BOSTON (Reuters) - More than 80% of ships are speeding through "go slow" zones set by environmental regulators along the U.S. East Coast to protect endangered North Atlantic Right Whales, according to a report released on Thursday by environmental group Oceana. Oceana said it analyzed boat speeds from November 2020 through July 2022 in slow zones established by the National Oceanic and Atmospheric Administration (NOAA) along the East Coast and found that 84% of boats sped through mandatory slow zones, and 82% sped through voluntary slow zones. "NOAA Fisheries’ approach evaluates overall compliance based on the percent of the total distance traveled by AIS-equipped vessels in the speed zones at compliant speeds," it said. It pointed out that ships sometimes enter the zones above 10 knots before slowing down. Oceana said it used data from Global Fishing Watch, an international nonprofit organization founded by Oceana in partnership with satellite imagery providers SkyTruth and Google, to track ship speeds and locations.

DeepMind's Mustafa Suleyman recently talked about setting boundaries on AI with the MIT Tech Review. "You wouldn't want to let your little AI go off and update its own code without you having oversight," he told the MIT Technology Review. Last year, Suleyman cofounded AI startup, Inflection AI, whose chatbot Pi is designed to be a neutral listener and provide emotional support. Suleyman told the MIT Technology Review that though Pi is not "as spicy" as other chatbots it is "unbelievably controllable." And while Suleyman told the MIT Technology Review he's "optimistic" that AI can be effectively regulated, he doesn't seem to be worried about a singular doomsday event.

OpenAI launched a system to spot AI text, but just shut it down because it didn't work. So, developing a way to spot what is AI text versus human text is foundational. TOKYO, July 19 (Reuters) - Japan needs to rapidly expand computing power as it vies to become a global leader in artificial intelligence, said Hideki Murai, a special AI adviser to Prime Minister Fumio Kishida. "The government's key priority is computing power. We feel a real sense of crisis about that," Murai, a ruling Liberal Democratic Party lawmaker who heads the government's AI strategy team, told Reuters in an interview on Tuesday. Japan, the world's third-largest economy, has been slow to invest in the field, and lags the United States in AI computer infrastructure. Some 3,000 companies in Japan have access to a supercomputer at the government's National Institute of Advanced Industrial Science and Technology (AIST) offering 0.8 exaflops of computing power.

The MT Arman 114 was carrying 272,569 metric tons of light crude oil, valued at 4.6 trillion rupiah ($304 million), when it was seized last week, the Indonesian authorities said.
