CNN —Two Russian warships were damaged after Ukraine launched an extensive assault on a Russian ship repair base in Crimea early Wednesday morning, officials said, in what appears to be Kyiv’s most ambitious strike on the port since the war began. Russia’s Defense Ministry said Ukrainian armed forces attacked the Sergo Ordzhonikidze shipyard in Sevastopol, which Russia uses as a repair base for its Black Sea Fleet, with 10 cruise missiles and three unmanned boats. CNN —President Joe Biden is expected to make a final decision soon on sending long-range missiles to Ukraine for the first time, a major step recommended by the State and Defense departments after months of Ukrainian requests, people familiar with the discussions told CNN. Discussions about sending the long-range Army Tactical Missile Systems, also known as ATACMS, picked up substantially in recent weeks, the sources said. Currently, the maximum range of US weapons committed to Ukraine is around 93 miles with the ground-launched small diameter bomb. ATACMS missiles are fired from HIMARS rocket launchers, the same type of vehicle that launches the Guided Multiple Launch Rocket System (GMLRS) missiles that Ukraine already employs. “When we talk about long-range missiles for Ukraine, it is not just a whim, but a real need,” the head of Zelensky’s office, Andriy Yermak, said on Telegram on Monday.

Moscow has conducted long-range air strikes on targets in Ukraine since the start of its invasion last year. The Romanian Defence Ministry said Romania was not hit. "The ministry of defence categorically denies information from the public space regarding a so-called overnight situation during which Russian drones would have fallen in Romania's national territory," it said. "We heard the drones, the booms and the air defence systems across the river," she told Reuters by telephone. Ukraine’s South Military Command said that at least two civilians were injured and that port infrastructure on the Danube River had been hit in the attack, which lasted more than three hours and involved more than two dozen drones. Ukraine’s Air Force said it shot down 22 out of 25 attack drones and the State Emergency Service posted photos of firefighters in the Odesa region trying to extinguish a blaze. The officials did not specify where exactly the strikes landed but local Ukrainian media reported explosions in the port city of Reni on the Danube, just across the water from Romania. Andriy Yermak, the head of the Ukrainian president’s office, condemned the overnight attack. July 30 (Reuters) - Ukraine is to start consultations with the United States this week on providing security guarantees for Kyiv pending the completion of the process of joining NATO, a senior Ukrainian official said on Sunday. The talks, announced by President Volodymyr Zelenskiy's chief of staff, are a follow-up on pledges issued by the G7 group of advanced countries after this month's NATO summit in Lithuania to draw up and honour security guarantees. "Security guarantees for Ukraine will be concrete, long-term obligations ensuring Ukraine's capacity to defeat and restrain Russian aggression in the future. Yermak said the guarantees "will be in effect until Ukraine secures NATO membership." Members of the G7 agreed for each nation to negotiate agreements to provide security guarantees and help Ukraine bolster its military.

OUTSIDE AVDIIVKA, Ukraine — The headquarters of one of the battalions in Ukraine’s 53rd Mechanized Brigade smells of fresh cut pine trees. The scents are from the wooden support beams in the labyrinth of trenches that make up most of the unit’s rudimentary base outside the embattled town of Avdiivka. As the war enters its 17th month, the fighting has developed a noticeable rhythm. Russia and Ukraine are locked in a deadly back and forth of attacks and counterattacks.
