A Russian frigate armed with the Zircon weapon system has been deployed to the joint exercise. Along with the Avangard hypersonic glide vehicle which entered combat duty in 2019, the Zircon forms the centrepiece of Russia's hypersonic arsenal. South Africa has defended its decision to host the Mosi II naval exercise despite the concerns of diplomats from European Union and NATO countries.
Officials plan to procure up to 500 megawatts (MW) from private power companies by 2026 to provide roughly a third of the city's annual 1,500-1,800 megawatts (MW) electricity needs. The neighbouring Ekurhuleni municipality has signed deals with 46 private power companies for 700 MW, according to its 2020/2021 annual report. Hill-Lewis said Cape Town also plans to change its energy policy to allow households and businesses that produce solar power to sell the excess to the city. In Cape Town, for those wanting to sell excess power to the city, a 12,000 rand feed-in meter is required.
"These exercises are going to be a lightning rod," said Steven Gruzd, of the South African Institute of International Affairs. "South Africa, like any independent and sovereign state, has a right to conduct its foreign relations in line with its ... national interests," South Africa's defence ministry said last month. Russia's defence ministry did not respond to a request for comment, and South Africa's National Defence Force has denied the TASS report. China is now Africa's top bilateral trading partner, but the EU is by far the largest market for South African exports. Domestic critics of South Africa's push to deepen ties with Russia and China say that economic reality alone should be enough to give the government serious pause.
[1/4] South African President Cyril Ramaphosa speaks during his 2023 state of the nation address in Cape Town, South Africa, February 9, 2023. "We are in the grip of a profound energy crisis," Ramaphosa said in his annual State of the Nation Address to parliament. State electricity utility Eskom is implementing the worst rolling blackouts on record, leaving households in the dark, disrupting manufacturing and hurting businesses of all sizes. Declaring a national state of disaster gives the government additional powers to respond to a crisis, including by permitting emergency procurement procedures with fewer bureaucratic delays and less oversight. Ramaphosa said on Thursday he would appoint a minister of electricity within the presidency to focus solely on the crisis.
[1/2] South Africa's Foreign Minister Naledi Pandor shakes hands with Russia's Foreign Minister Sergei Lavrov, ahead of their bilateral meeting in Pretoria, South Africa, January 23, 2023. Lavrov met his South African counterpart, Naledi Pandor, after flying in earlier in the day on a trip some South African opposition parties and the small Ukrainian community have condemned as insensitive. President Cyril Ramaphosa's government regards South Africa as neutral in the Ukraine conflict and has expressed a desire to mediate. The South African armed forces said last week the exercise is a "means to strengthen the already flourishing relations between South Africa, Russia and China". There was no official public comment from the Ukrainian embassy but officials said it had asked the South African government to help push President Volodymyr Zelenskiy's 10-point peace plan, which he proposed to the G20 in November.
SummarySummary Companies Coal miners struggling to fund expansion plansThermal coal costs more than coking coal after price surgeMost Western bankers pulling back from coal industryLONDON, Nov 24 (Reuters) - It's the best of times, it's the worst of times. At least when it comes to mining coal. With funding hard to come by from Western banks, coal miners outside China have turned more to equity markets this year. "With regard to thermal coal mining, any transaction in coal mining requires an enhanced environmental risk review," a Deutsche spokesperson said, adding that the bank was updating its coal policy. Bens Creek listed shares partly because of the lack of appetite from banks to support any expansion of coal mining, chief executive Wilson said.
Now it bustles with vessels loading up with coal, as Russia's invasion of Ukraine drives a worldwide race for the polluting fuel. The resurgent coal demand, driven by governments trying to wean themselves off Russian energy while keeping a lid on power prices, clashes with climate plans to shift away from the most polluting fossil fuel. Global seaborne thermal coal imports reached 97.8 million tonnes in July, the highest level on record and up more than 9% year-on-year, an analysis from ship broker Braemar shows. The bloc's ban on Russian coal imports has further increased pressure on electricity generators to find alternative sources of the fuel. Russia usually provides about 70% of the EU's thermal coal, according to the Brussels-based think-tank Bruegel, while it typically supplies 40% of the bloc's natural gas.
