CAIRO (AP) — The European Union on Sunday announced a $8 billion aid package for cash-strapped Egypt amid concerns that economic pressure and conflicts and chaos in neighboring countries could drive more migrants to European shores. The package includes both grants and loans over the next three years for the Arab world’s most populous country, according to the European Union Mission in Cairo. The package drew criticism from international rights groups over Egypt’s human rights record. CNN —The United States wants to reopen an embassy in Libya - a decade after suspending operations there – as Russia maintains an influential foothold in the country. A State Department official said Monday that the US is in “active negotiations for an interim facility that would provide appropriate security and staffing support” in the capital city of Tripoli. The move to reopen a US diplomatic compound in Libya comes as Moscow holds significant influence in the country. Ambassador J. Christopher Stevens and three other Americans were killed in that attack. On Friday, the European Union announced it’s opening an emergency maritime aid corridor from Cyprus to Gaza with allies including the US. The day prior, President Joe Biden announced the US Military is planning to build a temporary port along the Gaza coast to try to deliver much-needed humanitarian relief. In 2023, the nonprofit Islamic Relief raised more than $30 million in online donations during Ramadan, according to a spokesman for the organization. The charity, Human Appeal, has provided humanitarian relief in Gaza since 1991, according to Samina Taj, the organization’s associate director of communications. Since the start of the war in Gaza, Taj said their teams have mobilized to try to meet the desperate need for aid.

Reuters —Three key Libyan leaders said on Sunday they had agreed on the “necessity” of forming a new unified government that would supervise long-delayed elections. The leaders are the president of the Presidential Council (PC) Mohamed Menfi, the head of High State Council (HSC) Mohamed Takala, who are both based in Tripoli, and Aguila Saleh, speaker of the House of Representatives (HoR) in Benghazi. "The sentiment is sourer this morning because the force majeure on Libya's Sharara oil field has been lifted," Tamas Varga with PVM Oil Associates wrote in a note. OPEC, on the other hand, has presented a stronger outlook with oil demand forecast to grow by 2.2 million barrels per day, while production outside OPEC will grow by 1.3 million barrels per day.
