The list of official participants in this year’s fifth edition of Upstate Art Weekend, a sprawling festival that embraces nearly every art event or exhibition happening north of New York City over the next four days, has reached 145. It’s a dramatic rise from an informal band of some two dozen arts centers and galleries just four years ago, and it now spans 10 counties in New York State. Some events spill over from last year, but there are many new developments. At the Zero Art Fair in Elizaville, nearby, visitors are welcome to take home one available work per day for free under an innovative contract that vests ownership over five years, after which time title will pass to the new owner. The contract was developed for the artist William Powhida (who founded that fair with the artist Jennifer Dalton).

When Robert Herbst returned to his hometown about 30 miles north of New York City in 1992, he wanted his children to be immersed in the lush greenery of his childhood. But over the decades, he noticed more trees coming down to make way for bigger houses. Mr. Herbst, a lawyer, and other like-minded residents of Mamaroneck, N.Y., view the vanishing trees as a serious threat in the era of climate change. “We should be protecting trees for our own survival,” said Jacob Levitt, a dermatologist who lives in Mamaroneck. “It’s suicidal not to do it.”But some residents say they should have the right to remove any and all trees on their properties to make way for more sunlight or a home expansion, or simply because they want them gone.

US President Joe Biden departs from the White House for Las Vegas on July 15, 2024, in Washington, DC. The decision rules out the possibility that a process designed to quickly nominate Biden would begin as soon as next week, which some Biden allies had pushed for. The House and Senate are out of town this week, but return to Washington the week of July 22. Walz and Daughtry's letter also quelled some growing concerns on Capitol Hill about the early voting process. Senate Majority Leader Chuck Schumer, D-N.Y., and House Minority Leader Hakeem Jeffries, D-N.Y., also urged the DNC to delay the voting process, sources familiar with the matter told NBC News and CNBC.

U.S. Sen. Bob Menendez (D-NJ) speaks to the media as he exits Manhattan federal court on July 16, 2024 in New York City. WASHINGTON — Sen. Bob Menendez, D-N.J., has told allies that he will resign from Congress after being convicted on federal corruption charges, two people directly familiar with those conversations tell NBC News. Among those who urged him to resign were Senate Majority Leader Chuck Schumer, D-N.Y.; Senate Majority Whip Dick Durbin, D-Ill.; and Menendez's friend and fellow New Jersey Democratic senator, Cory Booker. He had two stints as chairman of the Senate Foreign Relations Committee, a post he relinquished last year after his indictment. Menendez "provided sensitive U.S. Government information and took other steps that secretly aided the Government of Egypt," the indictment alleged.

Robert F. Kennedy Jr., who is running for president as an independent, has said that he has “many skeletons” in his closet. Mr. Kennedy declined to comment on the messages or on Ms. Cooney’s allegations. Ms. Cooney was a weekend babysitter — the Kennedys had three children then (a fourth was born later) — and she worked as an intern in his law clinic at Pace. Another time, she said, Mr. Kennedy came into her room shirtless and asked her to rub lotion on his back. Ms. Cooney also described an incident when she was alone at the house with Mr. Kennedy.

A 19-year-old man, Thuong Oo, stood in the middle of the group, shouting into a megaphone. The police had killed Mr. Oo’s 13-year-old brother, Nyah Mway, two days earlier and he was angry. Late on June 28, an officer shot Nyah after the boy had been seen with what turned out to be a pellet gun and was tackled to the ground. “I went to the hospital and they said they had a shootout with my brother,” Mr. Oo told the crowd. “But I watched the video and it said different things, so it doesn’t make any sense.”Many of those encircling Mr. Oo were members of the Karen, a refugee ethnic group from Myanmar, and almost all them were young.

The independent presidential candidate Robert F. Kennedy Jr. privately apologized last week to a woman who accused him of sexual assault in a recent magazine article, The Washington Post reported on Friday. In an article in Vanity Fair last week, she said Mr. Kennedy made unwanted sexual advances toward her while she was at his family home in the late 1990s, including by groping her in a pantry. Ms. Cooney told The Post that Mr. Kennedy had called her twice on July 3 of this year, after the Vanity Fair article had run, and then sent her two text messages, which she also showed to The New York Times. “I hope you are well,” he wrote in the first message. “Please call me if you have a moment.”In the second, sent shortly after midnight, he wrote: “I read your description of an episode in which I touched you in an unwanted manner.

The leader of the House Democratic caucus said Friday that he had met with President Joe Biden to share opinions from his caucus about "the path forward," an apparent reference to Biden's status as the party's presidential nominee. Jeffries earlier Thursday had said he intended to poll every member of the House caucus about their feelings on keeping Biden as the party's nominee. The timeline underscores the urgency that House Democrats view Biden's political situation. "On behalf of the House Democratic Caucus, I requested and was graciously granted a private meeting with President Joe Biden," Jeffries wrote. "As House Democrats have done throughout this Congress, we will continue to work in the best interests of everyday Americans," the leader wrote.

Supply and DemandThe case for housing deregulation starts with Econ 101: Allowing builders to significantly increase housing supply leads to much lower prices. It isn’t rising demand, as the U.S. population rose even faster back when housing prices were roughly stable. Standard of LivingWhat would happen if homebuilders could once again freely build until housing prices were driven back down to cost? The admittedly small number of studies on the link between YIMBY and babies support common sense: Less regulation lowers housing prices, and lower housing prices generally raise birth rates and hasten child-bearing. In a rational world, the panacea policy of housing deregulation would be a done deal.

David Liederman, whose confections redefined the chocolate chip cookie and whose chain, David’s Cookies, eventually grew to more than 100 stores nationwide, died on Thursday in Mount Kisco, N.Y., near his home in Katonah. His wife, Susan Liederman, said the cause of his death, at a hospital, was a heart attack. Mr. Liederman’s innovative version of the chocolate chip cookie will keep his name alive. The cookie’s unique feature was that it was not made with standard Toll House chocolate chips but was studded with irregular pieces of dark Swiss Lindt chocolate. Mr. Liederman called his cookies chocolate chunk, a term that has become widely understood and used in the world of baking and confections.

After a fruitless call with the pharmacy, Mr. Goldstein, a comedian and writer who lives in Brooklyn, N.Y., went for a walk to clear his head and had to sit down. “I went into a complete panic state,” Mr. Goldstein, 32, said. He had become used to wrangling with health care companies over billing mistakes and coverage ever since he was diagnosed with the condition as a teenager. Mr. Goldstein only managed to resolve the matter with CVS after months of calling the pharmacy three times a week. This year, after he hit his insurance deductible, he decided to celebrate by throwing a party.

John Fitzpatrick, a hotelier who owns two four-star hotels in Midtown Manhattan, has had to troubleshoot a number of issues during his career. Guests wouldn’t stop stealing his hand towels, emblazoned with an “F” for Fitzpatrick Hotel Group, so he removed the lettering, and the pilfering stopped. During the height of the pandemic, Mr. Fitzpatrick took away the magazines he normally provided in his hotel rooms so guests wouldn’t worry about strangers having touched what they were reading. Now, Mr. Fitzpatrick and his team are brainstorming ideas for how to deal with a new problem: replacing the small plastic toiletry bottles that will be banned in larger hotels throughout New York State beginning Jan. 1, 2025. “In this day and age, we have to watch our carbon footprint, and we have to stop using plastics and all sorts of stuff as best we can,” Mr. Fitzpatrick said.

Patrol cars used by the New York Police Department will soon bear a new motto, news that made me raise an eyebrow. Three important words — “Courtesy, Professionalism, Respect” — have been on the side of patrol cars since 1996, when this New York City kid was just 9 years old. And the N.Y.P.D.’s decision to drop the old motto — born in an era when the department was at least attempting to solicit the good will of a skeptical public — feels notable. It reminded me of a weird episode at the Police Department earlier this year when the department and several members of the top brass began using their official N.Y.P.D. social media accounts to attack a city councilwoman, a political activist and journalists.

New York University will take a number of steps to respond to antisemitism as part of a legal settlement with three Jewish students who said they were verbally harassed because of their identities and support for Israel, the university and plaintiffs said in a joint statement on Tuesday. The university will pay some money as part of the agreement, and create a new administrative position to make sure all allegations of discrimination and harassment are responded to consistently and adequately, among other actions. Their lawsuit is part of a wave of litigation faced by schools around the country from Jewish, Muslim and Arab students who say they have experienced harassment and discrimination on campus since the Oct. 7 Hamas attack on Israel. Columbia, Harvard, U.C.L.A. and the University of Pennsylvania are among the schools that have faced similar suits from Jewish students.

President Joe Biden arrives to speak to supporters and volunteers during a campaign stop at a Biden-Harris campaign election office in Harrisburg, Pennsylvania, on July 7, 2024. President Joe Biden defended his place at the top of the Democratic ticket Monday in a surprise television interview on MSNBC's "Morning Joe," after more lawmakers and donors came forward over the weekend with concerns about his reelection bid. "I'm getting so frustrated by the elites in the party" calling on him to step down, the president fumed. Biden insisted to hosts Joe Scarborough and Mika Brzezinski that the concerns of his wealthy backers would not dictate his political future. Some House Democrats in battleground districts are weighing whether to distance themselves from Biden. Just 20 feet away, a man wearing a mask brandished a gun in the crowded dining room and with a henchman grabbed two phones and a watch from three men at a table near the front door. Diners dashed into the kitchen. Chairs toppled. The perpetrators quick-walked out and fled on a moped, leaving behind a half-empty dining room where a handful of unfired bullets had fallen to the floor. The stickup took less than 40 seconds.

It’s hard to name just one noteworthy guest who attended the Fourth of July White Party hosted by the business mogul Michael Rubin and his fiancé, the model Camille Fishel, this year. U.S. President Joe Biden delivers remarks on the Middle East in the State Dining room at the White House in Washington, U.S., May 31, 2024. The New York Times poll surveyed 1,532 registered voters across the country from June 28 to July 2. While Biden's campaign continues its blitz, pressure mounts for the president to consider bowing out of the 2024 race. The Youngest Pandemic Children Are Now in School, and StrugglingThe pandemic’s babies, toddlers and preschoolers are now school-age, and the impact on them is becoming increasingly clear: Many are showing signs of being academically and developmentally behind. But the impact on the youngest children is in some ways surprising: They were not in formal school when the pandemic began, and at an age when children spend a lot of time at home anyway. Researchers said several aspects of the pandemic affected young children — parental stress, less exposure to people, lower preschool attendance, more time on screens and less time playing. The youngest students’ performance is “in stark contrast” to older elementary school children, who have caught up much more, the researchers said. Sarrah Hovis, a preschool teacher in Roseville, Mich., has seen plenty of the pandemic’s impact in her classroom.
