Abortion Shield Laws: A New War Between the States

Here, in a 7-by-12-foot room, abortion is being made available to thousands of women in states where it is illegal. The patients do not have to travel here to terminate their pregnancies, and they do not have to wait weeks to receive abortion medication from overseas. Instead, they are obtaining abortion pills prescribed by licensed Massachusetts providers, packaged in the little room and mailed from a nearby post office, arriving days later in Texas, Missouri and other states where abortion is largely outlawed. This service and others like it are operating under novel laws enacted in a half-dozen states — Massachusetts, Washington, Colorado, Vermont, New York and California — that have sought to preserve abortion access since the Supreme Court overturned the nationwide right to abortion in June 2022. The laws have been in use only since the summer and have not been tested in the courts, but they are already providing abortion access to tens of thousands of women in states with bans, especially low-income patients and others who cannot travel.

More than 18,000 people are released annually from the dozens of North Carolina adult correctional facilities, the order says, facing obstacles to a fresh start from their criminal record. The council said that North Carolina is the third state to officially join Reentry 2030, after Missouri and Alabama. RENO, Nev. (AP) — A Nevada judge has approved a petition by abortion access advocates as eligible for signature gathering in their long-standing attempt to get abortion rights on the 2024 ballot. Abortion rights up to 24 weeks are already codified into Nevada law through a 1990 referendum vote, where two-thirds of voters were in favor. The petition would have included protections for “matters relating to their pregnancies” including prenatal care, childbirth, postpartum care, birth control, vasectomies, tubal ligations, abortion and abortion care as well as care for miscarriages and infertility. “Abortion rights are not the only form of reproductive freedom under attack across the country,” Hamon said. Lawmakers in Nevada’s Democratic-controlled Legislature are also attempting to get reproductive rights including abortion access in front of voters on the 2026 ballot.

Top Democrats and Republicans in Congress on Tuesday released a $78 billion compromise they have reached to expand the child tax credit and restore three popular expired business tax breaks, but the package faces a challenging road to enactment in an election year. The plan includes $33 billion to partly extend a major expansion of the child tax credit that was initially beefed up for one year as part of the sweeping 2021 pandemic aid law, and another $33 billion to reinstate a set of expired business tax benefits related to research, business and capital deductions. It would also include an increase of a tax credit to encourage the development of low-income housing, tax relief for disaster victims and tax breaks for Taiwanese workers and companies operating in the United States. The package would be financed by reining in the employee retention tax credit, a pandemic-era program to encourage employers to keep workers on payroll that has become a hotbed of abuse. They have led an intensive round of discussions aimed at striking a compromise and pushing it into law in time for the start of tax filing season this month.

Residents of cities across the Midwest will be hardest hit by home heating costs this winter. A new study ranked US cities based on costs in relation to incomes, energy efficiency, and more. The study ranked heating expenses in the 500 biggest cities in the country based on several factors, including electricity and heating fuel costs relative to average income, home energy-efficiency, and things like weather and average home size and age. Cleveland and Flint have particularly energy inefficient homes, while Independence and St. Joseph ranked high on energy costs, the study reported. During the hot months, places like Florida and Georgia become the most unaffordable when it comes to HVAC costs, the study noted.
