Welcome to the first full week of the general election. At this point, the days remaining before President Biden and former President Donald J. Trump mathematically secure their nominations are a formality. Fresh off a State of the Union address on Thursday that buoyed many Democrats’ spirits regarding his campaign, Mr. Biden is barnstorming several of the states that will decide the election in November, looking to make his case to voters. Mr. Trump also held a rally on Saturday in Georgia, where he vilified migrants, repeated his lie that the 2020 election was stolen, called journalists “criminals” and mocked Mr. Biden’s stutter. On the Democratic side, Georgia, Mississippi, Washington and the Northern Mariana Islands will vote — and Democrats abroad will finish their weeklong process — but Mr. Biden can’t formally lock up his nomination until next week.

GENEVA (Reuters) - The U.N. human rights expert on Russia said on Monday that Alexei Navalny's death was Moscow's responsibility as he was either killed in prison or died from detention conditions that amounted to torture. "So the Russian government is responsible, one way or another, for his death," Mariana Katzarova told Reuters on the sidelines of an event on Russian political prisoners at the United Nations in Geneva. Russia's spy chief previously said that Navalny, who died on Feb. 16 in an Arctic prison, died a natural death. "Ever since the death of Alexei Navalny, there is no day passing without asking myself, who is the next Navalny?" It has denied his wife Yulia Navalnaya's accusations that President Vladimir Putin had him killed.

The US Air Force is developing more dispersed bases to counter the threat posed by China's missiles. US engineers quickly began building what became the biggest and busiest air base of the war. "Air Force engineers are scheduled to remove the vegetation that have penetrated through the cracks and joints of the old pavement surfaces," Peden added. Money is allotted for work at Tindal air base — including $93 million to build a parking apron for six B-52 bombers — and Darwin air base, both of which are in Australia's Northern Territory. The Air Force is working with the rest of the military to address those challenges, Thomas Lawhead, acting deputy chief of staff for Air Force Futures, said at an event this month.

CNN —Peru has lost 56% of its tropical glaciers in the last six decades due to climate change, according to a new government inventory released on Wednesday. Peru holds 68% of the world’s tropical glaciers and warming temperatures have led to melting and the creation of new mountain lagoons that risk overflowing and flooding, the National Institute of Research of Mountain Glaciers and Ecosystems said. “In four years, from 2016 to 2020 we have lost almost 6% of these high mountain glaciers,” Beatriz Fuentealba, the institute’s director, said from the Ancash region where many glaciers have disappeared. Almost 20 million Peruvians benefit directly or indirectly from the water that comes down from the glaciers, according to the report. “This means that we have lost more than half of our water reserves,” said Environment Minister Albina Ruiz, noting that glacial retreat is impacting the natural mountain ecosystem.

Mazzucato spoke with CNBC about how the public, private and third sector can work together to co-create value and share both risks and rewards. "The whole notion of stakeholder value should have become a real kind of call to arms of how do we create value differently," Mazzucato said. Kyiv, Ukraine CNN —An aide to the commander-in-chief of Ukraine’s military was killed after receiving a live grenade as a birthday present that was immediately detonated by his 13-year-old son. Chastyakov’s 13-year-old son then picked up one of the grenades and started turning the ring, Klymenko wrote. Zaluzhny, the chief of Ukraine’s military, wrote on Telegram that his “assistant and close friend” died “under tragic circumstances.”Police found five more unexploded grenades in the apartment, Klymenko said. Police said criminal proceedings had been initiated and an investigation is ongoing, though the Ukrainian interior ministry later said it considers the death an “accident” based on preliminary information. Klymenko assisted Zaluzhny as the military chief led Ukrainian troops in the war with Russia.

Last month, Pemex decided to halt the project after NFE wanted to impose conditions Mexican officials considered unacceptable, including NFE buying the natural gas too cheaply from Pemex, one of the sources said. Pemex wanted to develop Lakach with the U.S. company using a service contract, a mechanism used prior to the Mexico's energy sector opening in 2013-14. Reuters previously reported that officials at the CNH and Pemex had been at odds over how to develop Lakach and other large fields.
