Ties between Russia and North Korea have deepened in recent years with the countries — which are both heavily sanctioned by the West — hailing their strategic cooperation in the spheres of defense and trade. North Korea has not been shy in its outpourings of reverence for Putin, describing him as a "comrade-in-arms" in the battle against what both countries see as Western hegemony. Analysts say the deepening relationship between Russia and "rogue" state North Korea is increasingly hazardous for the West. CNN —A United Nations inquiry into the first few months of the war in Gaza has found both Israel and Hamas committed war crimes and grave violations of international law, in the body’s first in-depth investigation into the October 7 attacks and the ensuing conflict. Eyewitnesses told CNN Thursday how fighters from Sudan’s paramilitary Rapid Support Forces (RSF) descended upon Wad al-Nour village in the central Al-Jazira state on Wednesday. Both the Sudanese army and the RSF have faced damning accusations of civilian massacres since the civil war broke out in April 2023. The RSF acknowledged the attack in a statement Wednesday and said it was a pre-emptive attack on Sudan’s Armed Forces (SAF), camps in Wad Al-Noura in response to a planned attack by the army. This was not the first attempt by the RSF to control Wad al-Noura, as they have tried several times to take the village. Since the conflict started, both the Sudanese army and the RSF have faced damning accusations of civilian massacres.

CNN —A delegation of Kenyan “command staff” has arrived in Haiti, according to a law enforcement source in the country, ahead of the long-delayed arrival of a Kenyan-led multinational security support force in the Caribbean nation. Members of the delegation are also expected to meet with US and United Nations officials in the country, sources said. The UN Security Council last year authorized a multinational mission to support Haiti’s National Police in battling deadly gangs that have seized control of much of the capital Port-au-Prince. But despite strong support from the US and other regional powers, the mission has been mired in uncertainty and legal challenges for months. London CNN —Pressure is mounting on British Prime Minister Rishi Sunak to suspend the sale of arms to Israel following the deadly attack on a convoy of aid workers in Gaza. Calls for Sunak to stop supplying Israel with weapons grew after an Israeli airstrike on Monday killed seven members of staff from World Central Kitchen, three of whom were British citizens. The government is still waiting for legal advice from its lawyers on whether or not selling arms to Israel is in breach of international law. However, parliamentary estimates show that the UK has still licensed arms worth over $725m. The family of one of the aid workers killed former Royal Marine James Henderson, have criticized the UK sale of arms to Israel.

Russia's move to effectively disband the panel of experts monitoring longstanding United Nations sanctions against North Korea points to a "grim future" for the sanctions enforcement, three former members of the panel told Reuters. Russia vetoed the annual renewal of the multinational panel of experts on Thursday, which has spent the last 15 years monitoring U.N. sanctions against North Korea over its nuclear weapons and ballistic missile programs. Beijing and Moscow have denied breaking sanctions but have blocked new measures at the UN Security Council and advocated lifting some existing sanctions on North Korea, blaming the West and its allies for exacerbating tensions. "Russia's vote, along with its blatant violation of sanctions by buying conventional arms from North Korea, years long history of ignoring their obligations, and at least tacit support from China suggest that the future is grim for the DPRK sanctions regime," he said, using the initials of North Korea's official name, the Democratic People's Republic of Korea.

International sanctions and UN investigations into North Korea’s illegal weapons program have previously been backed by Russia. North Korea has also gained a powerful backer at the UN which wields veto power. While UN sanctions prohibit arms transfers to or from North Korea, the Kim regime has become a big supplier of weapons to Putin’s war effort in Ukraine. The vote in the 15-member Security Council on Thursday was 13 in favor, Russia opposed and China abstaining. But as Russia holds veto power, the resolution to continue the panel of experts’ work failed.

Israeli Prime Minister Benjamin Netanyahu’s office has agreed to reschedule a planned meeting with US and Israeli officials to discuss a possible operation in Rafah, the White House confirmed Wednesday, just days after Netanyahu canceled the delegation. “The Prime Minister’s Office has agreed to reschedule the meeting dedicated to Rafah,” White House press secretary Karine Jean-Pierre said. During Wednesday’s briefing, the press secretary declined to say when the administration is hoping to reschedule the meeting, but emphasized it’s an “urgent” priority. Netanyahu canceled the delegation’s planned trip this week over objections to the US abstaining from a UN Security Council vote calling for an immediate ceasefire in Gaza. An Israeli official told CNN they are in the process of rescheduling the visit to DC to hear US ideas for how to target Hamas in Rafah.

Disagreements over the impending invasion of Rafah and the worsening humanitarian disaster in Gaza have driven relations between Netanyahu and US President Joe Biden to a low. The White House said Wednesday that Netanyahu had agreed to reschedule the planned visit by the Israeli delegation to Washington to discuss the possible Rafah operation.
