As energy-strapped Europe watches closely for signs of how cold it might get this winter, one of the continent’s most prominent forecasters is expecting a mild next few months. The European Union’s Copernicus Climate Change Service, in a seasonal outlook released Sunday, said it had grown more confident of milder weather than usual over the next three months in Europe. But it warned cold snaps are likely through December.
European fertilizer producers are restarting production across the continent, spurred on by the recent, sharp fall in natural-gas prices, though other energy-intensive industries are taking a wait-and-see approach to their own capacity cuts. Norway’s Yara International ASA, one of the world’s largest fertilizer companies, said that it was now operating at 65% of its European ammonia capacity—having slashed output to just over a third of its total capacity for much of the second half of this year. Commodity research firm CRU International Ltd. said Yara’s moves are in line with other producers. Overall, European fertilizer output is now at about 63% of total capacity, having previously stood at around 37% at the start of October, CRU said.
LONDON—One of the first closely watched seasonal outlooks for what the European winter holds sees colder and drier weather than usual across the U.K. and Northern Europe, conditions that could add pressure on governments and companies managing the continent’s supply of natural gas. The U.K. Meteorological Office on Monday said there was an increased likelihood of the next three months being colder than normal with average temperatures likely to sit between four and just-below six degrees Celsius, equivalent to between 39.2 and 42.8 degrees Fahrenheit, in the U.K., which is slightly below the average seen over the last five years. The forecasting agency added that it was also likely to be drier than normal, with lower chances of heavy rainfall between November and January.

The International Seabed Authority, a United Nations observer organization, is drawing up a regulatory framework for deep-sea mining based on data collected from explorations conducted by TMC and other ventures to inform its decisions. PREVIEWThe ISA is expected to meet member nations in March, when deep-sea exploration and its regulations are expected to be discussed. TMC started conducting pilot testing in September 2022 to determine whether deep-sea mining would harm the environment. For most mining companies, exploration licenses usually are a significant step in attracting funds, but the lack of clarity around the legality of deep-sea mining is creating a barrier. TMC remains key but not imperative to the lobbying push to change or confirm regulations on mining of the deep sea, industry participants said.

Deep-sea mining for battery metals is moving a step closer to reality after one of the most prominent companies in the space received approval to test whether it is safe to collect nodules from the sea floor. The Metals Company, based in Vancouver, received permission from the International Seabed Authority to collect iron or manganese nodules from the sea floor between Hawaii and Mexico, testing if it is viable to extract battery metals from the ocean for commercial purposes.
