Two special prosecutors said Monday they will file a criminal obstruction of justice charge against a former Kansas police chief who directed warrant searches of a publisher and his newsroom over its retrieval of public information. As of Monday, prosecutors hadn't filed any criminal charges against former Marion Police Chief Gideon Cody. It was not immediately clear if they would be seeking a felony or misdemeanor charge against Cody. The special prosecutors are working with the Colorado Bureau of Investigation, which stepped in at the request of the Kansas Bureau of Investigation. “The findings will be incorporated into charges which will be sought in Marion County District Court,” the report said.

CNN —Ukraine’s military has claimed it sank a Russian submarine in a port in Crimea, in what would be another major setback for Moscow in the occupied peninsula. The submarine Rostov-on-Don was hit in the port of Sevastopol on Friday, the General Staff of Ukraine’s Armed Forces said in a statement Saturday. “The boat sank on the spot,” the General Staff said, without providing further evidence. The submarine was “severely damaged” in a Ukrainian missile attack in September 2023, according to Ukraine’s General Staff. In addition to striking the submarine, Ukrainian forces also severely damaged four S-400 anti-aircraft missile launchers on Friday, the Ukrainian General Staff said.

“There’s a lot of mistrust going on there.”As fire behavior grows intense because of climate change and overgrown forests, doubts can fester in rural communities as fire managers operate more conservatively than in the past. “Now, we’re seeing fires act more radically, make their own weather and be more unpredictable.”This dynamic is playing out in rural communities elsewhere. Stasiewicz said that based on her own focus groups, surveys and interviews, sentiments like Courtney’s are becoming more common in rural communities. Evacuation often carries a stiff financial cost, she said, and some rural residents worry their properties won’t be prioritized. “We can sometimes see rural communities lose compared to more developed areas.

A tanker carrying 1.4 million liters of industrial fuel capsized off the coast of Philippines, leading to one casualty and a vast oil spill, local authorities said Thursday. The vessel had departed Limay and was bound for fellow Philippines' port of Iloilo, according to data from MarineTraffic.com. The Coast Guard said it is now addressing the oil spill and intends to finish siphoning the fuel from the sunken tanker to prevent further spreading within seven days. The Philippine Coast Guard Aviation Command separately alerted that it had deployed air assets on a search-and-rescue mission to the sunken tanker. The Philippines-flagged tanker MT Princess Empress suffered engine troubles in rough seas and sank with its load of 800,000 litres of industrial fuel oil off the central Oriental Mindoro province.

There may be relief for the thousands of Americans whose savings have been locked in frozen fintech accounts for the past two months. Banks involved in the mess caused by the collapse of fintech intermediary Synapse have made progress piecing together account information for stranded customers that could result in a release of funds in a matter of weeks, according to a person briefed on the matter. The development comes as regulators, including the Federal Reserve and the Federal Deposit Insurance Corporation, pressure the banks involved to release funds after media and lawmakers have heightened awareness of the debacle. Beginning in May, more than 100,000 customers of fintech apps like Yotta, Juno and Copper have been locked out of their accounts. "We're strongly encouraging Evolve to do whatever it can to help make money available to those depositors," Federal Reserve Chair Jerome Powell told the Senate banking committee Tuesday.

A strike by the staff of the nation’s largest teachers’ union has prompted President Biden to cancel a speech on Sunday in Philadelphia, where he was scheduled to address thousands of delegates to the union’s annual convention. The strike has shut down the last three days of the four-day convention, as delegates declined to cross a picket line. “President Biden is a fierce supporter of unions and he won’t cross a picket line,” a statement from his campaign said, adding that the president was still planning to travel to Pennsylvania over the weekend. The National Education Association has about 2.5 million members nationwide, not including retirees, according to a recent government filing. CNN —Hundreds of basketball-size space rocks slam into Mars each year, leaving behind impact craters and causing rumblings across the red planet, according to new research. During its time on Mars, InSight used its seismometer to detect more than 1,300 marsquakes, which take place when the Martian subsurface cracks due to pressure and heat. Meteoroids are space rocks that have broken away from larger rocky bodies and range in size from dust grains to small asteroids, according to NASA. “We’re interested in studying that on Mars because we can then compare and contrast what’s happening on Mars to what’s happening on the Earth. Between 280 and 360 meteoroids hit the red planet each year, and they form impact craters larger than 26 feet (8 meters) across, according to the study.
