At a referendum in Paris last month, almost 55% voted in favor of a specific parking rate for sports utility vehicles (SUVs) for non-residents. The higher charges will apply to SUVs weighing more than 1.6 metric tons that are hybrid or have a combustion engine, as well as electric SUVs weighing over 2 metric tons. According to Jens Müller, deputy director and head of policy and research at the Clean Cities campaign group, "what happens in Paris usually doesn't stay in Paris." Its plans to introduce higher parking charges for heavier vehicles which is due to come into force next June. It's a nod to the fact that pollution isn't the only potential issue with SUVs, with space and safety also of concern.

Parties to Cease-Fire Talks Offer Mixed Signals

The prediction matched that of President Biden, who said that a deal could come as soon as next week. In public, however, Hamas and Israel are sticking with their longstanding positions and not signaling any breakthrough. The two sides have not met face to face, instead negotiating through mediators in Doha, Cairo and Paris. Qatar’s foreign ministry said this week that talks were ongoing and it was too early to speculate about a resolution. Mr. Haniyeh met on Monday with the emir of Qatar and accused Israel of dragging its feet in the talks, according to a Hamas statement.

Families and supporters of Israeli hostages held since the Oct. 7 attacks gathered Saturday in Tel Aviv to call for their return. International efforts to reach a truce had stalled over Israel’s refusal to release Palestinians convicted of murder and to commit to a permanent cease-fire, two of the measures that Hamas is holding out for. They include five female Israeli soldiers and civilians, including sick, wounded and older people. It does not include male Israeli soldiers, whose release will be the subject of a separate negotiation, one of the officials said. For each of the five female Israeli soldiers in captivity, Israel would release three “heavy” prisoners — those believed responsible for major attacks — and 15 others.

Basem Naim, a Hamas spokesman, said in a text message that the militant group had yet to formally receive “any new proposals” since senior Israeli officials met with Qatari, Egyptian and U.S. mediators in Paris last week to advance a possible deal. Another Hamas official, Ahmad Abdelhadi, said that the group was sticking to its demand that Israel agree to a long-term cease-fire and that leaks about the talks were designed to pressure Hamas to soften its position. Qatar, a key mediator in the talks, also expressed caution on Tuesday, saying it could not comment on Mr. Biden’s view that negotiators were nearing an agreement. “The efforts are ongoing; all the parties are conducting regular meetings,” Majed al-Ansari, a spokesman for the Qatari foreign ministry, told reporters in Doha. “But for now, while we certainly hope it will be achieved as soon as possible, we don’t have anything in our hands so as to comment on that deadline.”

President Volodymyr Zelensky of Ukraine is making a whirlwind trip through Berlin and Paris on Friday in a bid to shore up European backing at a critical moment for his country’s fight against Russia, with United States support wavering and Ukraine desperately in need of more arms. Arriving in Berlin on Friday morning, Mr. Zelensky signed a security agreement with Chancellor Olaf Scholz of Germany. The Ukrainian leader was expected in Paris later Friday to sign a similar accord with President Emmanuel Macron of France, before an expected appearance at the Munich Security Conference on Saturday. “A historic step,” Mr. Scholz wrote in a social media post that included a picture of him and Mr. Zelensky holding the agreement after it was signed. European leaders have been scrambling to offer more support to Ukraine amid growing concerns that a $60 billion United States aid package, which passed the Senate, may yet be scuppered by Republicans in the House.

Israeli Prime Minister Benjamin Netanyahu has vowed not to pull troops out until "total victory", which he defines as eradicating Hamas. Hamas says it will not sign up to any temporary truce unless Israel commits to a withdrawal and permanent end to the war. "They haven’t entered deep into Al-Mawasi where we live but everyday they get closer," he told Reuters by phone, referring to the western district of Khan Younis along the Mediterranean Coast. Israel, which claims Hamas is using hospitals as command centres, has denied prior Red Crescent claims that it stormed the hospital. Palestinian health officials said medical teams had recovered 14 bodies of Palestinians who were killed near the centre of Khan Younis after some tanks retreated from there.

LAS VEGAS (AP) — Las Vegas hotel union workers voted overwhelmingly Monday to approve their contract agreement with casino giant Caesars Entertainment, signaling an end to lengthy labor disputes that had brought the threat of a historic strike to the Strip. The Culinary Workers Union announced on X, the platform formerly known as Twitter, that 99% of the vote favored the new five-year deal. The breakthrough deals were tentatively reached earlier this month, just hours before the union had threatened a massive walkout at 18 hotel-casinos on the Strip, including Bellagio, Paris Las Vegas, MGM Grand and Caesars Palace. By the end of the contract, Pappageorge said, union workers will be earning on average $35 hourly, including benefits. Union workers currently make about $26 hourly with benefits.

LAS VEGAS (AP) — MGM Resorts International, the largest employer on the Las Vegas Strip, was close to reaching a tentative deal with the hotel workers union, the casino company’s CEO said as the clock ticked closer to a union deadline for a sweeping strike. “This deal, when announced, will do just that.”During a break in bargaining, the union’s chief contract negotiator said he welcomed Hornbuckle’s sentiments. The union caught a break at dawn Wednesday when it reached a tentative deal with Caesars that covers 10,000 workers at the company’s flagship Caesars Palace, as well as Flamingo, Harrah’s, Horseshoe, Paris Las Vegas, Planet Hollywood, Cromwell and Linq. But experts say a walkout isn’t likely now that the union has a blueprint for a contract after reaching its breakthrough deal with Caesars. That includes walkouts in Hollywood, UPS’ contentious negotiations that threatened to disrupt the nation’s supply chain, and the ongoing hotel workers strike at Detroit’s three casinos, including MGM Grand Detroit.

But supporters of the Palestinians say they feel blocked from publicly expressing support or concern for people in the Hamas-controlled enclave of Gaza without risking arrest, their jobs or immigration status. French Interior Minister Gerald Darmanin clamped a nationwide ban on pro-Palestinian protests last week, citing the risk of public disorder. In Germany, Berlin police have approved two requests for pro-Palestine protests since the initial Hamas attacks, a police spokesperson said. Even before the Hamas attack on Israel, Germany was restricting pro-Palestinian demonstrations, with Berlin authorities banning several on public safety grounds.
