CNN —US Rep. Donald Payne Jr., a New Jersey Democrat, has died, Speaker Mike Johnson announced on Wednesday. “We are saddened to be informed of the passing today of congressman Donald M. Payne, Jr.,” Johnson said in a post on X. His father, Donald Milford Payne, was the first Black congressman to represent the state and served in the seat from 1989 until his death in 2012. CNN —The Arizona House of Representatives voted Wednesday to overturn the state’s 160-year-old abortion ban, setting the stage for a repeal that would leave the state’s 15-week restriction on the procedure in place. CNN —A US sailor who served in Japan was found guilty on Friday at a general court martial for attempted espionage, failure to obey a lawful order and attempted violation of a lawful general order. The sailor, Chief Petty Officer Bryce S. Pedicini, will be sentenced on May 7, according to a statement from the Naval Criminal Investigative Service. Navy prosecutors said that included photographs of a classified computer screen that he attempted to transfer to a foreign government. The charge sheet does not specify which foreign government. Originally from Tennessee, Pedicini enlisted in the Navy in 2008, according to his Navy record.

Washington CNN —A bill that reauthorizes Section 702 of the Foreign Intelligence Surveillance Act cleared a procedural hurdle on Thursday, paving the way for its passage ahead of a looming Friday night deadline when the intelligence community surveillance tool expires. CNN —The National Park Service is gearing up to remove nearly 160 cherry trees in Washington, DC, in an effort to repair the city’s deteriorating seawalls, the agency announced Wednesday. More than 450 trees, including 274 cherry trees, will be replanted in the area when the project is finished, the NPS said in a statement. “And there will be an enormous increase in the number of trees that are out there.”Rising sea levels and warming temperatures threaten the thousands of cherry trees in Washington, DC. CNN —Vice President Kamala Harris said in a meeting Saturday with Egyptian President Abdel Fattah el-Sisi that Washington will not allow for the forced relocation of Palestinians or any redrawing of the current border of the Gaza Strip. “Under no circumstances will the United States permit the forced relocation of Palestinians from Gaza or the West Bank, the besiegement of Gaza, or the redrawing of the borders of Gaza,” Harris said, according to a statement from the vice president’s office. However, regional leaders like Jordan’s King Abdullah II have expressed concerns that Israel could use the conflict to seize parts of Gaza or expel its Palestinian residents. It’s unclear what role Israel plans to play after the conflict ends. During their meeting, Harris and Sisi discussed “ideas for post-conflict planning in Gaza including efforts on reconstruction, security, and governance,” the statement said.

The appeals court paused the gag order earlier this month, but on Thursday said it should be restored while the official appeal is pending. During a break in the trial Thursday morning, Engoron announced the appeals court ruling reinstating the gag order.
