A U.S. appeals court has blocked Florida from enforcing a ban on Chinese citizens owning homes or land in the state against two Chinese nationals who were in the process of buying property when the law was adopted. Circuit Court of Appeals said on Thursday the individuals were likely to prevail on claims that Florida's ban violates a federal law governing real estate purchases by foreign nationals. A Florida federal judge in August had declined to block the law, prompting an appeal by the plaintiffs. Lawmakers in several Republican-led states including Texas, Louisiana and Alabama are considering similar restrictions on Chinese citizens owning property. It also bars most citizens of Cuba, Venezuela, Syria, Iran, Russia and North Korea from owning property near military installations and infrastructure such as power plants and airports.

For instance, the U.S. has blocked shipments of cotton coming from China, a top manufacturer of popular clothing brands, because it was produced by forced or prison labor. While prison labor seeps into the supply chains of some companies through third-party suppliers without them knowing, others buy direct. Cargill acknowledged buying goods from prison farms in Tennessee, Arkansas and Ohio, saying they constituted only a small fraction of the company’s overall volume. For instance, about a dozen state prison farms, including operations in Texas, Virginia, Kentucky and Montana, have sold more than $60 million worth of cattle since 2018. “What for?”FOLLOWING THE MONEYThe business of prison labor is so vast and convoluted that tracing the money can be challenging.

The 13-year group, known as Brood XIX, or the Great Southern Brood, is the largest periodical cicada brood, stretching across the southeastern United States. The Northern Illinois Brood, or Brood XIII, emerges every 17 years. Periodical cicadas are smaller and mostly black, with bright red eyes and orange-tinged wings and legs. Billions of cicadas are expected this spring as two different broods — Broods XIX and XIII — emerge simultaneously. However, predictions of a cicadapocalypse — in which Brood XIII and Brood XIX show up at the same place at the same time — are probably an exaggeration.

Why did Biden delay consideration of LNG export terminals? Biden's action would not affect those projects, but could delay a dozen or more LNG projects that are pending or in various stages of planning. A public comment period after that will likely delay any decisions on pending LNG projects until after the November election. Environmentalists hailed Biden's decision, saying LNG exports not only pollute communities and add to the climate crisis but also raise energy prices for U.S. families and businesses. A single proposed LNG export terminal in Louisiana would produce about 20 times the greenhouse gas emissions of Willow, activists say.

WASHINGTON (AP) — In a new twist to the fight over abortion access, congressional Republicans are trying to block a Biden administration spending rule that they say will cut off millions of dollars to anti-abortion counseling centers. The rule would prohibit states from sending federal funds earmarked for needy Americans to so-called “crisis pregnancy centers,” which counsel against abortions. The proposal limiting funds for anti-abortion counseling centers is the Biden administration's latest attempt to introduce federal policies that expand abortion access. Political Cartoons View All 253 ImagesCongressional Republicans this week introduced legislation that would block the Health and Human Services Agency from restricting the funds from the centers. Climate change has been described as a ticking time bomb, the threats of which extend beyond ecosystems and biodiversity to big financial impacts on households and the U.S. economy. Here's what to know, according to Rumbach and David Pogue, host of the podcast "Unsung Science" and author of "How to Prepare for Climate Change: A Practical Guide to Surviving the Chaos." Both experts were interviewed by CNBC during a recent discussion about climate change and its impact on personal finance. "Over time, each incremental increase in climate change is going to up the economic cost bit by bit," Rumbach said. But there are also steps they can take to prepare for the worsening effects of climate change.

British banks backed large parts of the U.S. slavery economy, and British factories were the world’s largest customers for the cotton produced by plantations in southern U.S. states. In 1663, it was granted a monopoly by King Charles II for the British slavery trade. In 1794, Eli Whitney patented the cotton gin, a machine that would transform the U.S. slavery economy. Mill owners including the Arkwrights, one of the richest families in the industry, were Smith family clients. Two British travel writers visited Farm Pen in 1837, when the land was still in Smith family hands.

‘A Beautiful Place That Has a Dragon’: Where Hurricane Risk Meets Booming GrowthThe hurricanes keep coming, and the people, too: The fastest-growing places along the Atlantic coast this century are also among the most hurricane-prone. And rising sea levels make storm surges more damaging and coastal flooding more frequent. And this booming coastal population is, by many accounts, a larger contributor to rising hurricane risks than climate change. When Gail Hart moved from Arizona to retire in Wilmington, N.C., in 2017, she hadn’t considered the hurricane risk. Still said, “where do you put 100,000 people?”The housing crunch is one of many tensions playing out between wealthy coastal communities and those who live nearby.

NEW ORLEANS (AP) — A Louisiana lawyer who objected to the state bar association’s public statements on several issues including health tips and LGBTQ rights can no longer be forced to join or pay dues to the association, a federal appeals court has ruled. Circuit Court of Appeals order, dated Monday, blocks the Louisiana State Bar Association from forcing attorney Randy Boudreaux to join the LSBA or pay its dues, at least for now. Boudreaux's is one of more than two dozen cases playing out around the country challenging state requirements that attorneys join and pay dues to state bar associations. Organizations including the Goldwater Institute and, in Louisiana, the Pelican Institute, are challenging mandatory bar association membership as violations of free speech rights. The association's promotion of an article on the effects of student loan debt on young lawyers was not germane, the court found.

“Climate change is affecting every aspect of our lives,” Hayhoe told CNN. Here are five significant takeaways from the federal government’s sweeping climate report. Climate change doesn’t cause things like hurricanes or wildfires, but it can make them more intense or more frequent. And hotter and drier conditions from climate change can help vegetation and trees become tinderboxes, turning wildfires into megafires that spin out of control. But it’s not happening nearly fast enough to stabilize the planet’s warming or meet the United States’ international climate commitments, the report explains.

The revamped Congressional District 2, which was designed to boost the voting power of Black residents, has a voting-age population that is 48.7% Black, giving the district a decidedly Democratic tilt. State Republicans, however, say they are not ceding the seat without a fight. A federal judge ordered Georgia to draw an additional Black-majority congressional district, although the state plans to appeal. The Alabama district is an open seat in the 2024 election after the current representative, Republican Rep. Barry Moore, was drawn out of the district. Moore has decided to challenge Republican Rep. What Is a Covenant Marriage?
  + stars: | 2023-11-03 | by ( Alyson Krueger | ) www.nytimes.com   time to read: +1 min
But with a covenant marriage, there are stricter guidelines for ending a marriage. Revelations concerning Mike Johnson, the new speaker of the House, and his own covenant marriage have brought the unconventional commitment arrangement into the spotlight. Covenant marriages are legally binding contracts or agreements between two people who have the intent to live together for the rest of their lives. Unlike traditional marriages, covenant marriages come with additional requirements, and ending one through divorce is more challenging. Traditional marriage allows a couple to enter the union by filling out a marriage license (among other state requirements), but with a covenant marriage, which is often rooted in religious or moral convictions, the couple must complete premarital counseling with a clergyman or therapist ahead of time.

Before the court action, Alabama – which is 27% Black – had only one Black-majority congressional district out of seven seats. The case is expected to land before the all-Republican state Supreme Court, where DeSantis appointees hold most seats. A separate federal case in Georgia challenges the congressional map on constitutional grounds and is slated to go to trial next month.
