CNN —The US has intelligence that Syrian President Bashar al-Assad has agreed to provide the Lebanese militant group Hezbollah with a Russian-made missile defense system, according to two people familiar with the intelligence. The Russian mercenary organization Wagner Group, which operates in Syria, has been tasked with carrying out the delivery of the surface-to-air SA-22 missile system, the people said. The Wall Street Journal previously reported that Wagner may provide the system to Hezbollah. A third source familiar with western intelligence said there was evidence of increasing collaboration between Hezbollah and Wagner in Syria. It is not clear how much influence Russia had over the decision to provide the system to Hezbollah.

The Wall Street Journal described this as Chicago eliminating the “tips-as-wage system,” which makes it sound like a ban on tipping. It’s a shame, because tipping has always been a scam that enables restaurants to suppress labor costs, which keeps menu prices down. Tipping emerged as a model for employing formerly enslaved Black workers without having to pay them a real wage, if anything at all. Instead, restaurants should pay a living wage (if the revenue does not cover the actual cost of labor, what kind of business is it? Despite today’s dire labor shortage, precious few restaurants seem willing to re-examine their employment model in order to address it.

Victims say that leaves a key question unanswered. UNITED NATIONS (AP) — Russia’s U.N. ambassador alleged Monday that “neo-Nazis” and military-age men were at the wake for a Ukrainian soldier in a village café where a missile last week killed 52 people, even as Security Council members retorted that Russia was responsible for starting the war and committing crimes. The café, which had reopened for the wake, was obliterated, and whole families perished. He insisted, as Moscow has in the past, that the Russian military doesn’t target civilians and civilian facilities. Wagner mercenaries had withdrawn from the eastern Ukrainian city of Bakhmut in May as they handed control of the area to Russia’s military. “As of now, there are several hundred of them in our direction, on the Eastern Front, in different areas,” Cherevatyi told CNN. “Wagner is here too,” a drone operator with call-sign “Groove” told CNN’s Fred Pleitgen on the ground in eastern Ukraine on Tuesday. He also told Politico that he had considered fleeing but wouldn't know where to go if he did.
