Paramilitary police officers stand guard in front of the headquarters of the People's Bank of China, the central bank (PBOC), in Beijing, China September 30, 2022. With interest rates and loan prime rates at low levels, there is more space to cut banks' reserve requirement ratio (RRR) than to cut interest rates, Sheng said. The central bank lowered the RRR in September for the second time this year to boost liquidity and support economic recovery. The weighted average RRR for financial institutions was around 7.4% after the cut. China is prudent in cutting interest rates as its monetary policy needs to consider internal and external balance, Sheng said.

REUTERS/Tingshu Wang/File Photo Acquire Licensing RightsSHANGHAI, Nov 27 (Reuters) - Cash conditions in China's money market showed signs of tightness on Monday, as market participants grew cautious about month-end demand and a recent liquidity squeeze remained fresh in memory. The price of the benchmark seven-day repos traded in the interbank market, hit a high of 2.8% on Monday, the highest level since Oct. 31. Meanwhile, the borrowing cost of such repos for non-bank financial institutions was about 3.5%, according to traders. "Money that can help span the month-end has tightening bias, and it's expensive for non-banks," said a trader at a Chinese bank. NCDs has been a popular short-term debt instrument used by financial institutions in the interbank market for financing.

Private firms, which account for 60% of China's gross domestic product and 80% of urban jobs, were hurt by three years of COVID curbs and a regulatory crackdown that targeted sectors from technology to private tutoring. Banking and financial institutions should set annual service targets for private enterprises, increase the weight of related businesses serving private enterprises in performance appraisal and gradually increase the proportion of loans to private enterprises, it said. China should also expand private firms' bond financing and guide financial institutions to expand the bond financing scale of private enterprises, according to the statement. China should back the listing, mergers and acquisitions, and reorganisation of private enterprises, including supporting qualified companies in going public overseas, it said. Fixed-asset investment by private firms fell 0.6% in January-September year-on-year, highlighting weak private sector confidence.

TV images showed Rio state cops beating Argentina fans with truncheons as chairs rained down upon them. On Wednesday, the Brazilian Football Confederation (CBF) and Rio's state military police traded blame over arrangements for the mixed seating section of Brazil and Argentina fans where the trouble erupted. Rio's policing of high-profile soccer matches was already under scrutiny after the Copa Libertadores final this month. In October, three doctors enjoying a late-night beer along one of Rio's beaches were brutally murdered after being confused for rival gangsters. A few days later, militias set fire to dozens of Rio buses after police killed one of their bosses in an operation.

CNN —Brazil suffered its first ever home World Cup qualifying defeat on Tuesday, as Argentina earned a 1-0 win on a night of violence and chaos at the iconic Maracanã stadium. However, the match was overshadowed by violence in the stands which delayed the start of the World Cup qualifier. The Inter Miami forward first led his teammates over to the stand where the fighting was taking place and pleaded with both the police and Argentina fans – some of who were seen throwing ripped out seats at the security officials – for calm. “The truth is that this group continues to achieve historic things, once again,” Messi told reporters after the match, per Reuters. RIO DE JANEIRO (AP) — Tensions remained high Friday in Rio de Janeiro on the eve of the Copa Libertadores soccer final, following a brawl between fan clubs and a fierce police response on the Copacabana beach the previous day. The incident marred the excitement ahead of the game between Brazil’s Fluminense and Argentina’s Boca Juniors, due on Saturday at Rio de Janeiro’s famed Maracana stadium. A mob swept across Copacabana beach, sending hundreds of others stampeding away from the commotion, some clutching caipirinhas and hastily-gathered clothes. The meeting was called after Thursday's brawl on Copacabana that saw nine arrested across the city's affluent southern zone, police said. “Fluminense fans came to take photos with the Argentines and the atmosphere was relaxed until 19:30 when the police arrived, hitting people with batons, firing shots and using tear gas,” Barbero said.

LAGOS, Nigeria (AP) — The United Nations said it will repatriate nine peacekeepers from a South African contingent in eastern Congo who were accused of sexual assault and other abuse. The U.N. decided to immediately repatriate the peacekeepers and a senior officer of the South African army “due to the seriousness of the allegations against them,” the organization said in a statement on Friday. Such accusations of sexual abuse by U.N. peacekeepers are not new in various parts of the world, from Congo to Haiti where peacekeepers are deployed. The abuses are particularly rampant in Congo, which accounted for one-third of the nearly 2,000 sexual abuse and exploitation complaints made against the U.N. worldwide in 2017. Last year, Secretary-General António Guterres said the organization has "not succeeded in all respects, but neither have we stood still” in handling the sexual abuse crisis.

The independent inquiry was ordered by Britain's defence ministry last December after a BBC TV documentary reported that soldiers from the elite Special Air Service (SAS) had killed 54 people in suspicious circumstances. "The bereaved families look to the inquiry to fearlessly uncover the truth of the deaths of their loved ones and to ensure that those responsible are held to account." While the hearings will begin in public, some of the evidence relating to special forces will be restricted on national security grounds.

"Storm fighters, they're just meat," said one regular soldier from army unit no. He said he didn't know why the commander gave the order, but claimed that it typified how Storm-Z fighters were considered of lesser value than ordinary troops by officers. Three of the five Storm-Z fighters interviewed by Reuters, and the relatives of three other Storm-Z fighters, described nightmarish engagements that saw much of their squads wiped out. At a televised meeting with a small group of regular Russian servicemen, he said he was aware that two of their comrades, former prison inmates, had been killed in action. Three Storm-Z fighters said they were offered wages of about 200,000 roubles ($2,000) per month, though said they had been paid roughly half that amount, on average.

Guzman, 33, is one of El Chapo's four sons, known as "Los Chapitos," who inherited their father's trafficking empire after his conviction on U.S. murder and drug charges in 2019. "El Chapo" Guzman is serving a life sentence in a maximum-security prison in Colorado. Guzman was briefly arrested in Culiacan in the northern state of Sinaloa in 2019.
