UNITED NATIONS (Reuters) - The humanitarian situation in Gaza, already critical, is now "fast becoming untenable," U.N. aid chief Martin Griffiths said in a statement on Saturday. The actions and rhetoric by Hamas militants and Israel in the past few days is "extremely alarming, unacceptable," Griffiths said. Even wars have rules, and these rules must be upheld, at all times, and by all sides, he said. "Civilians in Israel and the Occupied Palestinian Territory are suffering from a week of utter anguish and devastation," Griffiths said. "The past week has been a test for humanity," he said, "and humanity is failing."

JERUSALEM (Reuters) - More than 1 million Palestinians in northern Gaza faced an Israeli deadline on Saturday to flee south, and Prime Minister Benjamin Netanyahu said Israel had only just begun to retaliate for last week's Hamas rampage across southern Israel. Israel has since put the Hamas-run Gaza Strip, home to 2.3 million Palestinians, under a total siege and bombarded it with unprecedented air strikes. More than one million residents of northern Gaza on Friday received 24 hours notice from Israel to flee south before an expected ground offensive. While several thousand residents headed south on Friday from northern Gaza, many others said they would stay. There have also been fears of hostilities spreading, including to Israel's northern border with Lebanon, where clashes this week have already been the deadliest since 2006.

"It is exhausting, there are many patients and there's a lot of suffering," said Omar al-Saeed, a striking nurse at Port Sudan teaching hospital. According to the UN, more than 100,000 have fled to Port Sudan, filling up the already dense city's hospitals and shelters, while fighting is focussed in Khartoum and the west of the country. Sudanese hospitals have long been under-funded, and strikes by medical staff have been frequent. The war, during which many hospitals in areas of fighting have been damaged, has brought the system to its knees. Doctors in Port Sudan have had to grapple with power cuts, intense humidity and medicine shortages, while patients are kept in close confines though many have respiratory illnesses, hospital officials say.

"Successive crises in Myanmar have left one third of the population in need of humanitarian aid," Griffiths said in a statement. Griffiths said humanitarian relief organisations were struggling with insufficient resources and urged international donors to do more, with just 22% of the annual funding requirements received by mid-year. Russia quit the Black Sea grain deal on Monday, saying that demands to improve its own food and fertilizer exports had not been met, and that not enough Ukrainian grain had reached the poorest countries. The Black Sea grain deal was brokered a year ago by the United Nations and Turkey to combat a global food crisis worsened by Russia's invasion. The impact of the grain deal in terms of provisions of Ukrainian grain to global markets is "essentially not very significant," he said. Before Russia withdrew from the Black Sea deal on Monday, the U.N. had "brokered a concrete proposal" with the European Commission to connect a Rosselkhozbank subsidiary to SWIFT. "We remain open to explore solutions with the U.N. that would contribute to the resumption of the grain deal," EU envoy to the U.N. Olof Skoog told the council.

CNN —Nearly 2.5 million people have been forced to flee their homes amid an increasingly desperate humanitarian situation in war torn Sudan. The toll on civilians continues to grow, according to the latest report from the UN’s Office for Humanitarian Affairs (OCHA) which states that 414,625 individuals comprising 483,672 households, have been displaced, an increase of 183,102 individuals compared to last week. The number of refugees fleeing to neighboring countries, mainly Egypt, Chad and South Sudan, is also increasing with an estimated 750,000 civilians leaving Sudan entirely. So, you just see many women, many children,” WFP Chad Country Director Pierre Honnorat said, describing desperate scenes from the Zabout refugee camp in Goz Beida in a call with journalists. In addition to clashes between RSF and SAF, OCHA’s report also notes increased RSF and militia presence reports emerging from other Darfur states, as well as fighting in North and South Kordofan, in an increasingly complex fighting landscape across Sudan.

UNITED NATIONS, July 7 (Reuters) - Russia put forward a rival proposal on Friday for a six-month extension of U.N. Security Council approval for aid deliveries to northwestern Syria from Turkey, reviving a long-running fight with the United States and others who want a 12-month renewal. The United States wants the U.N. operation extended for 12 months and approval given to use three crossings. To be adopted, a resolution needs at least nine votes in favor and no vetoes by Russia, China, the United States, France or Britain. The Security Council initially authorized aid deliveries in 2014 into opposition-held areas of Syria from Iraq, Jordan and two points in Turkey. He also said the $5.4 billion U.N. aid appeal for Syria for 2023 is the largest in the world, but less than 12% funded.

BRUSSELS, June 15 (Reuters) - The European Union hosts an international conference on Thursday to collect money for Syria where an earthquake earlier this year aggravated the already dire plight of people who have been caught in war since 2011. About 5.5 million Syrian refugees live in neighbouring Turkey, Lebanon, Jordan and Iraq as well as Egypt. The U.N. chiefs said they hoped for a similar level of pledges to the $6.7 billion offered for Syria and its neighbours at a similar conference last year. "Humanitarian funding for Syria is not keeping pace with rapidly increasing needs," said Janez Lenarcic, the conference host and the EU's top official for humanitarian aid and crisis management. UNITED NATIONS, June 6 (Reuters) - The United States said on Tuesday it was "not certain" who was to blame for a burst dam in Ukraine, but it would not make sense for Ukraine to have done this to its own people and territory, as Kyiv and Moscow blamed each other for the disaster. The 15-member U.N. Security Council met on Tuesday at the request of both Russia and Ukraine after a torrent of water burst through a massive dam on the Dnipro River that separates the opposing forces in southern Ukraine. U.N. Secretary-General Antonio Guterres said earlier on Tuesday that the world body did not have any independent information on how the dam burst, but described it as "another devastating consequence of the Russian invasion of Ukraine." Many Security Council members also asserted during Tuesday's meeting that the crisis would not have occurred if Russia had not invaded neighboring Ukraine in February last year. U.N. aid chief Martin Griffiths told the Security Council that "the sheer magnitude of the catastrophe will only become fully realized in the coming days."
