Israel stepped up its ground and air offensive in the Gaza Strip overnight, rejecting the United Nations' demand for a humanitarian truce. "We reject outright the UN General Assembly despicable call for a ceasefire," Foreign Minister Eli Cohen said in a social media post on X, vowing to "eliminate Hamas." Overnight, Gaza saw "the heaviest and most sustained bombardment" to date, according to NBC News. Inside the besieged territory, one NBC crew member said it was "very dangerous everywhere," amid extensive shelling and bombings from above and on the ground. Communications with those inside Gaza have been cut off with a near-total blackout of internet and mobile phone services.

CNN —The Israel Defense Forces (IDF) is “expanding ground operations” in the Gaza Strip, IDF spokesman Rear Admiral Daniel Hagari announced Friday, as intense airstrikes rocked the besieged enclave and with communications links reportedly severed. Gaza residents told CNN the strikes were the most intense they have experienced since Israel began to retaliate against Hamas’ October 7 terror attack nearly three weeks ago. A huge wall of heavy smoke that lasted 15 to 30 minutes also blew from Gaza into southern Israel earlier Friday evening. “We have, of course, certainly seen Israel undertake varied operations on the ground in the last couple of days,” National Security Council spokesman John Kirby told reporters Friday. He also declined to say if the Biden administration has confidence that Israel has fully considered the ramifications of a ground incursion.

Washington CNN —The US carried out airstrikes targeting two facilities linked to Iranian-backed militias in eastern Syria on Thursday, according to a statement from Defense Secretary Lloyd Austin, following a series of drone and rocket attacks against US forces in the region. He directly accused Iran of having a role in the attacks on US forces, saying in the statement, “Iran wants to hide its hand and deny its role in these attacks against our forces. We will not let them.” Austin also promised further strikes if the attacks by Iran’s proxies continue. Earlier Thursday, the US announced it is deploying about 900 troops to the Middle East - with the potential for many more. The US strikes follow a growing number of attacks against US forces in Iraq and Syria since October 17.

CNN —Russia is campaigning for a return to the United Nations’ Human Rights Council – after being suspended just last year for invading Ukraine. Russia’s war in Ukraine war is still grinding on, and several UN human rights investigations have accused Moscow of committing human rights abuses. The Human Rights Council is made up of 47 member states, distributed by geographic region and elected by fellow nations. Russia joined the Human Rights Council in January 2021. “Every day Russia and China remind us by committing abuses on a massive scale that they should not be members of the UN Human Rights Council,” Human Rights Watch UN director Louis Charbonneau said.

CNN —President Joe Biden and his top aides are absorbing the explosion of violence in Israel on Saturday and contending with a complicated diplomatic situation unlike any previous conflict between the Israelis and the Palestinians. A fractured political environment among the Palestinians will make it difficult for American officials to identify a reliable negotiating partner. The last time major violence broke out between Gaza and Israel, Biden and senior American officials played a critical behind-the-scenes role in brokering a ceasefire. It included a lengthy one-on-one component without any aides present, and Biden invited Netanyahu to visit the White House. Still, Netanyahu’s attempts to keep his far-right governing coalition together could make American diplomatic intervention in the conflict even more difficult as he comes under pressure for a full-scale response.

That left the Biden administration’s $24 billion request for fresh military aid, submitted to Congress in the summer, in limbo. While it’s unclear who might succeed him, several potential candidates are skeptical about continuing support for Ukraine at current levels. Let’s be clear, if the US Congress does not pass a funding bill, Ukraine will be in deep trouble. But for Ukraine’s military planners, the uncertainty is an immense challenge as they try to plot any winter offensive or where to place air defenses. Bryan R. CNN —Russia is formally seeking to rejoin the United Nations’ Human Rights Council, nearly 18 months after it was suspended from the body following its invasion of Ukraine. Russia has been accused of a huge number of human rights abuses over the course of its war in Ukraine, and the International Criminal Court has issued an arrest warrant for its President Vladimir Putin over an alleged scheme to deport Ukrainian children to Russia. Russia had joined the council in January 2021, as one of 15 countries elected to serve a three-year term. Russia remains one of five permanent members of the UN’s Security Council, and no clear legal framework exists to remove it from that post. Moscow last took the presidency of that council, which rotates among the 15 members on a monthly basis, in April.

They (European states) trampled upon their commitments,” Raisi told CNN’s Fareed Zakaria in New York on the sidelines of the UN General Assembly this week. Nuclear power, which Iran says is the purpose of its nuclear program, requires uranium to be enriched to 3% to 5%. There is also concern that if Iran’s nuclear program is not kept in check, it could lead to further nuclear proliferation in the Middle East. The agreement capped Iranian uranium enrichment at 3.67% in exchange for sanctions relief. “Now, you see that the Iranians and the Americans have reached an understanding that has toned down Iran’s nuclear program, in which Europe played no role,” Vaez said.

CNN —It is hard to imagine any world leader wanting to share the foreign policy swamp in which the beleaguered Canadian Prime Minister, Justin Trudeau, currently finds himself. Nijjar led a group pushing for the creation of an independent Sikh homeland in northern India called Khalistan. The Biden administration can’t be blamed for prioritizing its ongoing bromance with India and Prime Minister Narendra Modi over the bilateral relationship with Ottawa. A cynic might say that prematurely publicizing the explosive findings against India is a diversion tactic to steer attention away from the China interference file and the domestic issues piling up. Or that it is simply amateur hour at the offices of the prime minister and foreign affairs.

Many of the formal speeches delivered before the green stone in the General Assembly could have been performed straight to camera, with few other people in the room (and in 2020, they were). The General Assembly, she said, actually “overshadows what the U.N. does well." In-person relations are as important, if not more so, for non-governmental organizations with stakes in the outcomes, attendees said. Many at the General Assembly, and those observing it closely from afar, declined to discuss the substance of negotiations that may never ultimately come to fruition. But the General Assembly week “provides a critical mass that allows you to do all the things that you would prefer to do in person,” Rathke said.

A senior EU diplomat told CNN: “Ukraine already offered Poland a solution on grain. The country is currently trying to join both the EU and NATO, for which it has unanimous support. Most EU member states accept that in order to accommodate Ukraine, there will need to be substantial reform to how the EU operates. But his focus was on Ukraine’s Western backers and NATO – a mutual defense organization formed in the aftermath of World War II to defend Western nations from the Soviet Union. The Russian Foreign Minister also shut down the possibility of Russia returning to the Black Sea grain deal, saying the Kremlin felt it had been deceived. Russia withdrew from the UN-brokered deal in July, after saying for some time that it had been prevented from adequately exporting its own foodstuffs. The now-collapsed deal had allowed Ukraine to export much-needed grain by sea, with ships bypassing a Russian blockade in order to reach global markets. CNN —Israeli Prime Minister Benjamin Netanyahu said it is “likely” Israel will reach a normalization agreement with Saudi Arabia, in what would mark a seismic foreign policy shift for both countries as they edge closer to reaching a deal mediated by the US. Speaking to CNN’s Kaitlan Collins in an interview on Friday, Netanyahu touted the potential pact as “a quantum leap” in the region. Saudi Arabia, like many Arab states, does not currently recognize Israel; such a deal would have potential to enhance Israel’s acceptance in the Muslim world, particularly considering Saudi Arabia’s role as the custodian of Islam’s holiest sites. Netanyahu has made tightening relations with Saudi Arabia a linchpin of his premiership, although it is unclear what kind of concessions toward Palestinians would be allowed by his right-wing coalition. Israel says the raids are intended to prevent or punish Palestinian militant attacks on Israeli civilians because the Palestinian Authority is failing in its security obligations.

Poland’s decision was both sudden and predictable, coming after months of tensions over a temporary ban on Ukrainian grain imports to a number of European Union countries. “We no longer transfer weapons to Ukraine because we are now arming Poland,” Polish Prime Minister Mateusz Morawiecki said in a blunt social media statement on Wednesday. But three nations – Poland, Hungary and Slovakia – said they intended to defy the change and keep the restrictions in place. They are particularly suffering in their stronghold rural regions in eastern Poland, where agriculture is an important economic pillar. REUTERS/Dado Ruvic/Illustration Acquire Licensing RightsBRUSSELS/STOCKHOLM, Sept 21 (Reuters) - European Union lawmaker Brando Benifei, who is leading negotiations on artificial intelligence rules, on Thursday urged EU countries to compromise in key areas in order to reach agreement with the bloc's executive by the end of the year. The thorniest issues are biometric surveillance and copyrighted material used by ChatGPT and other generative AI. Lawmakers want a ban on AI use in biometric surveillance but EU countries led by France want exceptions for national security, defence and military purposes. Lawmakers also want AI legislation to cover copyrighted material used by companies like OpenAI, backed by Microsoft Corp (MSFT.O), while EU countries say the bloc's current copyright rules offer sufficient protection. Copyright should be dealt with in the copyright law," she told Reuters, chiming with EU countries on the second matter.
