CNN —Israeli forces have surrounded two more hospitals in the Gaza Strip, the Palestinian Red Crescent Society (PRCS) said, describing intense shelling and heavy gunfire. The PRCS said Sunday that Al-Amal Hospital and Nasser Hospital in southern Gaza were both encircled. Both hospitals were surrounded by Israeli forces for prolonged spells earlier this year. On Monday, the IDF launched a fresh operation at Al Shifa after claiming that “senior Hamas terrorists” were using the facility. Hamas accused Israel of striking targets “without regard” to the patients or medical staff inside – a claim echoed by people at the complex.

The session follows a 23-page U.N. report, released on March 4, written by a team led by Pramila Patten, a special envoy on sexual violence and conflict. The report said it was reasonable to believe sexual violence against hostages could be ongoing. Diplomats from the 15-member council uniformly condemned sexual violence against Israeli women. Ms. Patten and her team also visited the West Bank to hear reports of sexual violence against Palestinians by Israeli security forces and settlers. The full report addressed the accusations, but did not focus on them because other U.N. bodies were working on that.

“Continuation of hostilities can, in no way, protect them,” she said. She told the council that the 134 hostages still in captivity and the more than 2 million civilians in Gaza “share a common fate. For their common sake, there must be a humanitarian cease-fire now.” Israel's ongoing offensive against Hamas has killed over 30,000 people, two-thirds of them women and children, according to the Gaza Health Ministry. Israel’s Foreign Minister Israel Katz said he came to the council “to protest as loud as I can against the crimes against humanity” committed by Hamas in order to deter and scare Israeli society. Patten told the council that when she visited the West Bank she didn’t receive any reports of rape, but instances of sexual violence during the detention of both Palestinian men and women were raised.

Israelis largely welcomed a U.N. report that supported allegations of sexual violence during the Hamas-led Oct. 7 attack, even as a top Israeli official accused the United Nations of not doing enough to address the findings — a sign of the rising tensions between them. The U.N. report, released on Monday, found both “reasonable grounds to believe” that sexual violence against multiple people had occurred in at least three locations in Israel, and “clear and convincing information” that hostages taken to Gaza on Oct. 7 had been subjected to sexual violence, including rape. On Tuesday, President Isaac Herzog of Israel said on X that the report was “of immense importance,” and he lauded it for its “moral clarity and integrity.”But Israel Katz, Israel’s foreign minister, accused the U.N. secretary general, António Guterres, in a social media post of making a concerted effort to “forget the report and avoid making the necessary decisions.” In protest, Mr. Katz recalled Israel’s representative to the United Nations, Gilad Erdan, for consultations — a step short of withdrawing the ambassador for a longer term. Mr. Erdan was on a plane back to Israel on Tuesday, he said.

CNN —Israel said Sunday it is summoning the Brazilian ambassador to the country over what it says were “shameful and serious” remarks by Brazilian President Luiz Inacio Lula da Silva about the ongoing conflict between Israel and Hamas. Speaking earlier Sunday in Addis Ababa at the African Union summit, Lula called what is happening in the Gaza Strip a “genocide.”“What is happening in the Gaza Strip with the Palestinian people has no parallel in history. Israel has said its goal is to completely eliminate Hamas after they attacked Israel on October 7. Israeli Foreign Minister Israel Katz also posted on X saying, “No one will harm Israel’s right to defend itself. I have ordered the people of my office to summon the Brazilian ambassador for a reprimand call tomorrow.”Lula also made comments about the death of Kremlin critic Alexey Navalny.

Here’s what that could mean for the millions of Palestinians that rely on UNRWA for sustenance. The agency provides a wide range of aid and services to Palestinian refugees and their descendants. While its purpose is to support Palestinian refugees, UNRWA does not have a mandate to resettle them, a mandate that the UN High Commissioner for Refugees (UNHCR) does have. Millions more Palestinian refugees live in neighboring countries like Jordan, Syria and Lebanon, and rely on aid from the agency. At one UNRWA school shelter in Deir al Balah, Gazans said they were worried about the suffering to come if UNRWA’s aid is suspended.

The United Nations Relief and Works Agency (UNRWA) has fired several employees in the wake of the allegations, which have not been made public. UNRWA was established by the United Nations after the 1948 Arab-Israeli war to provide humanitarian assistance for displaced Palestinians. At least 152 UNRWA staffers have been killed in Gaza since the Israel-Hamas war began, according to the agency. Neither Israel nor UNRWA have specified the nature of the alleged involvement of UNRWA employees in the events of October 7, nor did they specify the number of employees allegedly involved. “A case was compiled by the Intelligence Directorate, incriminating several UNRWA employees for their alleged involvement in the massacre, along with evidence pointing to the use of UNRWA facilities for terrorist purposes,” the IDF statement said.

European foreign ministers pressed their Israeli counterpart on Monday to agree to the creation of a Palestinian state, in a meeting that left European diplomats bewildered about postwar Israeli plans for the Gaza Strip and reinforced the deep disconnect between Israel and much of the world. The two sides appeared to be having two different conversations. Josep Borrell Fontelles, the European Union’s top diplomat, said after the meeting in Brussels that European nations were resolute that “sustainable, lasting peace” must include Palestinian statehood, an option that Prime Minister Benjamin Netanyahu of Israel has doubled down on opposing in recent days. Israel’s foreign minister, Yisrael Katz, presented to the Europeans a plan involving an artificial island off Gaza’s coast — a plan that did not address the future governance of the territory, according to officials in the meeting. While the diplomats talked past each other, heavy fighting intensified in southern Gaza on Monday, with medical personnel reporting major exchanges of gunfire and a surge of Israeli tanks and troops into areas around hospitals.

By Andrew GrayBRUSSELS (Reuters) - The Israeli and Palestinian foreign ministers are to meet their European Union counterparts on Monday as the EU considers potential steps toward a comprehensive peace between the two sides even as the war in Gaza rages on. Israel's Israel Katz and Palestinian Foreign Minister Riyad al-Maliki will take part separately in a regular meeting of EU foreign ministers in Brussels largely devoted to the Middle East but also taking stock of the war in Ukraine. But both parties would be consulted at every step of the talks as delegates sought to draw up a peace plan, the document suggests. The internal document, seen by multiple news organisations including Reuters, makes clear one key goal of a peace plan should be the establishment of an independent Palestinian state, "living side by side with Israel in peace and security". EU officials acknowledge Israeli officials and diplomats currently display no interest in the so-called two-state solution but insist it is the only option for long-term peace.

JERUSALEM, Oct 29 (Reuters) - Israel's Energy Ministry said on Sunday it had awarded 12 licenses to six companies to explore for natural gas off the country's Mediterranean coast, aiming to create more competition and diversify suppliers. It said that one group that includes ENI (ENI.MI), Dana Petroleum and Ratio Energies (RATIp.TA) will explore in an area west of the massive Leviathan field, which supplies Israel with gas and is also used for export. Another group comprised of BP (BP.L) Socar (403550.KS) and NewMed (NWMDp.TA) will explore north of the Leviathan, the ministry said. "The winning companies have committed to unprecedented investment in natural gas exploration over the next three years, which would hopefully result in the discovery of new natural gas reservoirs," said Energy Minister Israel Katz. That military operation against Hezbollah was seen as a success — so punishing that it bought 17 years of relative quiet. But it also nurtured resentments that could help turn an invasion of Gaza into a wider regional war. Hamas appears to want to lure Israelis into Gaza and has been preparing for this battle for years. Israel’s military is not a paper tiger; it is one of the most technologically sophisticated militaries in the world. GAZA/JERUSALEM, Oct 16 (Reuters) - Hamas said on Monday that Israel had not resumed water supplies for the Gaza Strip despite pledging to do so, while an Israeli official responded that some water was being provided to an area in the south of the enclave. Israel stopped piping water to Gazans as part of a siege imposed after Hamas gunmen rampaged in its southern towns and village on Oct 7. Hamas interior ministry spokesman Eyad Al-Bozom said on Monday there had been no resumption of water supplies: "The residents drink unhealthy water, posing a serious health crisis threatens the lives of the citizens." Katz said on Sunday that resupplying water in southern Gaza would encourage Palestinian civilians to congregate there as Israel pummels Hamas targets in Gaza City to the north. Israel has told residents of the northern half of Gaza, including Gaza City, to leave for the south.

JERUSALEM, Oct 9 (Reuters) - Israel has suspended production at the Tamar gas field off its southern coast and will seek alternative fuel sources to meet its needs, the energy ministry said on Monday following three days of violence in the region. Chevron (CVX.N), which operates the field, confirmed it had been instructed by the ministry to shut down the field, which is a major source of gas to Israel's power generators and industry. "In the wake of the situation, Israel's defence establishment ordered the temporary suspension of natural gas supplies from the Tamar field," the energy ministry said in a statement. Israel's largest offshore gas field, Leviathan, continues to operate normally, Chevron said. Israel became a major regional gas supplier with the start of production at the Tamar field a decade ago, which was followed by several other gas developments.
