Canada's Foreign Affairs Department Hit by Data Breach

OTTAWA (Reuters) - The Canadian government said on Tuesday that its global affairs department suffered a data breach and that there was unauthorized access to personal information of users including employees. Global Affairs Canada (GAC), in a statement, said it activated an unplanned IT outage on Jan. 24 to "address the discovery of malicious cyber activity." The department, which includes the Canadian trade and foreign ministries, did not say when the data breach occurred. Canadian media, citing unnamed sources, reported earlier that internal systems were vulnerable between Dec. 20 and Jan. 24. The department said it was contacting those affected by the breach with mitigation measures and that employees working remotely in Canada had been provided with workarounds to continue their duties.

OTTAWA (Reuters) - The Canadian government on Monday said people suffering solely from mental illness will remain excluded from pursuing assisted death after a parliamentary committee said the country's healthcare was not yet ready. "We agree with the joint committee/s conclusion that more time is required and we'll be in a position in the coming days to talk about how much time we believe is required," Health Minister Mark Holland told reporters in Ottawa.

OTTAWA (Reuters) - Canada on Monday said it had dropped weapons export controls to Turkey, including drone optical technology, according to a notice posted online, saying that from now on it would review all exports on a case-by-case basis. Canada had linked resolving the export freeze with Turkey's welcoming of Sweden into the North Atlantic Treaty Organization (NATO), which it did last week. Canada will examine each export on case-by-case basis and said it can cancel permits at any time if there is misuse, the statement said. The notification process, which is standard under the international arms trade, covers Wescam sensors used in Turkey's Bayraktar TB2 drones and other dual-use goods and arms-related exports. "The Armenian National Committee of Canada (ANCC) condemns the recent decision by the Government of Canada to lift its longstanding arms embargo on Turkey," the group said in a statement online.

A second person familiar with the plan said the sides agreed it would take effect after Sweden's ratification was complete. U.S. leaders have said Turkey's ratification of Sweden's NATO membership clears the way for Ankara's long-sought purchase of U.S. F-16 fighter jets. Ottawa halted talks on lifting them in 2022 when Ankara raised objections to both Finland and Sweden's NATO bids. But it re-started talks after a NATO leaders summit in July last year, Reuters reported at the time.

Five players from Canada's 2018 world junior team have taken a leave of absence from their current clubs in recent days amid a report that five members of that team have been asked to surrender to police to face sexual assault charges. TORONTO (AP) — A Canadian judge has ruled that the government’s use of the Emergencies Act to quell weeks of protests by truckers and others angry over COVID-19 restrictions in 2022 was unreasonable and unconstitutional. In the decision released Tuesday, Federal Court Justice Richard Mosley said the invocation of the Emergencies Act led to the infringement of constitutional rights. A Canadian court found that Prime Minister Justin Trudeau’s use of the country’s Emergencies Act to end a truck convoy protest that had paralyzed the capital, Ottawa, two years ago was an unjustified infringement of civil rights, including the protection against unreasonable search and seizure, and, in some instances, the freedom of expression as well. The Federal Court of Canada decision also found that the freezing of bank accounts of people linked to the protest was similarly unjustified, but it dismissed arguments that the government had violated a variety of other rights, including those linked to peaceful assembly. The protests in Ottawa, which were initially incited by a Covid vaccine mandate for cross-border truckers, rendered most of the city’s downtown streets impassable, clogging them with parked trucks. Six days after Mr. Trudeau’s government introduced the emergency powers, an enormous force of police officers from across the country finished clearing the streets. About 230 people were arrested during the protest.

PORT CLINTON, Ohio (AP) — Twenty people were rescued from an ice floe in Lake Erie, the Coast Guard said Monday. The Coast Guard's Ninth District Great Lakes station said it received a report about 10:20 a.m. that the people were stuck on a mile-long floe about a half-mile off Catawba Island State Park near Port Clinton in Ohio. A Coast Guard helicopter was sent from Air Station Detroit and two airboats headed to the scene from nearby Station Marblehead, said Petty Officer Jessica Fontenette. Rescuers from the Put-In-Bay fire department on South Bass Island and the Ottawa County sheriff's office also assisted. The Coast Guard was able to rescue nine people; four others were rescued by the other agencies; and seven were able to get to shore themselves on an airboat, she said.

OTTAWA (Reuters) - Sexual assaults in the Canadian military rose significantly in 2022 compared to 2018, Statistics Canada said on Tuesday in the latest indication sex crimes are a fast-growing problem. In 2022, around 1,960 members of the military, or 3.5% of the total, reported they had been sexually assaulted by other people in the armed forces. The military has been under pressure for years over allegations of sexual misconduct by senior officers. The Statscan report was based on a survey of armed forces members. "These results are deplorable ... the continued prevalence of sexual misconduct in our workplace is incredibly disappointing," General Wayne Eyre, chief of the defense staff, said in a statement.

OTTAWA, Nov 30 (Reuters) - The Canadian economy unexpectedly contracted at an annualized rate of 1.1% in the third quarter, data showed on Thursday, avoiding a recession but showing growth stumbling ahead of next week's interest-rate decision. The economy avoided slipping into a technical recession - defined as two consecutive quarter-on-quarter contractions - because second-quarter GDP data was revised up to a 1.4% gain from an initial report of a 0.2% decline, Statistics Canada said. The BoC has remained on the sidelines since July after lifting its benchmark interest rate to a 22-year high of 5% to tame inflation. "The bottom line is that the economy is still sputtering along," said Royce Mendes, head of macro strategy at Desjardins Group. Real GDP most likely edged up 0.2% in October after a 0.1% gain in September, Statscan said.

OTTAWA (Reuters) - U.S. allegations that an Indian government official directed an unsuccessful plot to assassinate a Sikh separatist on U.S. soil underscores the need for India to take similar allegations by Canada seriously, Canadian Prime Minister Justin Trudeau said on Wednesday. "The news coming out of the United States further underscores what we've been talking about from the very beginning, which is that India needs to take this seriously," Trudeau told reporters in Ottawa. The U.S. charges come about two months after Canada said there were "credible" allegations linking Indian agents to the murder of a Sikh separatist leader, Hardeep Singh Nijjar, in a Vancouver suburb, in June.
