Greg Abbott officially set the special election to replace the late Rep. Sheila Jackson Lee, D-Texas, for Nov. 5, 2024, the same day as the general election. The special election will only determine who will serve out the rest of Jackson Lee’s term, through January. There will be no primary for the general election, since Jackson Lee won that in March. Edwards mounted a primary challenge against Jackson Lee earlier this year, which Jackson Lee won by over 20 percentage points in March. Any other candidates who wish to run in the special election must declare their candidacy by August 22, the governor's official proclamation said.

We're doing everything that we need to be prepared to face a tropical storm," Tampa Mayor Jane Castor said. "We've been in Florida our whole lives, in South Florida, so hurricanes are not really a big, big thing," Silverman said.

The Summary Many young climate advocates see Kamala Harris as stronger on environmental issues than Joe Biden. President Joe Biden may have passed the United States’ most significant climate legislation ever, but many young environmental activists say they see Kamala Harris as stronger on the issue. But several young climate activists ages 16 to 29 said for them, the expansion of the fossil fuel industry during Biden’s presidency has clouded those successes. Harris’ young supporters have highlighted the settlements she secured as California attorney general with Chevron, BP and ConocoPhillips over their handling of hazardous materials. Sunrise Movement protesters gather near Vice President Harris' Brentwood home on April 14, calling on her to urge President Biden to declare a climate emergency.

Four teenagers accused of fatally beating a classmate last year in Las Vegas have agreed to plead guilty to voluntary manslaughter, which will keep them from being tried as adults, attorneys confirmed Thursday. Attorney Robert Draskovich represents one of the four teens charged in the beating. Draskovich said his client agreed to plead guilty in a deal that would crumble if one of the defendants involved changes their plea. Mellisa Ready, Lewis’ mother, told NBC affiliate KMCC of Las Vegas on Thursday that she was “dumbfounded” and "in shock" by the plea agreement. She said that she had heard from the Clark County District Attorney’s office that the teens were going to plead guilty to murder in the adult court system.

Swiss Franc banknotes sit in the office of a bank in this arranged photograph in Zurich, Switzerland, on Friday, Nov. 20, 2015. The safe-haven Japanese yen and Swiss franc traded near multi-month highs against the dollar on Friday after an unexpected slump in U.S. manufacturing fuelled fears of a downturn, sending stocks and bond yields tumbling. The yen traded around 0.2% stronger at 149.085 per dollar, after popping as high as 148.51 overnight for the first time since mid-March. They were the only two major currencies to outperform the dollar overnight, which itself draws safe-haven flows, paradoxically even when the United States is the cause for concern. ECB policymaker Yannis Stournaras raised the risk of a weak euro zone economy sending inflation below the 2% target in an interview published on Thursday, reaffirming his expectation for two rate cuts this year.

However, after EzDubs went through the Y Combinator startup program last year, the company made a quick pivot, adding Microsoft's cloud into the mix. That's because EzDubs' founders learned of a partnership that enabled Y Combinator companies to receive $350,000 worth of credits on Microsoft Azure. The current offer includes $350,000 in AWS credits, plus $300,000 reserved for tapping the custom silicon, the spokesperson said. A spokesperson later said 58% of Y Combinator startups had taken up Microsoft's credit offer, a figure that doesn't reflect actual Azure usage. "Leading AI startups use OpenAI to power their AI solutions, therefore, making them Azure customers as well."

Eleven years ago, in 2013, Holder said that Mohammed and his associates would have been “on death row as we speak” had the case gone to federal court as he proposed. But he blamed Congress for blocking a federal trial that would have resulted in swifter justice. They were dealt a bad hand by the political hacks and those who lost faith in our justice system,” Holder said in a statement to NBC News on Thursday. “If my decision to try KSM and his confederates in the tested and effective federal court system had been followed they would be nothing more than a memory today,” Holder said. Sen. Richard Blumenthal, D-Conn., said he’s “long advocated that our federal court system is perfectly capable of conducting this kind of trial” and was well-suited to handling serious crimes.

The Fed is expected to start cutting rates in mid-September, not long before voters in the United States head to the polls to elect a new president. Central bankers will meet about rates again on Nov. 6-7, just days after the election. If they lower interest rates before the vote, there is a risk that Republicans will cast it as a politicized move meant to help Democrats: Lower borrowing costs can bolster the economy and markets. Former President Donald J. Trump, the Republican nominee, has already said the Fed should not be cutting rates leading up to November. But central bankers have been clear that they plan to set interest rates with an eye on inflation and job market data, while trying to ignore the election entirely.

Delta Air Lines CEO Ed Bastian said the massive IT outage earlier this month that stranded thousands of customers will cost it $500 million. The airline canceled more than 4,000 flights in the wake of the outage, which was caused by a botched CrowdStrike software update and took thousands of Microsoft systems around the world offline. Federal regulators have determined that Amazon can be held responsible for defective goods sold by third-party merchants on its online marketplace, rejecting the company's position that it's merely an intermediary between consumers and sellers. Amazon's marketplace, which hosts millions of third-party sellers, now accounts for approximately 60% of the company's e-commerce sales. The company has previously said it invests hundreds of millions of dollars per year to ensure products sold are safe and compliant. At issue were 418,818 goods sold through Amazon, including faulty carbon monoxide detectors, hairdryers without electrocution protection and children's sleepwear that posed a burn risk. This program gives Amazon "far-reaching control" over the products sold on its platform, the judge said.

This year’s presidential election has been transformed by the events of the last few weeks. For the next 99 days, until Election Day on Nov. 5, this newsletter will dedicate a section to the 2024 election, keeping you up to speed. Today, President Biden, in his first major event since opting out of his re-election run, called on Congress to impose 18-year term limits on Supreme Court justices and create an enforceable code of ethics on the justices. He also proposed a constitutional amendment that would reverse the court’s recent ruling giving presidents broad immunity from criminal conviction. House Speaker Mike Johnson called the proposal “dead on arrival.” Vice President Kamala Harris, the presumptive Democratic presidential nominee, said she supported Biden’s effort.

I’m still waiting to wake up and realize that it was all a dream: the debate, the attempted assassination, President Biden’s Rehoboth reckoning, the quicksilver ascent of Vice President Kamala Harris. I have teachers texting and calling me from out of state who have never donated to a political candidate asking how to do it the right way to ensure it gets to the Harris campaign. It feels very “hopey changey.” I tuned in (along with hundreds of thousands of others) to watch Harris speak to the staff at campaign headquarters and walked away inspired. The transition from Biden to Harris has been remarkably seamless and successful. Her initial remarks on Monday were strong, powerful and clearly her own words, not things cribbed from the previous campaign.
