Ukraine has virtually no navy of its own, but technological innovation, audacity and Russian incompetence have given it the upper hand in much of the Black Sea. Rather than fold, the Ukrainians declared a unilateral “Black Sea Humanitarian Corridor” for merchant shipping and stepped up its use of maritime drones and missile attacks against Russia’s Black Sea fleet. One-third of the Black Sea fleet has been disabled or destroyed, and the remaining ships rarely venture into the western half of the sea. In August, Russia withdrew some of the Black Sea fleet from its headquarters in Sevastopol to relatively safer ports on the Russian coast. Russia is unlikely to be able to tilt the balance in the Black Sea back in its favor.

Named, JS Raigei (“Thunder Whale” in Japanese), the diesel-electric attack sub is the fourth boat of the Taigei-class , which translates to “big whale.”Its launch comes almost exactly one year after the launch of the third Taigei-class sub, JS Jingei (or “Swift Whale”). With a building time of about two years each, Japan has launched a new Taigei-class sub every year since 2020. China’s current sub fleet, numbering some 59 boats, includes approximately 10 improved Kilo-class , 12 Type 039-class , and 21 Type 039A-class diesel-electric attack subs. Japan is building a larger submarine fleet but it is still only about a third the size of China's. The Ukrainian navy has decimated the Russian Black Sea Fleet, taking out nearly a third of Russia's vessels in less than two years. With no warships in their arsenal, Ukrainian forces have relied on unmanned maritime drones and long-range anti-ship missiles to hammer Russia's fleet. Dmytro Pletenchuk, a spokesman for the Naval Forces of the Armed Forces of Ukraine, said in a public statement that the Russian Navy had approximately 80 warships at the outset of the invasion, including large warships, landing ships, submarines, patrol boats, and minesweepers. Piracy off the coast of Somalia had been on the decline in recent years after peaking in 2011 when Somali pirates launched 212 attacks. A 2013 World Bank study, still widelt cited today, estimated that piracy cost the global economy around $18 billion annually. The pirates have also been attacking fishing vessels, mostly Iranian, as well as many other small boats such as skiffs. Ocean piracy is rising across the worldData from 2023 shows that by many key measures, piracy is on the rise in key global shipping lanes. There were 120 incidents of maritime piracy and armed robbery against ships reported in 2023, compared to 115 in 2022, according to the annual Piracy and Armed Robbery Report of the ICC International Maritime Bureau (IMB).

Both contracts settled more than 2% lower on Thursday due to the unverified ceasefire reports between Israel and Hamas. On Thursday, two OPEC+ sources said the group has kept its oil output policy unchanged, and will decide in March whether or not to extend the voluntary oil production cuts in place for the first quarter.
