WASHINGTON (AP) — The Biden administration said Thursday that Egypt's poor human rights record hasn't improved, but it won't withhold as much military aid as it did last year regardless. Egypt has been a top recipient of U.S. military aid since it signed a U.S.-brokered peace deal with Israel in 1979. Congress in recent years has attached restrictions meant to pressure Egyptian leaders to curb human rights abuses to a comparatively small portion of the more than $1 billion in annual military aid to the country. Rights groups and some congressional Democrats had urged the Biden administration to take a hard line against Egypt on human rights, while some lawmakers said strategic interests should be prioritized. U.S. officials said the decision announced Thursday did not signal that the U.S. believed Egypt had made progress on human rights.

The subpoena calls for the release of documents related to PIF's framework agreement with the PGA Tour and other investments throughout the United States, the U.S. Senate said in a news release. The announcement came ahead of Wednesday's hearing by the U.S. Senate Permanent Subcommittee on Investigations (PSI), which is expected to focus on PIF's investments and efforts to gain influence in the United States. "The Saudi's Public Investment Fund cannot have it both ways - if it wants to engage with the United States commercially, it must be subject to United States law and oversight," Senator Richard Blumenthal, chair of the PSI, said.

Biden smiled and shook hands with the crown prince, who is often referred to by his initials MBS, as the announcement wrapped up. The cordial greeting was a sharp contrast to the last time Biden and the crown prince met, just over a year ago, in Jeddah, Saudi Arabia. During that encounter, Biden awkwardly greeted the crown prince with a fist bump, a moment roundly criticized by human rights activists, who were already upset at Biden's decision to meet with the Saudi leader. Biden refused to speak to Prince Mohammed at the start of his administration.

DUBAI, United Arab Emirates (AP) — Saudi Arabia and Russia agreed Tuesday to extend their voluntary oil production cuts through the end of this year, trimming 1.3 million barrels of crude out of the global market and boosting energy prices. The decision “is aimed at strengthening the precautionary measures taken by OPEC+ countries in order to maintain stability and balance of oil markets,” Novak said. There was no immediate reaction in Washington, though U.S. lawmakers have criticized OPEC, Saudi Arabia and Russia over their past production decisions. The Saudi reduction, which began in July, comes as the other OPEC+ producers have agreed to extend earlier production cuts through next year. But Saudi Arabia also has to manage its relationship with Washington.

CAIRO, Aug 7 (Reuters) - Saudi Arabia signed a strategic agreement with Turkish defence firm Baykar Tech to localise the manufacturing of drones in the kingdom, state-owned Saudi Arabian Military Industries (SAMI)posted on messaging platform X, formerly known as Twitter, on Sunday. The agreement "will enhance SAMI’s role in supporting the national defence industry and strengthening our local capabilities," SAMI said. In July, Saudi Arabia agreed to buy Turkish drones from Baykar in the biggest defence contract in Turkey's history. Investments and funding from the Gulf have helped relieve pressure on Turkey's economy and its currency reserves since 2021, when Ankara launched a diplomatic effort to repair ties with Saudi Arabia and the United Arab Emirates. A third of the components for the jets come from Germany, industry sources told Reuters at the time. Since the rapprochement of Saudi Arabia and Iran, which could end their proxy war in Yemen, the British have argued that Germany cannot block the export of Eurofighter jets to third parties. The Justice department has been investigating the PGA Tour for trying to keep its players from defecting to LIV. The PGA Tour, DP World Tour and rival Saudi-backed LIV circuit, which had been involved in a bitter fight that split the sport, announced an agreement to merge and form one unified commercial entity. The LIV Golf series is bankrolled by the Saudi Arabia Public Investment Fund (PIV). The PGA Tour and LIV did not immediately respond to requests for comment on Wednesday.
