US Secretary of State Antony Blinken holds a press conference at the NATO headquarters in Brussels on Wednesday. Johanna Geron/ReutersThe Biden administration is determined “to spend every cent” in available funding for Ukraine, Secretary of State Antony Blinken said Wednesday at his last NATO foreign ministerial as top US diplomat. Speaking ahead of a likely significant change in Ukraine policy under the incoming Trump administration, Blinken said he is trying “to give the incoming administration the strongest hand to play” on Ukraine and across the board. “We are determined, and it’s fully my intent and the President’s intent, to spend every cent that we have available from the $61 billion that were authorized by Congress,” he said at a press conference in Brussels. Blinken emphasized that Ukraine must be allowed to make its own decisions about its future.

WASHINGTON — The conservative-majority Supreme Court on Wednesday dives into the culture war issue of transgender rights as it weighs whether states can restrict gender transition care for minors. Democrats, including the Biden administration in the case now at the court, have sought to increase protections for transgender people. The surgery ban is not at issue in the Supreme Court case after a lower court judge said the plaintiffs did not have legal standing to challenge it. The case being argued Wednesday reached the Supreme Court after the Cincinnati-based 6th U.S. Circuit Court of Appeals issued a ruling last year rejecting challenges to the Tennessee law and a similar measure in Kentucky.

Antony Blinken, the U.S. secretary of state, welcomed Yoon’s order to rescind emergency martial law. Pentagon spokesperson Maj. Gen. Pat Ryder said the martial law order had “essentially no impact” on U.S. forces. The Ministry of National Defense also deployed between 200 and 300 armed troops to the National Assembly grounds via helicopter, Kim Min-gi, secretary-general of the National Assembly, said Wednesday. Throngs of protesters also arrived at the building in opposition to the martial law declaration. The martial law order was lifted around 4:30 a.m. Wednesday local time (2:30 p.m. Tuesday ET).

CNN —The reach and credibility of international law is at its lowest in years as governments dismiss arrest warrants in some of the most high-profile cases to come before the International Criminal Court. Paris had fervently supported the Putin warrant, and reiterated its “longstanding commitment to supporting international justice” after the Netanyahu warrant was issued. The founding treaty of the ICC obliges the 124 signatory countries to arrest Netanyahu and Gallant, according to James Joseph, managing editor at Jurist News. The Biden administration’s criticism of the Israel warrants was as emphatic as its support for the Putin warrant. South Africa, an ICC member, ignored a warrant for the arrest of then-Sudanese leader Omar al-Bashir in 2015 when he visited.

South Korea's foe, North Korea, could seek to exploit the turmoil. Kim Jong Un, North Korea's emboldened leader, is likely watching the events in South Korea closely and may use the turmoil to his benefit. Advertisement"We should not be surprised if Pyongyang exploits the domestic crisis in South Korea to its advantage, either rhetorically or otherwise," he added. The first families left as soon as they could, emptying homes and pulling out of school after Tennessee banned gender-transition care for their children. Others chose to remain, cutting back on vacations and Christmas spending to make it to doctor appointments out of state. Even some who have stayed say they have not ruled out the possibility of leaving Tennessee in the future. This is why the stakes for families feel impossibly high as the Supreme Court hears arguments on Wednesday in a challenge to the Tennessee law. “It’s like a natural disaster happens in your family, because it changes how you are and where you feel OK.”

This is why the stakes for families feel impossibly high as the Supreme Court hears arguments on Wednesday in a challenge to the Tennessee law. rights, found that Tennessee was among the top 10 states that people departed because of the laws. But Republicans have condemned the care for transgender children in scathing terms, questioning whether anyone under 18 should make such a monumental decision and whether the care is safe and effective. At the time, Vanderbilt University Medical Center said that it was obligated to respond to the subpoena, and that it had complied with federal and state health privacy laws. The medical center, which is separate from the university in Nashville, offered no additional comment when asked about the matter in recent days.

“After over a decade of imprisonment, Narges required specialized medical care in a safe, sanitary environment – a basic human right,” the foundation said. Mohammadi has spent most of the past two decades as an inmate of Tehran’s Evin prison – notorious for housing critics of the Iranian regime. “Weeks of enduring excruciating pain in prison, despite tireless advocacy from fellow inmates, human rights organizations, and international figures, highlights the persistent disregard for Narges Mohammadi’s basic human rights and the inhumane treatment she endures,” the foundation added. While in prison, Mohammadi has continued to campaign for human rights causes, lobbying for the rights of Iranian women and calling for a peaceful resolution to the war in Gaza. Regenvanu said there was an urgent need for a response to climate change that was rooted in international law rather than politics. Mario Tama / Getty Images filesWhile advisory opinions from the International Court of Justice or World Court are not binding, they are legally and politically significant. Experts say the court’s eventual opinion on climate change will probably be cited in climate change-driven lawsuits in courts from Europe to Latin America and beyond. “As judges of the World Court, you possess the power ... to help us course correct and renew hope in humanity’s ability to address the greatest challenge of our time,” she said. Earlier on Monday, Germany also argued that the obligations of states with regard to climate change were established in the Paris climate agreement.

Decades after a woman was killed and her body was dumped in the woods of New Jersey, a suspect has been extradited from Canada to face murder charges, according to law enforcement. It was an ATV rider who had found Tignor’s body on the dirt access road that ended in a cul-de-sac, Somerset County Prosecutor John McDonald said. Bridgewater police and Somerset County investigators searched the woods for days, looking for any evidence or clues that could lead them to the killer. Tammy Tignor Somerset County Prosecutor's OfficeDNA evidence found on the Newark woman’s body provided no answers. The case could have wide-reaching implications for transgender youth living in states that have passed similar laws. After the first gender-affirming care ban for minors became law in 2021, a flurry of states passed similar measures. While 19 states passed laws banning gender-affirming care for minors last year, 11 states and the District of Columbia passed “shield” laws protecting access to care. So far this year, Ohio, Wyoming, South Carolina and New Hampshire joined the list of states banning gender-affirming care for transgender youth. Not all laws banning gender-affirming care are currently being enforced.

It’s one thing to be rich in New York City these days. It’s quite another to be able to afford private school. This divide between the haves and have-mores helps tell the story of a city turned so upside down by rising prices that even the very upper end of the middle class is feeling squeezed. Private schools are seen by many families as a crucial ladder to top colleges and social connections. New York City private schools have turned out some of the most influential people in America, including Secretary of State Antony J. Blinken; Jamie Dimon, the JPMorgan Chase chief executive; and several generations of Rockefellers and Kennedys.

President Vladimir V. Putin of Russia and senior Kremlin officials “intentionally and directly” authorized a program of coerced fostering and adoption of Ukrainian children during the war in Ukraine, according to a Yale University report that was released on Tuesday. The report provides strong new evidence for a war crimes case against Putin and other officials, the researchers said. An investigation by Yale’s Humanitarian Research Lab identified 314 children from Ukraine who have been placed in a “systematic program of coerced adoption and fostering” since Russia’s full-scale invasion in February 2022, according to the report. It details evidence of direct orders from senior Russian officials, including Mr. Putin, to carry out the adoption program. “It reveals a higher level of crime than first understood,” the Research Lab, which is part of the Conflict Observatory, a program supported by the U.S. Department of State, said in a statement.

CNN —The Biden administration is rushing assistance to Ukraine in an effort to put Kyiv “in the strongest possible position” as Russia steps up its attacks and President Joe Biden prepares to leave office in less than two months. The new tranche of military assistance includes Stinger missiles, ammunition for High Mobility Artillery Rocket Systems (HIMARS) and anti-personnel landmines. Still, two US officials and three defense officials told CNN last week that the Pentagon is unlikely to use all of the billions of dollars authorized by Congress to arm Ukraine before Biden leaves office. The administration has fewer than two months left to use nearly $7 billion, part of a larger package authorized by Congress earlier this year to help Ukraine in the war with Russia. For months, the US has run into the limits of its ability to replenish its own weapons inventories, which limited what the Biden administration has been able to send Ukraine.

Iranian rapper Toomaj Salehi was released from prison Sunday after completing a one-year sentence for speaking out against the Iranian regime, the Iranian judiciary’s Mizan news agency reported early on Monday. Salehi had been sentenced to death in April by a revolutionary court on charges linked to unrest in the country from 2022 to 2023, although Iran’s Supreme Court overturned that sentence in June. His songs eulogized months-long protests sparked by the death in police custody of Mahsa Amini, a 22-year-old Kurdish Iranian woman arrested for allegedly wearing an “improper” hijab that flouted Iran’s Islamic dress code. Salehi was arrested in October 2022 after making public statements in support of the nationwide protests. Amini’s death in September 2022 unleashed protests that posed the biggest challenge to the Islamic Republic’s clerical leaders in decades.

CNN —President-elect Donald Trump is planning to visit Paris later this week to attend the reopening of Notre Dame Cathedral on December 7, his first overseas trip since his election in November to a second term in office. “President Emmanuel Macron has done a wonderful job ensuring that Notre Dame has been restored to its full level of glory, and even more so,” Trump posted on his Truth Social platform Monday. As soon as the invitation was received, Trump told his team he wanted to attend as he has long held a fascination with Notre Dame, which was severely damaged by a fire in 2019. At the time, Trump had watched footage of the fire burning while aboard Air Force One, commenting on social media: “So horrible to watch the massive fire at Notre Dame Cathedral in Paris. Trump’s Paris visit also comes just days after another world leader, Canadian Prime Minister Justin Trudeau, flew to Florida and dined with him at Mar-a-Lago.

A Wisconsin judge on Monday struck down portions of a 2011 law that stripped most government workers in the state of collective bargaining rights and set off fierce demonstrations. The ruling by Judge Jacob Frost of the Dane County Circuit Court is certain to be appealed. “Restoring union freedoms to Wisconsin workers will strengthen Wisconsin’s middle class, lift up the voices of workers and lead to better public services for our communities,” said Stephanie Bloomingdale, the president of the Wisconsin AFL-CIO, in a statement. Republicans passed the law, known as Act 10, shortly after winning control of state government in the 2010 elections, arguing that limits on public sector unions were necessary to balance the budget and attract business investments. They advanced the legislation despite large-scale protests at the State Capitol in Madison and an attempt by Democratic lawmakers to scuttle the vote by fleeing to Illinois.
