Kathy Hochul suddenly put an “indefinite pause” on a plan to institute congestion pricing for driving in a large swath of Manhattan, an idea dating back some six decades to the Lindsay era. Reuters —A tourist from the Netherlands has defaced a frescoed wall in an ancient Roman house in Herculaneum, near Naples, damaging a building that survived the volcanic eruption of Mount Vesuvius in 79 AD, Italian police said on Monday. The police statement said the 27-year-old tourist was swiftly identified after staff at the archaeological site discovered tagged graffiti writing made with a black, indelible marker pen on a white section of a painted wall. The tourist, who was not named, faces charges of damage and defacement of artistic works. It is not the first time that historical monuments have been vandalised by tourists in Italy. In response to repeated acts of vandalism, Italy this year introduced tougher penalties on those who damage monuments and cultural sites, imposing fines of up to €40,000 (around $43,500) for those found guilty of defacing monuments.

Washington CNN —Boeing is expected to release a plan this week to fix its endless string of safety issues that have been under federal investigation following a midflight fuselage blowout in January. Since then, the FAA and Boeing have met multiple times about the company’s progress and the plan’s scope. FAA Administrator Mike Whitaker said last week he sees the plan as only the “beginning” of a process for Boeing. Boeing later agreed to financial penalties and a deferred prosecution agreement to settle a criminal charge of defrauding US regulators. Its marching orders for the plan include addressing the audit and expert panel findings and explaining how it will integrate safety and quality assurance policies into practice.

Fortunately, the third round (after a “Queen Charlotte” detour) has the highly sympathetic Penelope Featherington (Nicola Coughlan) at its core, adding some additional sweetness to the formula. For the uninitiated, poor Penelope has spent two seasons secretly moonlighting as the acid-tongued gossip Lady Whistledown (still voiced by Julie Andrews, because, well, Julie Andrews! Daniel Kramer, a photojournalist who captured Bob Dylan’s era-tilting transformation from acoustic guitar-strumming folky to electric prince of rock in the mid-1960s, and who shot the covers for his landmark albums “Bringing It All Back Home” and “Highway 61 Revisited,” died on April 29 in Melville, N.Y., on Long Island. His death, in a nursing home, was confirmed by his nephew Brian Bereck. Rolling Stone magazine once described Mr. Kramer as “the photographer most closely associated with Bob Dylan.” But that designation seemed highly improbable at the outset. Although Mr. Dylan had already begun his rise to global fame — he released his third album, “The Times They Are a-Changin’,” in early 1964 — Mr. Kramer knew little about him. Despite this, the EBU has always insisted that Eurovision is an apolitical music competition between broadcasters, rather than a political competition between governments. CNN —A former dive boat captain could be sentenced to up to 10 years in prison Thursday on a negligence conviction known as “seaman’s manslaughter” after 34 people were killed in a fire that broke out on his boat in 2019. Jerry Nehl Boylan was found guilty in 2023 of one federal felony count of misconduct or neglect of ship officer last year. Thirty-three passengers and one crew member below deck died of smoke inhalation, police said. Thirty-four people were killed in the boat fire. In 2019, an attorney for the boat’s owner, Truth Aquatics, said that a crew member had checked the area where the fire was believed to have been concentrated before it ignited.

Recent revelations about a data analytics firm’s role in determining medical payments have heightened concerns about possible price fixing in health care and led to a call for a federal investigation. In a letter this week, Senator Amy Klobuchar asked federal regulators to examine whether algorithms used by the firm, MultiPlan, have helped major health insurers conspire to cut payments to doctors and leave patients with large bills. She cited a New York Times investigation last month into MultiPlan’s dominance of the lucrative business of pricing out-of-network medical claims. When patients see a medical provider outside their plan’s network, insurers often send their claims to MultiPlan, which uses proprietary algorithms to recommend how much to pay. By driving down payments to providers, MultiPlan and the insurers can collect higher fees for themselves, The Times reported, but this can lead to higher bills for patients, who may get charged the unpaid balance.

New York CNN —Monday is the last day for some Verizon customers to apply for a refund as part of a $100 million settlement from a class-action lawsuit. The payout is at least $15 and might be more depending on how long the customer used Verizon and the number of customers who file a claim. A claim must be filed to receive the payout and only customers with postpaid wireless accounts or data plans from January 1, 2016, to November 8, 2023, are eligible. So-called “junk fees” are not only derided by consumers but have also attracted the ire of the Biden administration. Last October, the Federal Trade Commission unveiled a proposed rule that would ban businesses from charging hidden or misleading fees and require companies to show full prices upfront.
