Russia attacked Ukrainian energy infrastructure with missiles and drones on Thursday, in what President Vladimir V. Putin said was retaliation for Kyiv’s hitting Russian territory with long-range American missiles. Mr. Putin suggested that such strikes could be stepped up, after millions of Ukrainians were left without power on Thursday, Ukrainian officials said. Ukraine’s energy ministry said it was the 11th major attack on the country’s energy infrastructure this year. The total extent of the damage was not immediately clear, but explosions were heard in cities across Ukraine, and many officials reported power outages. “The energy sector is under massive enemy attack again,” Ukraine’s energy minister, Herman Halushchenko, wrote on his Facebook page.

Three American citizens who had been detained in China were released, a State Department spokesperson said Wednesday. Li, 70, who is from Long Island, New York, was detained in 2016 and sentenced to 10 years in 2018 on espionage charges his family says are baseless. The announcement on Wednesday follows the surprise release in September of American pastor David Lin, whom like Li and Swidan the U.S. had classified as wrongfully detained. He had been jailed in China since 2006 after being sentenced to life in prison on charges of contract fraud. The International Criminal Court’s chief prosecutor asked judges on Wednesday to issue an arrest warrant for the head of Myanmar’s military regime for crimes committed against the country’s Rohingya Muslim minority. From a refugee camp in Bangladesh, the court’s top prosecutor, Karim Khan, said in a statement that he intends to request more warrants for Myanmar’s leaders soon. “In doing so, we will be demonstrating, together with all of our partners, that the Rohingya have not been forgotten. CNN —The chief prosecutor of the International Criminal Court (ICC) is seeking an arrest warrant for Myanmar’s military leader for crimes committed against the persecuted Rohingya minority group. As a result of the violence, the ICC estimated that more than one million Rohingya were forcibly displaced from Myanmar — many fleeing to neighboring Bangladesh. Min Aung Hlaing is the leader of Myanmar’s powerful military, known as the Tatmadaw, which seized power in 2021.
