CNN —Ahead of potential civil unrest due to Tuesday’s presidential election, the National Guard is on standby as a precaution in several states, including Washington state and Oregon, where hundreds of ballots were damaged or destroyed after at least three ballot drop boxes were recently set on fire, officials say. Tina Kotek said in a statement Friday the National Guard is standing ready as political leaders call for peaceful protests, according to CNN affiliate KTVZ. In recent years, the National Guard has been activated in several states to assist largely with cyber security threats during elections. MANILA, Philippines — Police in the Philippines said Wednesday that they had arrested three suspects in the kidnapping of an American in the country’s south and that they believe the victim, who was shot in the leg during the abduction, is still alive. Two of the suspects in the Oct. 17 kidnapping of Elliot Onil Eastman, 26, in Sibuco town in Zamboanga del Norte province surrendered separately and pointed to a third suspect, who was arrested in Sibuco, police officials said. Three other suspects, who may be holding Eastman, have been identified, police said, adding that more people could be involved. He has been posting Facebook videos of his life in Sibuco, a remote and poor coastal town, where the suspects spotted him, Galvez said. The Abu Sayyaf group had targeted American and other Western tourists and religious missionaries, most of whom were freed after ransoms were paid.

John Herbert Sawchak, 54, was arrested in connection with allegedly shooting his neighbor, Davis Moturi, 34, in the neck on Oct. 23. The arrest came as police admitted they had failed Moturi by failing to prevent Sawchack's ongoing harassment, following a number of complaints. “But I will say this, we had no reason to suspect that he would shoot the neighbor from inside the house,” O’Hara added. O'Hara said that the shooting was caused by Moturi cutting a tree that had been planted by the suspect and his mother. A Cincinnati Zoo & Botanical Garden worker's thumb was partially amputated after a bonobo attacked during morning feeding Friday, the zoo said. The bonobo bit through a protective mesh barrier as the primate care worker was giving food and medicine to the animals during morning rounds, the zoo said. The zoo emphasized that it happened "behind the scenes" at its Jungle Trails habitat, which it said last year is home to 10 bonobos. The Jungle Trails habitat was closed for the day but was scheduled to reopen Saturday, a zoo spokesperson said. The primates share 98.7 of their DNA with humans, making them our closest relative in the animal kingdom, according to the World Wildlife Fund.

South Korea’s Unification Ministry, which handles ties with the North, said it “strongly condemns” the constitution change and South Korea’s characterization as a hostile state, and that it will not waver in its efforts toward peaceful reunification. North Korea has previously announced summaries of amendments after several days of delay. North Korea sharply intensified its hostile rhetoric in recent days, accusing the South of intruding on its airspace by flying drones and vowing retaliation. South Korea’s government has declined to say whether its military or civilians flew the alleged drones.
