainian forces also severely damaged four S-400 anti-aircraft missile launchers on Friday, the Ukrainian General Staff said.

Britain's Finance Minister Rachel Reeves has pledged to make the "necessary", "urgent" and "incredibly tough" choices to restore the country's economic stability. Britain's Finance Minister Rachel Reeves on Monday announced a raft of project cuts after detailing how the newly elected Labour government has inherited a projected overspend of £22 billion ($28.2 billion) from the center-right Conservatives. The finance minister also said she had canceled plans to sell NatWest shares to the public, saying the proposal put forward by her predecessor Jeremy Hunt did not "represent value for money." Britain's finance chief has previously ruled out increases to income tax, national insurance, VAT or corporation tax — the main sources of government revenues. However, Reeves must orchestrate a delicate balance act given the pledges from her party to also boost national investment and public sector pay.

Several European nations have reintroduced or expanded compulsory military service amid Moscow’s mounting threat, part of a range of policies aimed at boosting defenses that are likely to be scaled up even further. Compulsory military service was reintroduced on January 1 this year, after being abolished in 2006. In the UK, the Conservatives floated the idea of military service in their ill-fated election campaign. In Lithuania, for instance, opinions about military service among students vary, said Paulius Vaitiekus, president of Lithuania’s National Students’ Union. Reuters —Germany plans to halve its military aid to Ukraine next year, despite concerns that US support for Kyiv could potentially diminish if Republican candidate Donald Trump returns to the White House. German aid to Ukraine will be cut to €4 billion ($4.35 billion) in 2025 from around €8 billion in 2024, according to a draft of the 2025 budget seen by Reuters. Germany has faced criticism for repeatedly missing a NATO target of spending 2% of its economic output on defense. Days after Russia’s 2022 invasion of Ukraine, Chancellor Olaf Scholz announced a “Zeitenwende” – German for historic turning point - with a €100 billion special fund to bring the military up to speed. The defense budget is set to receive a meagre €1.3 billion more than in 2024, far below the €6.7 billion requested by Pistorius.

The U.K.'s FTSE 100 was last seen up 40 points at 8,231, Germany's DAX 15 points higher at 18,464 and France's CAC up 7 points at 7,590. LONDON — European markets were headed for a higher open on Thursday as investors awaited the European Central Bank's interest rate decision. Asia-Pacific markets tumbled on the news from the chip sector overnight, with Japan's Nikkei 225 declining more than 2%. Back in Europe, the European Central Bank is expected to announce its latest interest rate decision Thursday. Markets are widely expecting the central bank to leave rates unchanged, but investors are hoping for guidance on the path ahead for monetary policy.

Two-and-a-half years after Chancellor Olaf Scholz vowed to overhaul Germany’s military, his government’s proposed budget for 2025 calls for only a modest increase in defense spending. The draft budget was deeply disappointing to those looking for signs that Germany would live up to Mr. Scholz’s promise of a “Zeitenwende,” defined by the chancellor himself as an “epochal tectonic shift” in strategy, which he announced with great fanfare in the wake of Russia’s invasion of Ukraine. With the war in Ukraine grinding on, Russia continuing to saber-rattle and Donald J. Trump gaining momentum for a return to the White House, Germany has been under increasing pressure from its allies to step into a more robust security role. To live up to that pledge, Boris Pistorius, Germany’s defense minister, had asked for an increase of 6.7 billion, or $7.3 billion, over the 52 billion euros, or nearly $57 billion, in this year’s budget. The shortfall deepened concerns that Mr. Scholz’s unpopular government lacks the will or political backing to push Germans to overcome their historical reluctance to take the lead militarily since the calamity of World War II.

The Kremlin recently labeled the author — who went into self-imposed exile in London a decade ago — a “terrorist” and effectively banned his works. When President Vladimir V. Putin ordered the invasion of Ukraine in February 2022, Mr. Akunin wrote on Facebook, “Russia is ruled by a psychologically deranged dictator and worst of all, it obediently follows his paranoia.” At that time, he began contemplating how cultural figures fleeing abroad might still reach their domestic audience and perhaps help to spur change at home. Being cut off from his own readers lent the project special urgency. “I have to say, the amount of work and writing I’ve been doing over these two terrible years, never in my life have I written so much,” he told the audience members, who laughed when he said that a writing binge trumped a drinking binge. “It is a form of escapism.”

On Friday afternoon, Sneh Zala, 24, waited for celebrities to arrive on the red carpet for the wedding of Anant Ambani, the youngest son of India’s richest man, and Radhika Merchant, a daughter of a fellow business tycoon. The red carpet was set up in a room adorned with lanterns and red and orange garlands and floral arrangements. It’s not every day that Kim and Khloé Kardashian, John Cena and Boris Johnson gather in Mumbai for an Indian wedding. Mr. Zala was one of about 100 media members clamoring next to the red carpet, not a common addition at most weddings. But given the sheer amount of celebrities present, including Bollywood superstars, several members of the Indian cricket team, former prime ministers and billionaire businessmen, and the fabulous Indian clothes on display, a runway seemed in order.

London CNN —The Labour Party has won a landslide victory in the UK general election, sweeping into power after 14 years of Conservative rule on the back of a wave of public disillusionment. There are two sides to Tiago Rodrigues, the Portuguese director who has led the Avignon Festival since last year. One — gentle, introspective, given to dissecting intimate human conflicts — has long been evident in his stage productions. That includes “Hecuba, Not Hecuba,” his latest premiere in Avignon, in which a mother fights for justice after her son is mistreated by a state institution. On the other side, Rodrigues has also turned out to be a combative, politically outspoken leader for the French festival, a marquee event on the international theater calendar.
